I wanted to thank you again for meeting with me and some of our Board of Directors on 11/5/18, and
provide an update on some of the financial and other issues that are impacting Envision and the people we
support.
• Conflict Free Case Management: Envision has been working to identify another entity willing to
provide case management services for intellectual and developmental disability waiver programs in
Weld County. However, no other entity has been identified. I have participated in multiple meetings
with several staff at Weld County Department of Human Services and have had some good
conversations; however, until The Department of Health Care Policy and Financing (HCPF) can
provide more detailed information regarding reimbursement rates and requirements of the case
manager no organization can determine feasibility. Using the current rate and method reimbursed
for Targeted Case Management, the program is not sustainable. Without further information,
financial, staffing and service delivery are likely to be impacted but are not able to be estimated at
this time.
• CAPS Background Checks: This is the first month we are beginning background checks through the
APS CAPS system, in addition to the other background checks and drug screens we conduct. There
have been no problems so far as there are very few people that would be listed in the database since
they've only started entering offenders since July, 2018. The cost is $16.50/check with no
reimbursement or compensation for this requirement. This new requirement has a financial impact
of about $2,200 per year.
• Minimum Wage Increase: On January 1st, the minimum wage increased by 8.8% to $11.10/hour.
Envision increased wages for anyone who was under the new minimum wage amount; however,
other wages and the subsequent compression issue has not been able to be addressed. Envision
anticipates an estimated fiscal impact of $74,131 in order to comply with the new minimum wage
increase only.
• In -Home Early Intervention Assessment Move to CCBs: Pilot programs are just beginning regarding
the in -home assessments for early childhood (currently called "Childfind") moving from Colorado
Department of Education to CCBs on July 1st. Additionally, Envision does not have the space to
accommodate more staff needed to implement these changes. Financial impact is likely but
unable to be estimated at this time.

• Transfer of CHRP to CCBs: Envision leadership has met with staff from Weld County Department of
Human Services to discuss the transfer of the Children's Habilitation Residential Program (CHRP)
program from counties to CCBs on July 1st. The next meeting is scheduled for January 31st in which a
representative from Health Care Policy and Financing (HCPF) will be there to facilitate, provide
guidance and information. Again. Envision does not have additional space in the current building to
accommodate the level of new staff that would be necessary In order to provide this service.
Financial impact is likely but unable to be estimated at this time.
• Envision continues to participate in the four areas for the United Way Collective Impact programs.
However, funding awards cannot be guaranteed at this time because the selection criteria's are not
finalized or approved by the United Way board. Financial impact is likely but unable to be
estimated at this time.
I feel it would be highly beneficial to have representation from Weld County Commissioner's office on
Envision's Board of Directors and we would welcome a designee. Also, i plan to invite personnel from Weld
County Department of Human Services and other interested parties to become involved.
I hope this information is helpful to you and I plan to continue to keep you all informed about things we
discussed at our work session as time continues.
