RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF COUNTY ROAD 33 BETWEEN COUNTY ROADS 38 AND 40, AND
SUBSEQUENTLY CLOSE COUNTY ROAD 33 BETWEEN COUNTY ROADS 40 AND
42 FOR PUBLIC SERVICE COMPANY TO PERFORM FEDERALLY MANDATED
UPGRADES AND MAINTENANCE TO CHALK BLUFF'S NATURAL GAS PIPELINE
SYSTEM
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
said County Roads to through traffic and to regulate, warn and guide vehicular traffic by posting
signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 33, between County Roads 38 and 40,
be temporarily closed, with said closure being effective February 11, 2019, for approximately
five (5) days, and subsequently close County Road 33 between County Roads 40 and 42, with
subsequent closure being effective February 18, 2019, for approximately five (5) days, for Public
Service Company to perform federally mandated upgrades and maintenance to the Chalk Bluff's
natural gas pipeline system, and further, that standard official traffic control devices shall be
erected at said closure giving notice of the restrictions.

CR 33 between CR 38 and CR 40 from 2/11/19 through 2/15/19 then close
CR 33 between CR 40 and CR 42 from 2/18/19 through 2/22/19
to perform federally mandated upgrades and maintenance to the 8" Chalk Bluffs natural gas
pipeline system.

1. CONTRACTOR WILL NEED ROAD CLOSED WITH DETOUR ON A TWO LANE RURAL ROAD AT OR
NEAR AN INTERSECTION DURING ALLOWABLE WORKING HOURS ONLY. CONTRACTOR WILL
PROVIDE ACCESS TO LOCAL RESIDENTS.
2. AT NIGHT, HAZARDS WILL BE BARRICADED WITH DRUMS AND FLASHING LIGHTS.
3. REFER TO MUTCD 2009 EDITION FIGURE 6H-20 FOR TYPICAL APPLICATION.
5. ALL TRAFFIC CONTROL DEVICES AND SETUP SHALL ADHERE TO STANDARDS OF THE 2009 MUTCD.
ANY EXISTING SIGNS THAT CONVEY MISLEADING INFORMATION WILL BE COVERED.
6. TWO TYPE III BARRICADES WILL BE USED TO CLOSE EACH SIDE OF THE ROAD CLOSURE.
