Weld County Department of Public Health and Environment Second Floor Hearing Room 210 The Weld County Board of Health met October 22, 2019, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment. Those present included: Board Members: Nicholas Berryman, Tim Annable, Linda Kautz, Katerie Lauck, Joyce Smock, Sandra Owens. Others: Katie Sall, Environmental Health Services, Lauren Light Environmental Services, Hazel Frank Public, Veris Environmental & McDonald Farms Ent. APPROVAL OF AGENDA The meeting was called to order at 9:00 AM. A motion was made by Joyce Smock to approve the agenda as presented. Linda Kautz seconded the motion and the motion was carried unanimously. APPROVAL OF MINUTES A motion was made by Joyce Smock to approve ammended minutes from September 24, 2019 meeting. Linda Kautz seconded the motion and the motion was carried unanimously. BUSINESS Biosolids New DS -1900008 Veris Environmental No public comments or concerns were received. Environmental Health recommends approval. A motion was made by Joyce Smock to approve the new permit. Sandra Owens seconded the motion and the motion was carried unanimously. DS -1900009 Veris Environmental Public comment made in person by Hazel Frank wanting to know when they will do the work? What is the odor going to be? Where will the trucks be entering in on the property? How far away will they be from my house? All questions were answered by Luke from Veris Environmental LLC. A motion was made by Tim Annable to approve the new permit. Katerie Lauck seconded the motion and the motion was carried unanimously. SS -1900004 McDonald Farms No public comments or concerns were received. Environmental Health recommends approval. COMMun;Go.+;onS MOM /19 2019-4684 A motion was made by Sandra Owens to approve the new permits. Linda Kautz seconded the motion and the motion was carried unanimously. Veris Environmental, LLC- Katie Sall presented 9 biosolids renewal applications. No public comments or concerns were received. Environmental Health recommends approval. DS -200104, DS -200418, DS -200548, DS -200635, DS -200640, DS -201209, DS -201320, DS -201322, DS -201325. A motion was made by Tim Annable to approve the renewals. Joyce Smock seconded the motion and the motion was carried unanimously. PRESENTATIONS Rachel Freeman, Subst6ance Prevention Programs Coordinator — Hemp & Marijuana What are E -Cigarettes and Why youth are hooked! 1 of every 4 Colorado high school students currently use, over double the national average, used an e -cigarette in the last 30 days. 87% of students perceive smoking as risky 22% youth ask adults for help. Youth who can ask a parent for help are 31% less likely to vape. The majority of our youth are choosing NOT to use electronic nicotine products. We have 430 brands of electronic vaping devices and over 15,000 different flavors and they come in many different shapes and sizes. Each Juul pod is equivalent to 1 pack of cigarettes or 200 puffs Health Effects! Nicotine- Lung disease- Respiratory, Cardiovascular and Neurologic Our brain is still developing until about age 25. Nicotine is addictive and disrupts the Development of the brain circuits that control attention and learning. Hemp & Marijuana Both hemp and marijuana can product high amounts of CBD (cannabidiol). Hemp contains no more than 0.3% THC but marijuana can contain up to 30% THC. Hemp was removed as an illegal substance under the Agricultural Improvement Act of 2018 (Farm Bill), which federally legalized hemp and hemp derived products that contain no more Than 0.3% THC. Marijuana is still treated as a controlled substance and is federally illegal. Marijuana is commonly recognized for it's recreational uses. Hemp is produced to produce a wide variety of produce a wide variety of products including: Paper — Clothing — Cooking Oil A motion by Joyce Smock to adjourn the meeting and was seconded by Joyce Katerie Lauck.
