BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 30, 2019
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 30, 2019, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Barbara Kirkmeyer, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Sean P. Conway - EXCUSED
Commissioner Scott K. James
Commissioner Steve Moreno
Also present:

• MINUTES: Commissioner James moved to approve the minutes of the Board of County
Commissioners meeting of January 28, 2019, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
la CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.
PRESENTATIONS:
• 1) RECOGNITION OF SERVICES, EXTENSION ADVISORY COUNCIL - JEFF HASBROUCK AND
ERIC AAKKO: Chair Kirkmeyer read the certificates recognizing Mr. Hasbrouck and Mr. Aakko for their
voluntary contributions.
• 2) RECOGNITION OF SERVICES, AREA AGENCY ON AGING - SHIRLEY MEDBERY, WILLIAM
PIKE, SUSAN COLLINS AND SANDY MAGNUSON: Chair Kirkmeyer read the certificate recognizing
Ms. Magnuson for her commitment of time and voluntary contributions. Each Commissioner, in turn
thanked Ms. Magnuson for her services to Weld County citizens. Ms. Magnuson stated she was
Chairperson of the Area Agency on Aging (AAA) for the past two years and thanked the Board for their
support. (Clerk's Note: The Board paused the meeting for a photo opportunity.) Chair Kirkmeyer read the
other certificates in to the record recognizing Ms. Medberry, Mr. Pike, and Ms. Collins for their voluntary
contributions.

PUBLIC INPUT: Robert Stack, resident of Greeley, extended an invitation to the Suicide Prevention
Coalition Community meeting on February 12, 2019, and submitted documents attached as Exhibit "A".
He stated at the coalition, there will be someone from the State presenting statistics about suicide and
they will show the movie "The Ripple Effect." He stated University High School will also show the movie
in collaboration with North Range Behavioral. He explained Suicide is the leading cause of death in young
people ages 10-24 and stated the Suicide Prevention Coalition will make strides toward suicide
prevention. Each Commissioner, in turn, thanked Mr. Stack for bringing his story to the Board and offered
their deepest condolences for his loss.
NEW BUSINESS:
1) CONSIDER REVISIONS TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF
HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Jamie Ulrich, Deputy Director of the
Department of Human Services, reviewed the revisions to reflect the current process and further define
the Department of Human Services' activities and responsibilities for youth 18 years old or older who are
served by Child Welfare and meet intellectual and developmental disability criteria.
Commissioner Moreno moved to approve said revisions to Section 2.000. The motion was seconded by
Commissioner James, and it carried unanimously.
2) CONSIDER CONTRACT ID #2408 AMENDMENT TO REGIONAL COMMUNICATIONS USER
AGREEMENT FOR WIRELESS RADIO SERVICES AND AUTHORIZE CHAIR TO SIGN - HUDSON
FIRE PROTECTION DISTRICT: Mike Wallace, Director of the Department of Public Safety
Communications, reviewed the amendment for wireless radio services and annual maintenance with the
Hudson Fire Protection District. Commissioner Freeman moved to approve said amendment and
authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried
unanimously.
Vi 3) CONSIDER TEMPORARY CLOSURE OF CR 33 BETWEEN CRS 36 AND 38: Amy Mutchie,
Department of Public Works, presented the details of the closure beginning February 4, 2019, through
February 8, 2019. She stated Public Service Company is conducting federally -mandated upgrades and
maintenance on Chalk Bluff's natural gas pipeline system. Commissioner Freeman moved to approve
said temporary closure. The motion, which was seconded by Commissioner Moreno, carried
unanimously.
4) CONSIDER APPOINTMENT AND REAPPOINTMENTS TO EXTENSION ADVISORY
COUNCIL: Commissioner Freeman moved to approve said appointment and reappointments. Seconded
by Commissioner James, the motion carried unanimously.
5) CONSIDER APPOINTMENTS AND REAPPOINTMENTS TO AREA AGENCY ON AGING
ADVISORY BOARD: Commissioner Moreno moved to approve said appointments and reappointments.
The motion was seconded by Commissioner Freeman, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:22 a.m.

Hello,
We are reaching out to you from Suicide Education and Support Services{SESS} a program of North
Range Behavioral Health. In 2017, Weld County lost 50 lives to suicide. Suicide is the leading cause of
death for people ages 10-24 in the State of Colorado and suicide continues to be a growing concern for
our community
in response to this, we have started the Suicide Prevention Community Coalition for Weld County. Our
goal is to come together as a community and implement a plan to move Weld County towards zero
suicides. We have been meeting with a steering committee to develop the coalition and are happy to
announce our first active work meeting, which will be held on February ,Jr from 9.00-11.00 am

The Colorado Office of Suicide Prevention will present on the scope of the suicide problem in Colorado
and Weld County and then participants will have the opportunity to choose a workgroup to participate
in. Work group prionttes are youth focused or adult male focused. The goal of the work groups is to hear
from as many community members and professionals as possible on what suicide looks like through
their lens and begin work to decrease the suicide numbers in Weld Courity.IThis will not be just a
discussion of suicide. Decisions will be made, tasks will be assigned, and (projects will begin.
