WHEREAS, The Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a representative of the Weld County Department of Engineering Services has reviewed with the Board of County Com- missioners , the request of George Downing who was present at the regularly scheduled meeting of the Board of County Commissioners on June 5, 1978 , and WHEREAS, in the June 5, 1978 Board meeting, Mr. Downing requested that the streets and alleys in the Town of Carr, Colo- rado, be opened, and WHEREAS, after consideration of said request, the Board of County Commissioners referred the matter to the Department of Engineering Services for recommendations , and WHEREAS , the Department of Engineering Services of Weld County, Colorado has recommended to the Board of County Com- missioners that the request to open the streets and alleys in the Town of Carr, County of Weld, State of Colorado, be denied. NOW, THERFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the request to open the streets and alleys in the Town of Carr, County of Weld, State of Colorado, be, and hereby is , denied. Olson subject: Petition to Open Streets and Alleys in Carr The Weld County Engineer and I have both made an on site inspection of the streets and alleys in Carr and our recommend- ation is to deny the petition requesting the opening of the streets and alleys in Carr for the following reasons : 1 . The little town of Carr appears to be functioning under present condition . 2 . At this point and time the need to grade , blade , drain , etc . , all alleys and streets in Carr can not be justified . 3 . It is our opinion the fenced areas are better off being pastured than to have said streets and alleys growing to weeds . 4 . It appears all residences can be reached by emergency vehicles on their existing streets . 5 . Rocks existing in the streets can be corrected by normal maintenance . 6 . When and if the unused streets and alleys are needed , they should then be opened to suit the demand . If more information is needed , please contact this department and we will try and get it . // Gilman E .
