BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 9, 2019
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 9, 2019, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Barbara Kirkmeyer, Chair
Commissioner Mike Freeman, Pro -Tern
Commissioner Sean P. Conway
Commissioner Scott K. James
Commissioner Steve Moreno

MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners
meeting of January 7, 2019, as printed. Commissioner Freeman seconded the motion, and it carried
unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.

PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF INFORMATION TECHNOLOGY —
JULIE JORDAN: Chair Kirkmeyer read the certificate for the record expressing the Board's appreciation
for Ms. Jordan's dedication to improving the systems and services provided to the citizens of Weld
County. Ryan Rose, Director of the Department of Information Technology, presented Ms. Jordan with a
certificate thanking her for her outstanding service to Weld County and stated her position will be hard to
fill. Each Commissioner, in turn, thanked Ms. Jordan for her years of service to the County and its citizens
and stated she will be greatly missed. Ms. Jordan thanked the Commissioners for giving her the
opportunity to have a rewarding career and work with such a great group of people. (Clerk's Note: The
Board paused the meeting for a photo opportunity.)

BIDS:
El 1) APPROVE BID #B1800137, CHILD WELFARE SOUTH - QUALIFIED HOME STUDY
PROVIDERS - DEPARTMENT OF HUMAN SERVICES (CONT'D FROM 1/2/2019): Rob Turf,
Department of Purchasing, presented the sole bid received from Transitions Psychology Group and staff
stated the bidder is qualified and meets the requirements for Qualified Home Study Providers. In
response to Commissioner Conway, Lennie Botorff, Department of Human Services, explained not many
providers have the specialized training. Commissioner Moreno moved to approve said sole bid. The
motion was seconded by Commissioner Freeman, and it carried unanimously.
G. 2) PRESENT BID #61900001, PATROL FULL-SIZED 4X4 SUVS - PURSUIT RATED (QTY. 5) -
SHERIFF'S OFFICE: Mr. Turf reviewed the three (3) bids received and stated staff will bring back a
recommendation on January 23, 2019.
IR 3) PRESENT BID #B1900002, SUVS 4 -DOOR 4X4 OR AWD (QTY. 5) - SHERIFF'S OFFICE,
DEPARTMENT OF BUILDINGS AND GROUNDS, AND DEPARTMENT OF PLANNING SERVICES:
Mr. Turf reviewed the seven (7) bids received and stated staff will bring back a recommendation on
January 23, 2019.
• 4) PRESENT BID #B1900003, FULL-SIZED SUV, 7 PASSENGER (QTY. 1) - SHERIFF'S OFFICE:
Mr. Turf reviewed the four (4) bids received and stated staff will bring back a recommendation on

WORKS (QTY. 3) AND SHERIFF'S OFFICE (QTY. 1): Mr. Turf reviewed the four (4) bids received and
stated staff will bring back a recommendation on January 23, 2019.

OFFICE: Mr. Turf reviewed the four (4) bids received and stated staff will bring back a recommendation

DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf reviewed the five (5) bids received and stated
staff will bring back a recommendation on January 23, 2019.

23) PRESENT BID #B1900032, MOTORGRADERS (QTY. 6) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf reviewed the two (2) bids received and stated staff will bring back a recommendation
on January 23, 2019.
24) PRESENT BID #B1900031, COOLING TOWER REPLACEMENT - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf reviewed the four (4) bids received and stated staff will bring back
a recommendation on January 23, 2019.
NEW BUSINESS:
1) CONSIDER REVISIONS TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF
HUMAN SERVICES POLICIES AND GUIDELINES MANUAL: Mr. Botorff presented the revision to
Section 2.000 which will remove a provision that is no longer used by the Department of Human Services.
Commissioner Freeman moved to approve said revisions. Seconded by Commissioner Moreno, the
motion carried unanimously.
2) CONSIDER CONTRACT ID #2333 2019 ANNUAL PROGRAM PLAN FOR CHILD SUPPORT
SERVICES AND AUTHORIZE DIRECTOR OF HUMAN SERVICES TO SIGN: Mr. Botorff presented the
annual plan for Child Support Services. Commissioner Moreno moved to approve said annual plan and
authorize the Director of Human Services to sign. The motion was seconded by Commissioner Freeman,
and it carried unanimously.
ti 3) CONSIDER CONTRACT ID #2235 RENTAL AGREEMENT FOR USE OF ISLAND GROVE
EXHIBITION HALL AND AUTHORIZE CHAIR TO SIGN — CITY OF GREELEY: Mr. Botorff reviewed the
detail of the rental agreement to allow the Department of Human Services to use the Island Grove
Exhibition Hall for staff meetings. Commissioner Conway moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously.
ID 4) CONSIDER FINDINGS AND RESOLUTION CONCERNING APPLICATION FOR A TRANSFER
OF OWNERSHIP FROM CROW VALLEY LIQUORS, LLC, DBA CROW VALLEY LIQUORS, TO LD
CROW VALLEY LIQUORS, LLC, DBA CROW VALLEY LIQUORS, FOR A RETAIL LIQUOR STORE
(COUNTY) LICENSE, AND AUTHORIZE CHAIR TO SIGN: Bob Choate, Assistant County Attorney,
presented the application to transfer ownership from Chris Schultz to Danielle Dempsey and Thomas
Lewis, new applicants. He stated the State determined there were substantial change to the premises,
therefore, the County was required to do an inspection of the premises and there are no concerns with
the background of the applicants. Commissioner Freeman reported everything was in order during the
inspection and he has no concerns with the liquor store. Chloe Rempel, Deputy Clerk to the Board, stated
there are no concerns. No public input was offered concerning this matter. Danielle Dempsey, applicant,
thanked the Board for their consideration ofr her application. In response to Commissioner James, Ms.
Dempsey stated she is not aware of any inquired to any known on -going investigations with regards to
the premise. Commissioner Moreno moved to approve said Resolution and application and authorize the
Chair to sign. The motion, which was seconded by Commissioner James, carried unanimously.
IR 5) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR
TO SIGN - STEFANIE CASDORPH: Commissioner Conway moved to approve said appointment and
authorize the Chair to sign. Seconded by Commissioner Freeman, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
