HomeMy WebLinkAbout20191237.tiffRESOLUTION RE: APPROVE ADDITION TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual, and WHEREAS, after review, the Board deems it advisable to approve said addition, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual be, and hereby is, approved. Griego, Director, Human Services RE: Alternative Transportation Services Agreement and Policy Addition to the Department's Policies And Guidelines Manual Please review and indicate if you would like a work session prior to placing this item on the Board's agenda. Request Board Approval of the Department's Alternative Transportation Services Agreement and Policy Addition to the Department's Policies and Guidelines Manual. The Alternative Transportation Services Agreement is with HopSkipDrive, Inc. Child Welfare will utilize this agreement for Weld County Foster families to assist with transportation of youth to and from school and visitations. A policy has been created (attached) to outline the strict criteria for use of the service, which is contingent upon fund availability. The following are specifics for both, the agreement and the policy: CMS ID Term Amount Funding Source/Services # 2508 03/01/2019 Maximum: $60,000.00 • Every Student Succeeds Act (ESSA) / 02/29/2020 Primary Funding Source • Child Welfare Block / Secondary Funding Source • 2.3.250.3 Alternative Transportation Policy (NEW) This policy was drafted to outline the criteria for use of the transportation services agreement. The policy defines two (2) types of transportation identified in the agreement, school and visitation. It further communicates the approval, billing, and payment processes. Introduction Alternative transportation services will be utilized for foster youth of Weld County families. The service is specifically for youth, ages 6 and up. The use of this service is contingent upon fund availability. B. Categories f Authorized Transportation 1. School 2. Visitation Ca Definitions 1. School Transportation a) Transportation of youth to and from their school of origin and/or new school. To use this option, the transportation request MUST have gone through the "best -interest determination (BID) meeting", which resulted in school districts being unable to provide transportation. All requests must be approved by the Child Welfare Division Head or Division Head Deputy. The payment authorization for school transportation (Exhibit A) will be given to the Child Welfare Division Head or Deputy and then forwarded to the Associate Fiscal Manager. 2. Visitation a) Due to the high need for reliable visitation transportation, this service will be utilized to fill this need. All other modes of transportation MUST be attempted first, prior to use of this service for this option. This service is a last resort and will be reviewed as such. All requests must be approved by the Child Welfare Division Head or Division Head Deputy. The payment authorization will be given to the Child Welfare Division Head or Deputy and then forwarded to the Associate Fiscal Manager. D® Billing and Payment 1. Payment for services will be completed by a monthly invoice. All approved requests will be kept and reconciled to confirm receipt of services. Every Student Succeeds Act (',SSA) funds will be used for all school transportation, and the Child Welfare Block funds will be used for visitation transportation. A program compliance review will be performed on a 3 -month cycle by Fiscal and Child Welfare.
