Dear Mr. Billingss
I am enclosing a copy of the survey which Colorado Easter Seal Society is
using to survey public buildings before giving the International Symbol of
Access.
Under Federal Bill #480 passed by the 90th Congress in 1968, and Colorado
House Bill #1045 and State Senate Bill 4#47 in 1965, government financed
buildings must meet the minimum requirements for barrier free access to
the physically handicapped.
The Easter Seal Society is attempting to update it's survey of existing
buildings and those under construction, which will meet the minimum
requirements for the handicapped.
The International Symbol of Access is to identify buildings for the handi-
capped that there is an entrance and doorways maneuverable by someone in
a wheelchair; Restrooms that can accommodate wheelchairs; water fountains
and public telephones which are within reach of someone in a wheelchair;
parking spaces which provide room and safety for transfering someone in
a wheelchair; Braille symbols on doors, elevators, etc, for the blind;
and flashing light signals for the deaf in case of fire or other emergency.
The enclosed survey was recently used on the Weld County Public Health
Building which your offices now occupy. A summary of that survey was
sent to Dr. Yoder, with suggestions on changes that can be made so the
building will comply with the minimum requirements for the Symbol of
Access.
We hope that the new County Complex and the Mental Health Buildings now
under construction will be completed to comply with these requirements.

Dear Dr. Shwayder:
Enclosed is the survey which we completed concerning
the Weld County Services Complex which is currently
under construction.
While we do not comply with all the items listed on
the survey, there may be more with which we will comply
after construction of the complex is completed. We
do believe, however, that the building will be accessible
to all but the most severly handicapped.
With regard to the Health Building, it is my understanding
that Dr. Yoder is in the process of attempting to comply
with the requirements for the Symbol of Access. Also, in
the future, would you please send all correspondence
concerning Weld County buildings to the attention of the
Board of Commissioners.
The Mental Health building which you referred to in your
letter is not in any way connected with Weld County government.
If you have any questions or comments concerning this matter,
