This project is for a new building with the proposed use of RV and boat storage. The project is proposed on the western half of the lot, dividing the existing 6.4 acres into two separate lots. The western lot will include 3.29 acres and the eastern lot 3.11 acres. See Table 1-1 below for a summary of the site location information for this project. There are four existing structures on site. The property is covered by short planted and native grasses, with trees lining the eastern and northern perimeters and three landscaped areas in the eastern section of the lot. The existing topography depicted by 1 -foot contours is relatively flat with low grades. The high point of the parcel is approximately 5148.2 feet, to the southeast of the existing house. The parcel slopes east to and west, discharging to the drainage ditch running parallel to the north of East 168th Street (County Road 2). 1.2.1 Soil Conditions Soil surveys prepared by the U.S. Department of Agriculture Natural Resource Conservation Service (NRCS) were used to determine soil types and hydrologic soil groups. These data and accompanying reports were downloaded electronically in spatial and tabular format from the NRCS Soil Data Mart website or from the Web Soil Survey. Hydrologic soil groups A, B and C were found on the site and assumed for this project. See Appendix B for NRCS Soil Data. Based on Type A soils (southwest portion of the site) and historic flow analysis, C10=0.01 and C100=0.13 are the runoff values for the existing conditions and C10=0.28 and C100=0.42 in the proposed condition (packed gravel). Based on Type B soils (northwest portion of the site) and historic flow analysis, C10=0.15 and C100=0.48 are the runoff values for the existing conditions and C10=0.38 and C100=0.61 in the proposed condition (packed gravel). Based on Type C soils (eastern portion of the site) and historic flow analysis, C10=0.15 and C100=0.49 are the runoff values for the existing conditions and C10=0.43 and C100=0.65 in the proposed conditions (packed gravel). The soils on site consists of loam, sandy loam and sand. Rational method calculations are located in Appendix A. 1.2.2 Project Description The Project proposes to use the western half of the 5.95 -acre parcel for RV storage and parking. This area will be fenced off and the proposed surface will be 6" of aggregate base coarse (gravel). The proposed pond is on the western edge of the parcel. 2 Preliminary Drainage Report 2.0 DRAINAGE BASINS 2.1 EXISTING DRAINAGE BASINS The existing and proposed drainage basins were split based on soil types. The property drains from the east to the west, so there are no other natural basin divisions. Basins are limited to the proposed development area because the pond has been sized for the proposed development only. 2.1.1 Existing Basin EX -1 Basin EX -1 contains 0.43 acres of B soils in the northeastern portion of the site. This contains the access road and was considered to be "single-family 2.5 acres or larger" with an impervious value of 12%. Peak flows are Q10=0.20 cfs and Q100=1.18 cfs. 2.1.2 Existing Basin EX -2 Basin EX -2 contains 1.14 acres of C soils in the northwestern portion of the site. Runoff for this area was calculated based on historic flow analysis of 2% imperviousness. Peak flows are Q10=0.40 cfs and Q100=2.48 cfs. 2.1.3 Existing Basin EX -3 Basin EX -3 contains 1.80 acres of A soils in the southwestern portion of the site. Runoff for this area was calculated based on historic flow analysis of 2% imperviousness. Peak flows are Q10=0.03 cfs and Q100=1.00 cfs. 2.2 PROPOSED DRAINAGE BASINS 2.2.1 Proposed Basin PR -1 Basin PR -1 includes 0.43 acres gravel including the access road. There is also a small office (8'x8') building that is proposed on the eastern portion of the site. The water flows to the west and empties into the proposed pond in accordance with existing conditions. Runoff coefficients for this basin are Cio=0.38 and Croo=0.61. Peak flows are Q10 = 0.56 cfs and Q100 = 1.70 cfs. 2.2.2 Proposed Basin PR -2 Basin PR -2 is the northwest portion of the property encompassing 1.14 acres. The water flows to the south and outfalls to the proposed pond in accordance with existing conditions. Runoff coefficients for this basin are Cio=0.43 and Cioo=0.65. Peak flows are Q10 = 1.34 cfs and Q100 = 3.82 cfs. 2.2.3 Proposed Basin PR -3 Basin PR -3 is the southwest portion of the property and encompasses 1.80 acres. The water flows to the west and discharges into the proposed pond within the basin in accordance with existing drainage patterns. Runoff coefficients for this basin are Cio=0.28 and Croo=0.42. Peak flows are Q10 = 1.41 cfs and Q100 = 3.93 cfs. 3 Preliminary Drainage Report 3.0 DRAINAGE DESIGN CRITERIA 3.1 REGULATIONS Regulations applicable to the project include the criteria of Weld County, and UDFCD. Per the Weld County Engineering and Construction Guidelines, Policies and technical criteria not specifically addressed in these Criteria will follow the provisions of the Urban Drainage and Flood Control District (hereafter called UDFCD) "Urban Storm Drainage Criteria Manual" (hereafter called Manual). 4.0 DRAINAGE FACILITY DESIGN 4.1 GENERAL CONCEPT 4.1.1 Drainage Patterns The runoff sheet flows to the southwest in existing and proposed conditions. There is no formal collection or conveyance system for stormwater onsite. 4.1.2 Proposed Drainage Pond The site gradually slopes (-2%) from east to west. Determining whether a fully draining extended detention basin (EDB) was viable was the purpose of this study. Because of the outfall constraints, a shallow pond is proposed. Criteria and limitations are listed below: • EDB designed based on UDFCD Detention Volume Spreadsheet (v3.07) • L/W ratio is 4:1 • Main Basin Slopes are 3:1 • Detention Depth is 1.5' and spillway is 0.5' above the 100 -year WSEL • The pond volume was sized to detain the 1 -hr, 100 -year post -developed storm • The pond outlet structure was sized to release the 1 -hr, 10 -year predeveloped storm Limitations: • No trickle channel or micropool has been incorporated. • Outfall requires building infrastructure within the Public ROW (manhole and storm drain pipe) and will therefore require a drainage and maintenance easement 5.0 CONCLUSIONS The proposed drainage pond (EDB) design accommodates the proposed development. The purpose of this preliminary study is to provide enough information to determine if the solution is acceptable to the jurisdiction.
