MINOR AMENDMENT TO A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW
(USR) QUESTIONNAIRE
1. Explain, in detail, the proposed amendment to the property.
The proposed facility allows for the training, conditioning, and racing of horses on weekends on the 80 -
acre property.
The race track is a straight 600 -yard -long dirt track by 52 feet wide that is leveled and groomed with a
tractor. A fence and starting gate differentiate the track and horse areas to those areas available- to the
spectators. There will be no boarding any of the race horses on the property. Instead, the horses and
their grooms and riders would trailer onto the property for each race or workout. Thus, there are no
stalls or barns envisioned for the race facility or any commercial use.
There is one (1) entrance/exit 30 ft wide for 2 -way traffic on the south side of the property, one (1)
horse trailer /emergency entrance & exit located on the west side of the property 25ft wide. Sufficient
parking area for spectators, participants, parking area for horse trailers and portable restrooms.
The races are either a match style race wherein two (2) horses race against one another or a derby style
race wherein up to a total of four (4) horses compete against each other. These races will necessarily be
conducted during daytime hours. Weather permitting, races would be held regularly on weekends.
The facility allows certain numbers of spectators to watch the races. Typically, events will last between
one (1) and six (6) hours. While most races will garner crowds between 200 and 500, there are
envisioned instances during the year where up to two thousand people may attend.
No alcohol, weapons, or contraband will be allowed on the Property. At this time, no food or beverage
sales are envisioned by us. We hire licensed vendors to sell food. We plan to provide contracted private
security for all events held open to the public. (Minimum of 2 security guards for every 350 persons
attending the event, and at least 5 additional security guards for security within and among the
spectators) An ambulance will be on site during events as well as a veterinarian in case of emergencies.
We will provide enough trash containers throughout the property in order to prevent trash from getting
away and have a trash pickup crew that will be in charge of cleaning up trash while and after the event;
this will include the pick-up of trash along CR 37 and CR 96 where we expect our traffic to come from.
Anyone that will be on the track such as the rider and the helper sign off a liability waiver before they
step inside the track. The area that will be used as parking for the trucks with horse trailers will be
fenced off from the rest of the public.
Amend:
a) Set a minimum of 10 horses on site to require a vet- Vet being used must fly in to each event
not time or cost efficient when there are not enough horses on premises for him to look after.
b) Allow spectators to bring own alcohol on site- Loosing spectators because all alcohol is being
confiscated at entrance. This will also significantly decrease off premise littering.
c) Set a minimum of 350 persons to require an ambulance on site- All guards are first responder
trained.
2. Explain how this proposal is consistent with the intent of the Comprehensive Plan pursuant to
Chapter 22 of the Weld County Code.
These proposals will be consistent with the intent of the Weld County Code described in Chapter 22 of
the Comprehensive Plan. This Facility and/amendments will not interfere with the agricultural goals
depicted in Sec. 22-2- 10 since the property will be left with its natural landscape and vegetation as is
and impact to surrounding agricultural lands would be minimal. The adjacent properties are used for
agricultural purposes with no residences.
3. What type of uses surround the site. (explain how the proposed use is consistent and compatible
with surrounding land uses).
Agricultural farm land surrounds this property. The proposed use will not have an impact on
surrounding properties since the proposed amendments deal mostly with the staff hired.
4. Describe, in detail, the following:

security personnel, emergency personnel, parking attendants, food vendors and cleaning crew.

This memorandum provides traffic analyses related to the Imperial Horse Racing Facility
located in the northeast quadrant of the WCR96/WCR37 intersection in Weld County. The site
location is shown in Figure 1. The Imperial Horse Racing Facility Traffic Impact Study (TIS),
dated July 28, 2017, was submitted to and accepted by Weld County Public Works. The purpose of
this analysis is the document conformance with the attendance/traffic in the cited TIS.
As stated in the TIS, typical events are expected to draw 200-500 spectators (average 350).
Given the expected auto occupancy (3-4 persons per vehicle), this would result in 200 trip ends per
event related to spectators. Participants and event staff would result in 126 trip ends per event. The
total trip generation was estimated at 326 trip ends per event.
The Imperial Horse Racing Facility began operations in early 2018. There were 12 racing
events in 2018 (March 3 to September 16). Information, provided by the operator, indicated that the
average attendance at each event was 285 spectators. This is less than the estimated average
attendance shown in the cited TIS. The range of actual attendance was 182-584 spectators. The
attendance that was greater than 500 spectators occurred once in 2018. Generally, the attendance
was less than 300 spectators.
It is concluded that the average attendance at the Imperial Horse Racing Facility was less
than that shown in the TIS. Therefore, event attendance and traffic at this site were in conformance
with the TIS. Do not hesitate to contact me if there are questions or if additional information is
