RE: APPROVE APPLICATION FOR SPECIAL PROJECT EMERGENCY MANAGEMENT
PERFORMANCE GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for a Special Project
Emergency Management Performance Grant from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Office of
Emergency Management, to the Colorado Department of Public Safety, Division of Homeland
Security and Emergency Management, commencing upon full execution with terms and
conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for a Special Project Emergency Management
Performance Grant from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Office of Emergency Management, to
the Colorado Department of Public Safety, Division of Homeland Security and Emergency
Management, be and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 31st day of July, A.D., 2019.

Brief descripti

f the problem/issue:
The State has left over funds from the 2018 Emergency Management performance Grant, the state is offering an
opportunity to apply for funding for special projects. OEM has Identified to items for the hOC that grant will
support. The first project is HAM radio equipment, this will allow the hOC to utilize the radio equipment with
out waiting on HAM radio operators to arrive and set up equipment. Total estimated equipment cost is
$1,370.00
The second item is for a touch screen monitor in the FOC, this will be positioned on the South wall for the
Logistics Section to use during hOC activations. Estimated costs in 5,000.00
The Grant application needs to be submitted to the State by July 31St. all funds need to be spent by the end of
Sept 2019.
See the attached documents for overview of the equipment list.
Total costs for all equipment is 6371.00 and the State Grant will pay 50%, total cost to the County will be
3185.5

Dear Emergency Management Partners,
We are pleased to send out this Letter of Intent regarding a 2018 Emergency Management Performance
Grant (EMPG) Special Project.
This special project will be a one-time competitive grant opportunity offered to our local EMPG programs
and will require a 50% local cash match consistent with the EMPG Notice of Funding Opportunity. Total
grant funds available are $80,000 so projects will be capped at $10,000 Federal share or a total project
of $20,000. Project scoring will be based on strength of application narrative demonstrating need,
sustainment, and proof of match. Projects that fall within the following 3 categories will be considered
stronger candidates:
Increase of local EOC capability
Alert and Warning
Salamander Credentialing and Accountability
Applications will be due to your Regional Field Manager by 1700 on July 31st, 2019. Grant performance
period will begin August 1st and end on September 30th, 2019 with all requests for reimbursement and
supporting documentation due by 1700 on October 30th, 2019.

Greeley. Currently we are relying on our Weld Armature Radio Society to bring equipment in
and set up antennas and the radio(s). we are requesting the purchase of a Dule Band 2M/70CM
radio and two antennas, power supply DMR Radio and 2 keypad mics Estimated costs of
$1,370.00
