HomeMy WebLinkAbout20193243.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL SIGNS AT THE INTERSECTION OF COUNTY ROADS 18 AND 57.5 (MARKET STREET) WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that a Stop sign R1-1 be installed at the Intersection of County Roads 18 and 57.5 (Market Street), to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control signs are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install a Stop sign R1-1 at the Intersection of County Road 18 and 57.5 (Market Street), for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 22nd day of July, A.D., 2019. I he intersection includes east and west legs on WCR 18, and only the south leg on Market St. The intersection is currently controlled by two stop signs. Traffic is currently stopped entering the intersection eastbound and northbound. Westbound traffic is currently uncontrolled. We are requesting to install an additional stop sign to control the westbound traffic entering the intersection. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Approve the installation of a new sign to stop westbound traffic entering the intersection a The intersection would be fully controlled, and it would remove the confusion associated with the current configuration. Current l'W cost for the installation of single signs is $250 • Deny the installation and leave the intersection in its current configuration. GvriAt-A'}4- MEMORANDUM DATE July 20, 2018 FROM Cameron Parrott, Public Works SUBJECT Warrant Study for Stop Sign on WCR 18 at Market Street (Keenesburg) Public Works is requesting approval to install a traffic regulatory sign (Stop Sign, R1-1) at the intersection of WCR 18 with Market Street (WCR 57 5) The request is to stop traffic in the westbound direction on WCR 18 entering the intersection The intersection already has Stop signs in place for northbound and eastbound traffic entering the intersection WCR 18 is an asphalt paved roadway maintained by Weld County Market street is an asphalt paved roadway that is within the city limits of Keenesburg and is not maintained by Weld County Traffic counts completed in 2018 showed the traffic volumes at this intersection as • The west leg of the intersection on WCR 18 • The east leg of the intersection on WCR 18 • The south leg of the intersection on Market St = 1,794 Vehicles Per Day (VPD) = 1,702 VPD = 2,019 VPD The Manual of Uniform Traffic Control Devices (MUTCD) states in Section 2B 04 03 YIELD or STOP signs should be used at an intersection if one or more of the following conditions exist A An intersection of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonable compliance with the law, B A street entering a designated through highway or street, and/or C An uns►gnalized intersection in a signalized area Market Street is classified as an Arterial Roadway in the Keenesburg Comprehensive Plan, WCR 18 is classified as a Collector Roadway in the 2017 Weld County Functional Classification Map In its current configuration, this goes against the recommendations of the MUTCD Section 2B 04 03 A as shown above The MUTCD also states in Section 2B 04 04 In addition, the use of YIELD or STOP signs should be considered at the intersection of two minor streets or local roads where the intersection has more than three approaches and where one or more of the following conditions exist A The combined vehicular, bicycle, and pedestnan volume entering the intersection from all approaches averages more than 2,000 units per day, B The ability to see conflicting traffic on an approach is not sufficient to allow a road user to stop or yield in compliance with the normal right-of-way rule if such stopping or yielding is necessary, and/or C Crash records indicate that five or more crashes that involve the failure to yield the nght-of-way at the intersection under the normal nght-of-way rule have been reported within a 3 -year period, or that three or more such crashes have been reported within a 2 -year period The combined vehicular volume entering the intersection from all approaches would be 1,794 (west) + 1,702 (east) + 2,019 (south) = 5,515/2 = 2,758 VPD This traffic volume exceeds the threshold suggested by the MUTCD Section 2B 04 04 A as shown above A trip to the site shows that there are no apparent sight restrictions which would impede the road user to stop or yield in compliance with the normal right-of-way rule Weld County crash records show that there have been 2 crashes within the last 3 years, and only 1 crash within the last 2 years Neither of these crashes involved a failure to yield the right-of-way The data available for this intersection shows that the roadway classifications and the volume entering the intersection meets the conditions, and that the installation of an additional Stop sign at this intersection is warranted The history of this intersection shows that the original configuration was based upon the road conditions at the time Up until 2013, the west leg of this intersection was a gravel roadway The traffic volumes at this intersection showed most of traffic was traveling on the paved legs of WCR 18 and Market Street to go back and forth to the land fill In 2013 the west leg of WCR 18 was chip sealed which made it appear as if it was paved There was a slight uptick in traffic volume at that time In 2017, WCR 49 was completed to west of this intersection In my opinion, some traffic started to utilize WCR 18 to get to WCR 49 from Keenesburg instead of hopping on 1-76 Just this year, county crews paved WCR 18 from WCR 49 all the way to this intersection The latest traffic counts reflect that this change has significantly increased the amount of traffic using this leg of the roadway The request for this change originally came from Waste Management Their concern was that drivers approaching the intersection would not recognize that westbound traffic currently does not have to stop This has been the source of many close calls according to Waste Management Since the traffic volumes are very similar on all legs of this intersection, and traffic volumes have increased dramatically over the last 5 years, using my engineering judgement, I would recommend installing one additional Stop sign to stop traffic headed westbound into this intersection ,"Cr Ara- KEENESBURG
