WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on the 14th day of November, 1979 , the Preliminary Plan of H & S Subdivision was submitted to the Board of County Commissioners of Weld County, Colorado for approval in accordance with the Subdivision Regulations of Weld County, Colorado, and WHEREAS, the Board of County Commissioners heard all of the testimony and the statements of those present, and WHEREAS, the Board of County Commissioners had evidence pre- sented in support of the approval of said Preliminary Plan, and no evidence presented in opposition to the approval of the Preliminary Plan for the following described real estate, to-wit: All that part of the North Half of the Southwest Quarter of Section Six, Town- ship Four North, Range Sixty-five West of the 6th P.M. , lying South of the Right-of-way of the Union Pacific Rail- road (Dent Branch) and West of the State Highway being more particularly described as follows: Commencing at the SW Corner of said Sec- tion 6 , and considering the West line of Section 6 to bear North 00°00 ' East and all other bearings contained herein rela- tive thereto: Thence North 00°00 ' East along the West line of said Section 6 a distance of 1, 286 . 7 feet to the True Point of Beginning; Thence continuing North along the West line of said Section 6 a distance of 695 . 86 feet to a point on the Southerly Right-of-way of the U.P.R.R. The above described parcel of land contains 11. 95 acres. 791005 WHEREAS, a representative of the petitioners was present, and WHEREAS, the Board of County Commissioners has studied the request as submittted, and having been fully informed, is satis- fied that the submitted Preliminary Plan conforms in all respects with the requirements of Section 5 of the Weld County Subdivision Regulations, and that approval of said Preliminary Plan would be in the best interest of Weld County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the Preliminary Plan of H & S Subdivision located on the abovedescribed property be, and hereby is, approved subject to the following: 1. A note on the final plat which will address ownership and maintenance of the drainage retention area. 2 . A document describing dedication or reserva- tion of right-of-way for the proposed Industry Street along the West side of the property agreed to by both the Town of LaSalle and the developers of the property. 3. Complete discussion and design details of methods to be used to alleviate the drainage problem on the site. BE IT FURTHER RESOLVED by the Board that the reasons for approval contained in the Planning Commission recommendations dated November 6 , 1979 be, and hereby are, adopted as the findings of fact of the Board of County Commissioners in this matter. The title policy on the property did not identify any utility easements. Z O U The closest water line to the site is a Central Weld County Water District line located approximately 1 mile south and 4 mile west of the southwest corner of the proposed subdivision . There is not any public sewer available. Z- :n 4 Z ;- x _ U P O Z T I. y� c 10 August 1979 Project No. 2262-01 -01-04 PRELIMINARY DRAINAGE REPORT FOR H & S SUBDIVISION WELD COUNTY, COLORADO The subject site is proposed to be a commercial type subdivision and is located in the Southwest Quarter of Section 6, Township 4 North, Range 65 West of the 6th Principal Meridian, Weld County, Colorado. The site is more generally located approximately 1/4 mile south of the limits of the Town of LaSalle. The site is bounded on the north by a Union Pacific branch line and on the east by U.S. Highway 85. The site is also bounded on the south and west by agricultural uses. The proposed development is to be 8 sites on approximately 12 acres. Light manufacturing and commercial type users are anticipated. Emphasis is to be made on providing basic building sites with limited amenities. The site presently has one commercial user, the H & S Irrigation Company. Structures on the site consist of the H & S building plus several abandoned farm outbuildings. Ground cover is sparse and consists of native grasses and weeds. The upper level soils on the site are a silty sand that is classified as the "Valent Sand" by the Soil Conservation Service. The general drainage pattern in this area is from southwest to northeast. The area draining onto and through the site is essentially the site itself. Drainage from the west is directed away from the site by an embankment in the fence line along the westerly boundary. Drainage from the south is blocked by a County roadway and —is directed into a depression south of the site. The site apparently has been used for excavation of material to provide roadway fill for the railroad overpass on U.S. Highway 85. This has made the site a depression which has no surface drainage outlet. • 1 Preliminary Drainage Report - H & S Subdivision 10 August 1979 Project No. 2262-01-01 -04 Since there is no available surface drainage outlet from the site, methods of providing alternate means of flood protection must be considered for the proposed development. Construction of an urban type piped drainage system would not be economically feasible. Therefore, a groundwater recharge type system is being proposed for this development. This system will require that individual detention is provided for each lot. Sufficient detention volume will be required to provide for the total runoff from a 100-year storm. Discharge will be by infiltration into the underlying sand and gravel strata. Since there is no discharge from the site, no calculations have been made to determine the peak flows from the site. Based on a storm of 100 year magnitude and the site being in the developed state, the required detention to be provided is as follows: Total site area (A) = 12 acres + Estimated time of concentration (Tc) : 15 min. concentration time plus 10 min. flow travel time = 25 minutes 1100 @ Tc = 25 min. : 3.65 in./hr. Runoff Coefficient (C) = 0.5 Q = 1 .25 CIA = 1 .25 (0.5) (3.65) (12) = 27.38 c.f.s. Vol = QT = 27.38 (25) (60) = 271 ,950 cu. ft. Therefore, based on 9.8 acres of the site being developed into lots, the required detention volume required per developed acre is: 271 ,950 cu. ft. = 27,750 cu. ft./ac. 9.8 ac. The permeability for the Valent Sand soil is estimated to be 6 in./hr. In a letter dated August 9, 1979, from Dennis A. Stranger of Hogan and Olhausen, it is stated that, "the Town of LaSalle will design and construct Industry Street. " Industry Street should be constructed at this time if the right-of-way is to be