RE: APPROVE ADDENDUM #25 TO AGREEMENT FOR SERVICES AND ADDENDUM #26
CLAIM PAYMENT FUNDS AND AUTHORIZE CHAIR TO SIGN - COLORADO
TECHNICAL SERVICES, INC. (CTSI)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Addendum #25 to the Agreement for
Services and Addendum #26 Claim Payment Funds between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, and Colorado
Technical Services, Inc. (CTSI), commencing January 1, 2020, and ending on December 31,
2020, with further terms and conditions being as stated in said addendums, and
WHEREAS, after review, the Board deems it advisable to approve said addendums,
copies of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Addendum #25 to the Agreement for Services and Addendum #26 Claim
Payment Funds between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, and Colorado Technical Services, Inc. (CTSI), be, and
hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said addendums.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of October, A.D., 2019.

RE : Agreement for CYST SI Services-2020
Dear Don:
We are pleased to continue to provide claims administration services for Weld County ' s
workers ' compensation claims . Enclosed are the addenda to the Agreement for CTSI Services
with Weld County for services from January 1 through December 31 , 2020. The overall fee was
increased by 2 . 0% which reflects the operational cost increases incurred by CTSI for claims
administration services as well as the regional rate of inflation for Denver, Boulder and Greeley
based on the Consumer Price Index and other sources.
in addition to the addenda for claims and loss prevention services, I have included Addendum
26 , Claim Payment Funds-2020 which increases the deposit for funds for claim payments from
$ 125 ,000 to $ 175 ,00th We are finding that monthly claim payments are averaging $ 119,000 with
some months exceeding $200,000. lin occasions when the deposit is depleted, we must transfer
funds from the CTSI operating account to cover the deficit until the replenishment from Weld is
received. This increase in deposit should alleviate that situation.
Please sign and return one set of originals to me and keep one set for Weld County.

Weld County shall pay CTSI the fees as listed in this Addendum-Service Fees to this agreement
for workers ' compensation claims administration and other services rendered under this
Agreement for the period January 1 , 2020 through December 31 , 2020 .

A programming fee of Mt M t per hour plus expenses for claim reports requiring special
programming.

Fee is for handling the claim to conclusion so long as a contractual relationship exists with CTSI
for third-party claim administration services° A deposit equal to an average month of claim
expense shall be placed with CTSI for payment of claims on behalf of Weld County.

If Weld County terminates its contract with CTSI and decides to have CTSI administer the run-
off of claims, the open claims will be administered at a per claim rate of 90% of our current per
claim charge at the time of termination.

Claim Payment Funds-2020
In accordance with III . CLIENT'S RESPONSIBILITIES .B . , the funds for claim and/or loss
payments made available to CTSI shall be in the amount of $ 1759000 for the purpose of such
payments , and thereafter shall be replenished as required for such payments .
