RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR HEAD START AND EARLY
HEAD START PROGRAMS AND DELEGATE AUTHORITY TO DIRECTOR OF THE
DEPARTMENT OF HUMAN SERVICES TO SIGN - COLORADO EARLY EDUCATION
NETWORK (CEEN)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for
Head Start and Early Head Start Programs, between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, and Colorado Early Education Network (CEEN), commencing April 1, 2019,
with further terms and conditions being as stated in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Memorandum of Understanding for Head Start and Early Head Start
Programs, between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and Colorado
Early Education Network (CEEN), be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the authority to sign said memorandum
of understanding, be, and hereby is, delegated to the Director of the Department of Human
Services, as the Agent for the Weld County Board of Commissioners, Weld County, Colorado.

Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Memorandum of Understanding(MOU)with
Colorado Early Education Network(CEEN)Head Start and Early Head Start. The purpose of this
non-financial MOU is to facilitate an effective and collaborative system for recruitment of families with
children ages six weeks old to five years old who are currently eligible or potentially eligible for the
CCAP, TANF and/or Kinship programs, and could potentially be enrolled into CEEN Head Start or Early
Head Start classrooms,which provide appropriate infant and toddler services at no cost to eligible
families. This MOU is effective upon execution and will be re-evaluated annually to see if the need

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding (MOU) is between Colorado Early Education Network (CEEN) Head Start and Early
Head Start; located at 710 11th Ave, Greeley, CO 80631, and the Weld County Department of Human Services (Weld
DHS) Colorado Child Care Assistance Program, TANF and Kinship Program; located at 315 North 11th Avenue, Greeley, CO
80631.
The purpose of this MOU is to facilitate an effective and collaborative system to recruit families with children ages 6
weeks old to 5 years old that are currently eligible or potentially eligible for the CCAP, TANF and/or Kinship Programs and
potentially enroll these eligible children into CEEN Head Start or Early Head Start classrooms. CEEN Head Start provides
comprehensive part-time preschool services and CEEN Early Head Start provides full-time comprehensive developmentally
appropriate infant and toddler services at no cost to eligible families.
CEEN Head Start and Early Head Start Responsibilities:
1. CEEN Head Start and Early Head Start will recruit, enroll and serve, to the extent possible and feasible based on
enrollment opportunities eligible Head Start and Early Head Start children ages 6 weeks to 5 years old in any of
our Head Start and Early Head Start Centers located in Greeley, Evans, LaSalle and Milliken.
2. Any child that is currently receiving services or potentially eligible for services through CCAP, TANF and/or Kinship
will be considered categorically eligible for CEEN Head Start and Early Head Start services and will be given
priority in the enrollment process.
3. Permit CEEN Parents to submit a signed Consent to Release Information so that CEEN Staff may support families
both by inquiring about documents still needed to complete a CCCAP or TANF application; and CEEN Staff may
submit documents via fax or in person on behalf of the families. This will support the timely completion of
applications for families as well as provide Weld DHS Staff with needed information.
4. CEEN Head Start and Early Head Start will refer families to the Department of Human Services to apply for CCAP,
TANF and/or Kinship that may be in need of assistance.
5. CEEN Staff will communicate weekly with the Weld DHS CCAP, TANF, and Kinship programs in order to provide
more child enrollment applications and/or informational fliers to Weld DHS Staff.
6. Ensure available opportunities for DHS CCCAP, TANF or Kinship Care program Staff to speak at Parent Meetings if
requested.
Weld DHS CCCAP,TANF and Kinship Care programs'Responsibilities:
1. As an option refer children ages 6 weeks to 5 years old to CEEN Head Start and Early Head Start by providing
the family with a child enrollment application, CEEN information flier and/or the business card of CEEN HS/EHS
enrollment personnel.
2. Speak at a CEEN HS/EHS parent meeting about the Weld DHS CCAP, TANF and Kinship programs if possible.
3. Provide a letter or form to CEEN HS/EHS verifying family is receiving services through one or more of the
programs upon request.
4. If CEEN is given a notice an opening could be held for two weeks for a child who has qualified or will qualify for
services through DHS.
This MOU will remain in effect from April 1, 2019 until such time as CEEN is no longer the Head Start and Early Head
Start Grantee for Weld County or until formal notice by either party to dissolve the agreement. Both parties agree to
ensure compliance with the terms of this agreement. Both parties agree to provide a minimum of thirty (30) days notice
to the other party before amending or dissolving this agreement.