dedicated to the public. Further discussion on this matter is warranted. The same letter addresses the Frontage Road. It is within State Highway Department right-of-way, and therefore, whatever is done with the Frontage Road will have to be approved by the State. The State would also have to maintain this access. proposed road cross section for Plain View Avenue has not been supplied-as indicated in the above mentioned letter. In a memo attachment to the application the following statement appears, "Asphalt paving of this road (Plain View Avenue) may be done at the developers or individual lot owners future discretion." This will not be the case. The developer will be required to bond 100% of the required improvements. That bond will not be released until the improvements are complete and accepted by Weld County. A preliminary drainage report dated August 10, 1979, signed by Dennis R. Messner of Hogan and Olhausen has been reviewed. There are several items which I do not agree with or have not been clarified. Rather than enter into lengthy written comments, I will list the problem points: 1. Area of drainage affecting site. 2. Individual ponds for each lot. 3. Degree of permability. 4. Volume of required storage. Drainage on this site is a severe problem and deserves further consideration. I would hope to discuss the drainage further with the developer and his engineer. In accordance with Division 3, Section 13.301 (d) of the Uniform Fire Code the developer must install and make serviceable all access roads. It is my contention that improvements should be constructed in any dedicated right-or-way as opposed to leaving future construction to a governmental agency or improvement district: Weld County's experience in this regard has not been pleasant, therefore we considered the option of constructing Industry Street from the service road north to Plain View Avenue and not using a temporary access. In considering this option we realized Industry Street would intersect the service road at a very sharp angle. Also the intersection would be some 300 feet north of the existing highway crossing. Both of these aspects would not be desirable for a major artery. It seems more reasonable that Industry Street would come off the -highway at a right angle at the existing crossing and run through the property west of the H & S site. I would suggest the LaSalle Planning Commission consider extension of the service road to intersect Plain View Avenue and not dedicating one-half of Industry Street. That way all improvements could be constructed- to ac- ceptable standards at this time. The Geology and Soil Investigation Report is consistent with our soil infor- mation. The recommendations for construction of buildings and site preparation are very specific and should be adhered to. The site drainage plan calls for on-site disposal of storm waters by ponding and allowing the waters to percolate through the soil profile to the ground water. The soil Valent sand does have a rapid to very rapid permeability rate of 6 to 20 inches per hour, however, it does not have adequate soil fines (silts and clay particles) to provide proper filtration qualities. Contaminated surface water could leach through the soil profile relatively unchanged, causing the contamination of ground water. From my observation of the site , I do not believe the dike on the west side of the property is high enough to carry the 100 year storm waters away from the site. I feel the drainage area west of the site should be included in the computations as a contributing area, unless there is adequate survey information to prove the dike alone is adequate. It is now apparent that Plain View Court will become the only means of access to this property. We have no objection to this change, but we now expect the frontage road extension to be paved from the exist- ing end of asphalt to at least the area of access along the property line. As expressed in our letter of September 11 , 1979, we encourage the development of a street network to the west of U.S. Highway 85. The development of such a street system would provide an alternative to the concentration of traffic on the U.S. 85 frontage road. We would recommend that this street system connect to U.S. 85 at the existing median opening location shown on the enclosed map. The connection of a street at this location would probably require that the existing frontage road be moved further west from the main lanes so that vehicles on the frontage road and the connector street could better negotiate this intersection. This access point is also referenced on the enclosed portion of the Freeway Agreement between Weld County and the State Department of Highways. Although we would prefer that a street meet the highway at the existing opening, we would not object to the original proposal of extending Industry Street along the section line so that it intersects the frontage road. It is important that any new street intersection occur at a right angle so that turning movements will not be adversely affected. 2. A permit will be required for the extension of the frontage road. Only the connection to Plain View Court and the existing H and S Irrigation Company access will be allowed to enter onto this frontage road. In the event it is in the future determined that 10th Street should not be located in this location , the property is to revert to the then owners . The Planning Commission recommendation and the motion adopted by the Town Board recommends that we "check number 3" but unfortunately nothing in the material which was furnished to me has anything to so check . Since my memorandum of September 12, 1979, the site layout has been revised. There are two points of concern at this time. There is a narrow strip of right-of-way shown along Lot 1 to be dedicated to the County which is adjacent to State right-of-way. I do not see that as being necessary. The right-of-way for Plain View Court should intersect State right-of-way parallel to Plain View's centerline. If the State requires extra right-of-way for the outer road it sould be dedicated to the State. As I indicated in my previous memo this site has severe drainage problems. Detailed drainage design is not required for the Preliminary Plat. However, I do not feel the drainage retention area indicated in the northeast corner solves the problem. Should the present Preliminary Plan be accepted, it should by no means be construed the drainage problems have been resolved, or that further study will not be necessary at the Final Plat stage.
