The NUMBER ONE thing that we want you all to hear from us today is
that this proposed USR DOES NOT FIT IN THIS AREA IN ANY CAPACITY.
Quokka Investment is asking you to allow a commercial trucking
operation to take hold in the middle of not only a very agricultural
area but in the middle of $SOOK+ homes.
We are raising families here, growing crops, and taking care of
livestock. We bought our agricultural properties for these purposes not for a commercial one.
While we do understand that growth is necessary we believe that the
agricultural land and lifestyle should be preserved to maintain
residential well being in this specific area.

We are opposed to the USR (Case M USR I9-0001 ► for the following reasons

with lastly narrow bridges either way of the property access
*With a growing oil and gas industry, we all know the protections set forth in the
appheaidou will likely be exceeded and once a USR is in place. incremental
expansion will likely follow,
• Decreased value of my residential piopens and the surrounding residential
properties rear the applicant address
• Area,; with other t°rumerctal activity are better suited for such businesses, and
there isn't any Ottict ttrmmetl-sal properties in this particular arcs.

Property Values
D D All of the properties on CR 66 surrounding the proposed
site are single family homes, open agriculture acreages or
a combination of both.
D D Most if not all of the homes (with attached acreages)
have values of $500K+.
D D Adding a commercial trucking operation in the midst of
these beautiful homes will be devastating to future
property values.
D D People are attracted to our area for the nice peaceful
quiet country living. We enjoy mountain views, starry
nights, city lights, and beautiful wildlife. This commercial
operation would no longer allow for that attraction.
Planning Committees Concerns
D D Commissioner I lolland indicated his agreement with the fact
that this is inconsistent with the current landscape and
neighborhood.
D D Commissioner Stille cited section 23-2-220 indicating that he was
concerned with future development. We strongly agree with this
and are unsure of Mr. Mumm's full intentions. Mr. Mumm will not
live or be onsite to oversee day to day operations or
compliance. His brother in law has voiced a need to expand
the proposed USR operations if approved to sustain their
income. He indicated that this may mean additional businesses
such as a machine shop on the premises.
DO Commissioner Wailes is concerned with the narrow corridor and
with having residential properties tightly tucked in on both sides
of the proposed location. We would suggest that additional
traffic studies be completed.
Negative Impacts
DO Dust and road issues: CR 66 already has significant grading and dust
issues. This operation would significantly increase this issue. There will
be additional maintenance required to current resident vehicles due
to wash boarding. The excessive dust will negatively affect livestock
and children playing outside. During rain and moisture the road will
have ruts which could cause unsafe travel. There are currently
narrow bridges on either side of this property and a hill that can inhibit
a clear sight of view.
DO Traffic: CR 66 is a non -paved county road with fairly minimal traffic
other than the current residents. We are not talking about just adding
a few more vehicles here. If approved we are talking about 10
heavy semi trucks and trailers as well as an additional 5 pickup trucks
as well as office staff vehicles making a minimum of 2 trips up and
down every day; if not more!
DO Trash: We are in an open space where the wind blows often. All of

the neighboring homes take pride in the appearance of our
properties. We all make sure to clean up trash from our fence lines,
keeps weeds down and maintain a nice appearance. We are
worried about how a commercial trucking company would maintain
and care for their area. We have already noticed that they have
large amounts of trash collecting in their fence.

Quokka Investments Colorado LLC, despite its name is
based out of Texas, not here. It's not a local company and
has no vested interest in our small farming community.
It is our understanding that the owner of the company will
not reside on the property nor be responsible for the
maintenance of the property. This is obviously problematic.
DO We are concerned with who and which company or
companies will actually I be residing at this Investment
Property. For how lone? Who will be next? Which company
will be "sharinc" the lease with the land remediation
business?
D D Per the permit, the current investment range is 1 to 5 acres. If
this USR passes how easy are the next steps to expand and
use additional acreage or possibly the full 47 acres in the
future?
DO Once a USR is in place the acreage could be sold with ease
to a new company/investor in the commercial arena.
Safety
D D I liring practices (Background Checks, what is their
"standard")
D D We are raising families here and employees change
frequently, how can they ensure our safety in the ever
rotating employment?

Mitigation if passed
0 U Pursuant to Sec 23-2-240 Buffering or screening of the proposed use from adjacent
properties may be required in order to make the determination that the proposed use is
compatible with the surrounding uses. Buffering or screening may be accomplished through a
combination of berming, landscaping and fencing. We would like to include no chain link
fences be visible from the road and that trees at a minimum starting height of 6 feet be
planted around the visible perimeter
0 U Road grading would need to occur on a weekly basis. Road maintenance would need to
include dust mitigation. If the road degrades severely due to the increase in
commercial trucks than the road should be paved.
No potential for future expansion of the USR shall be permitted.
0 o Pursuant to Sec. 23-2-250 Sources of light, including light from high -temp processings such as
combustion or welding, shall be shielded so that light rays will not shine directly onto adjacent
properties where such would cause a nuisance or interfere with the use on the adjacent
properties; and neither direct or reflected light from any light source may create a traffic hazard
to operators of motor vehicles on public or private streets and no colored lights may be used
which may be confused with or construed as traffic control devices. We would like to also
include verbiage that there shall be no light towers or generators and that light and
noise pollution only be permitted during listed "hours of operation" (7AM-5PM - no
nights or weekends).
