RE: APPROVE RENAMING WELD COUNTY ROAD 13 ALIGNMENT AS
COLORADO BOULEVARD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, County Road 13 is a regionally significant north/south arterial corridor
extending from County Road 2 north through Weld County to County Road 68.5, and
WHEREAS, said roadway is a parallel arterial to the interstate system and is an important
link to providing a regional economic development benefit, which enhances the movement of
people and goods, and
WHEREAS, it is critical to ensure emergency services communications are consistent for
this resilient corridor in order to move people and goods in a safe, economical manner and it is a
critical transportation need to ensure the functional integrity and viability of the entire regional
roadway network, and
WHEREAS, the Board now deems it desirable to officially rename said stretch of roadway
as "Colorado Boulevard."
WHEREAS, the Town of Timnath has renamed the portion of County Road 13 within its
jurisdiction as "Latham Parkway" and, therefore, the new naming designation will not include any
portion of County Road 13 north of County Road 68.5.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that County Road 13 extending from County Road 2 north through Weld
County to County Road 68.5, be, and hereby is, renamed as "Colorado Boulevard."
BE IT FURTHER RESOLVED by the Board that the Weld County Department of
Public Works be, and hereby is, directed to add road signs at appropriate locations along said
roadway identifying County Road 13, north through Weld County to County Road 68.5, as
"Colorado Boulevard".

SUBJECT : WCR 13/Colorado Boulevard Naming
Weld County and the Tri-Town area currently identifies Weld County Road (WCR) 13 as
Colorado Boulevard in the south part of the county . Recently , Weld County and Larimer
County received a request from some of northern municipalities , such as Windsor, to
name WCR 13 in the unincorporated areas of the county as Colorado Boulevard too .
The intent being to maintain consistent roadway identification of this regional corridor
between Windsor , Johnstown and the tri - cities in order to reduce concerns for
emergency services personnel and communications . In addition , some residents along
the unincorporated road segment between Crossroads Boulevard and U . S . 34 have
indicated a preference to utilize the Colorado Boulevard name . This nomenclature
would be consistent then for the majority of the county . However , it would not require
residents with addresses already utilizing CR 13 to be modified unless they wanted to
change it .

It is my understanding they are not. While the municipalities may address of the road in their
jurisdiction,the county will also retain WCR 13, so I do not anticipate any addressing issues. This is
similar to renaming the Parkway and Freedom Parkway. Upon approval, Public Works will add the
additional naming sign to the intersections. This is similar to the Parkway and Freedom Parkway where
it is overlaid onto the County Road addresses.

How are addresses going to be affected? I recall how upset people were when the BOCC officially
renamed WCR 27(?)to "Two Rivers Parkway." The residents could not get mail delivered to them.

I do not believe an IGA is needed, but I would
recommend doing a resolution. I have attached a draft
resolution the BOCC could consider.
In addition, I included a whereas in the resolution so it
is clear that Timnath has already renamed their portion
of WCR 13 to Latham Parkway. Therefore,this
resolution would recognize everything south of WCR
68.5.
Please review and let me know how you would like to
proceed so I can respond back to Windsor accordingly.

We have done resolutions in the past
naming corridors, but unless we had
another document,such as an access
control plan, I am not aware of us doing
an IGA to name a corridor. If the Board
wants us to install these type of road
signs in the unincorporated areas, I'm
not sure an IGA to get this direction
would be required. Please advise your
preference in how you would like to
proceed so we can respond accordingly.

Based on correspondence exchanged
earlier this year, both Larimer and Weld
Counties have preliminarily indicated
that the use of the street name
Colorado Boulevard south of LCR
32E/WCR 68.5 to U.S. 34,where it will
eventually connect to Colorado
Boulevard in Johnstown (see attached
illustration),would be acceptable.
