We are in receipt of your letter of January 9 , 1976,
relating to your position on changing the boundary lines
of the Northern Colorado Water Conservancy District. It
is with regret that we accept your decision. However,
your situation is understood.
It is the desire of the Board of County Commissioners
to cooperate as much as possible with all organizations in
Weld County to provide needed services to the residents
thereof. In the future , therefore , we may again present
to you a request for your consideration.
Your attention to the boundary line situation is ap-
preciated. We trust that the same diligent review will be
made on future requests .

Dear Mr. Billings :
The Board of Directors of Northern Colorado Water Conservancy District
has carefully considered the resolution and statement you presented to it
on November 7, 1975, regarding a change in the District's southern bouncer ,
in Weld County. We have also asked for and received comments on the natte'
from other entities within the District who might be affected by any c:heng
in District inclusion policies and by the creation of the proposed Denver
Metropolitan Water District.
The Board has long been aware of, and sympathetic with, the domesti(
water supply problems of the communities in southern Weld County to which
you referred. Your concern over jurisdictional authority on water matters
in Weld County and your strong desire to protect the agricultural economy
of the area is shared by this Board.
However, the primary responsibility and duty of the District. Board is
to the water allottees and taxpayers within the present boundaries who
have supported the District through their water assessments and taxes
since the District was created in 1937. Any major expansion of District
service areas could not help but increase the demand for District water
supplies and would tend to dilute the benefits of those supplies to the
existing service area.

Therefore, at its regular meeting this date, the Board of iirectors
passed by unanimous vote a motion to retain, without change, its policy
resolution of December 14, 1973, regarding the inclusion of additional
lands within the District. The Board feels strongly that any change in
that policy at this time would create too many serious problems for the
District and its water user entities who would be affected thereby.
We regret that Ne could not give an affirmative answer to your
request. However, we pledge our continued cooperation with the Weld
County Commissioners on all matters of mutual concern.
