RE: APPROVE CHAIR'S SIGNATURE ON RESOLUTION OF THE WELD COUNTY TASK
FORCE CONTROL BOARD AUTHORIZING TRANSFER OF EQUITABLE SHARING
FUNDS TO THE GREELEY POLICE DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Resolution of the Weld County Task
Force Control Board Authorizing the Transfer of Equitable Sharing Funds (Resolution
05/15/2018-01), in the amount of $11,179.00 to the Greeley Police Department for repairs made
to Drug Task Force equipment, a copy of which is attached hereto, and
WHEREAS, by and through Section IV.B. of the Intergovernmental Agreement
Establishing the Weld County Task Force, approved by the Board by Resolution No. 99-2902,
dated December 8, 1999 ("the IGA"), the Weld County Asset/Seizure Forfeiture Oversight
Committee ("the Forfeiture Oversight Committee") was established for the purpose of considering
asset forfeiture funds or property accumulated by the Weld County Task Force, pursuant to
Section IV.C. of the IGA, and
WHEREAS, pursuant to Section IV.B. of the IGA, the Board Chair is a member of the
Forfeiture Oversight Committee, and
WHEREAS, after review, the Board deems it advisable to approve of the Chair's signature
on said resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board approves of the Chair's signature on the Resolution of the Weld
County Task Force Control Board Authorizing the Transfer of Equitable Sharing Funds
05/15/2018-01), in the amount of $11,179.00 to the Greeley Police Department for repairs made
to Drug Task Force equipment, a copy of which is attached hereto.

Brief description of the problem/issue:
The Greeley Police Department requested an equitable'shares disbursement of $11,179.00 from the
Weld County Drug Task Force Control Board. The funds will be used to reimburse the Drug Task
Force for the repairs that were made to Drug Task Force equipment. The Control Board approved the
resolution.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
The Board can deny the request or approve the request. There is no consequence for approving the
request.

WELD COUNTY TASK FORCE CONTROL BOARD
Resolution 05/15/2018-01
A RESOLUTION AUTHORIZING THE TRANSFER OF EQUITABLE SHARING FUNDS IN
THE AMOUNT OF $11,179 TO THE GREELEY POLICE DEPARTMENT, TO
REIMBURSE THE FOR THE WELD COUNTY DRUG TASK FORCE FOR THE
FOLLOWING SERVICES:
In November 2018, the bucket truck belonging to the WCDTF suffered a system wide failure
while it was being used by the task force to install a covert camera. The truck was towed to
Wickham Tractor, an authorized International Truck repair shop. It was found that a short fried
two main system boards in the truck. Repairs were paid for through the buy fund. Task Force
respectfully requests reimbursement of those funds.
WHEREAS, the Weld County Task Force Control Board is established to oversee the
operations of the Weld County Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to purchase or lease
equipment, machinery, and property to achieve the purposes of the Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to enter into
contracts; and
WHEREAS, all assets forfeitures or property accumulated by the Weld County Task Force
remains under the authority of the WCTF Control Board for disbursement in accordance with grant
provisions and state statutes; and
WHEREAS, in the best interest of the citizens of Weld County and the City of Greeley, the
WCTF Control Board at the regularly scheduled meeting of December 18, 2018 authorized the
transfer of equitable sharing funds for the amount of 11,179; and
WHEREAS, such funds may not be used to supplant existing budgeted funds in the receiving
agency's current fiscal year budget as per the Equitable Sharing Agreement, the receiving entity
must use the additional funding for law enforcement expenditures;
Now, therefore, be it resolved that the Weld County Task Force Control Board approves and
recommends to the Weld County Drug Task Force Asset/Seizure Forfeiture Oversight Committee
the transfer of $11,179 to the Greeley Police Department:

10 Complaint: Died while! driving. Will turn over but won't fire up. Yellow
engine light is on.
Approval: 103018 per Steve, complete repairs .& install ECM,"CJT
Correction: Aired up brakes and pushed truck into shop. Serviced engine,
lubed chassis, and checked all fluid levels.
Checked for low power to IDM. Removed the IDM module. Installed new IDM
module_ Checked Tor short to ground in IDM and ECM. Installed 1DM module
and a code came up on IDM/ECM communication. Checked for power to IDM.
Checked for ground to .IDM. Repaired a ground wire from. ECM to IDM.
[Mechanic working on this unit was on vacation so assigned other lead
tech, Cliff, to this ob. His notes are as follows.j"Assessed work done
and results achieved;decided to start over from beginning Removed overla..
wire installed by Jesse and re -connected original wiring. Re -connected all
connectors to ECM & IDM. Connected computer and read active codes. Found
same code for ECM/IDM communication. Removed computer and installed DVOM.
Took readings with KOEO All were correct except #51 -Comm 1939 Followed
the comm.wire through each related connector. Identified and corrected
problems in connector 4103. All measurements were correct. Engine light
went out; engine started and ran. Cleared all codes ".and "re -started engine.
All ood Assembled fuse box and mount, moved all wiring Into.proper
positions and tied. Checked for any issues after each procedure After.. all
wiring placement was com leted, connected fuel line to fuel filter,
installed support bracket for dipstick tubes, positioned air discharge
line from air compressorand connected, installed oil dipstick tube with
new seal and attached to suport bracket alongwith transmission tube.
Attached left front cab mounting bracket to cab, _ lowered cab and installed.
bolt into nto lower bracket and tightened. Installed steering tube onto
steering gear and mounted. with new lock nut. Mounted left front fender,
engine cover, shift quad, cup tray and trim, and:bench type passenger
seat. Started engine, let warm up and build air. Checked gauges. Checked
for codes Took for test drive with computer to monitor ail engine
functions. Ran diagnostic test KOER. Passed all Need to change engine PTO.
type and set speed.' Have customer and tech check for safety functions for
boom. HVAC has wiring missing for AC pressure switch. Air outlet door
function not. working IE air only flows fromducts in dashNo defrost or
floor,,, Need exit health report before truck leaves.
