CHANGE OF ZONEREZONING QUESTIONNAIRE :
1 . How is the proposed rezoning consistent with the policies of the Weld County Code, Chapter 22? If the proposed
rezoning is not consistent with the Comprehensive Plan, explain how the proposed rezoning will correct what the
applicant perceives as faulty zoning, or how the proposed rezoning will fit with what the applicant perceives as the
changing conditions in the area.
2. How will the uses allowed by the proposed rezoning be compatible with the surrounding land uses? Include a
description of existing land uses for all properties adjacent to the subject property,
3. Will the property use a septic system or public sewer facilities?
4. Who will provide adequate water, including fire protection, to the property?
5. Does the property have soils with moderate or severe limitations for construction? If yes , the applicant shall submit
information which demonstrates that the limitations can be overcome.
6. Is the road and/or highway facility providing access to the property(ies) adequate to meet the requirements of the
proposed zone district? If not, the applicant shall supply information demonstrating the willingness and financial
capability to upgrade the road and highway facilities.
7. Is the change of zone area located in a Flood Hazard Overlay District?

Introduction
The subject property includes 7. 03 acres located in the Southwest Quarter of the Southwest
Quarter Section 24, Township 3 North, Range 65 West of the 6th Principle Meridian, Weld County,
Colorado, with the assigned address 23005 County Road 30, Hudson, Co 80642 . The owner of the
property is seeking to zone this parcel for industrial, 1- 3 uses.
Currently, High Country Sales (I-ICS) operates business under the existing USR - MUSR16- 0009 .
HCS operates as a support business to the oil & gas industry by buying, selling, storing and
refurbishing oil & gas production equipment. The owner intends to scale back this business and to
use less of the property. By zoning the property to industrial uses, new users/businesses could
take advantage of this location.
This property is located within 1 mile of Weld County Parkway. It is apparent that the major
industry along this corridor is the energy production sector. This zoning would help keep the
supporting businesses in this location.
Change of Zone Questionnaire
1 ) The proposed change of zone is consistent with the policies of the Weld County Code, Chapter 22 .
Some of the goals and policies considered are :
a) LGoal 1 . Promote the location of industrial uses within municipalities, County Urban
Growth Boundary areas, intergovernmental Agreement urban growth areas, growth
management areas as defined in municipalities' comprehensive plans , the Regional
Urbanization Areas, Urban Development Nodes , along railroad infrastructure or where
adequate services are currently available or reasonably obtainable.
4) I . Policy 1 . 1 . Ensure that adequate industrial levels of services and facilities are currently
available or reasonably obtainable to serve the industrial development or district.
l . Policy 1 . 2 . Encourage new industrial development within existing industrial areas .
Hi) i . Policy 1 . 3 . Encourage industrial development by improving major transportation corridors .
b) ( . Coal 3. Consider how transportation infrastructure is affected by the impacts of new or
expanding industrial developments,
i) [ Policy 3 .2 The land use applicant should demonstrate that the roadway facilities associated
with the proposed industrial development are adequate in width , classification and structural
capacity to serve the development proposal .
c) I Goal 4. All new industrial development should pay its own way,
i) I . Policy 4 . 1 . New development should pay for the additional costs associated with those
services directly impacted by the new industrial development.
Id) i.Goal 5 . New industrial uses or expansion of existing industrial uses should meet existing
federal , state and local policies and legislation .

effect the industry would have on air and water quality, natural drainage ways, soil properties
and natural patterns and suitability of the land .
ii) l . Policy 5 .2 . Development improvements should minimize permanent visual scarring from
grading , road cuts and other site disturbances . Require stabilization and landscaping of final
land forms, and that runoff be controlled at historic levels.
e) I . Goal 6. Minimize the incompatibilities that occur between industrial uses and
surrounding properties.
i) l . Policy 6 . 1 . Consider the compatibility with surrounding land uses and natural site features .
ii) I . Policy 6 . 2 . Support the use of visual and sound barrier landscaping to screen open storage
areas from residential uses or public roads .
iii) 1 . Policy 6 .4 . Ensure that industrial properties are free of derelict vehicles , refuse , litter and
other unsightly materials .
2) The site and industrial uses will continue to be compatible with the surrounding uses . The immediate
land uses are vacant dry land on the west, north and east sides . On the south side is U R - 1420 ,
which is a single-family dwelling , with several buildings — barns , sheds , etc . Notably , within a mile ,
there are at least eleven ( 11 ) industrial and/or oil & gas facilities.
3 ) The uses on the property will continue to be served by on-site septic systems .
4) Water will be provided by an existing commercial well . Fire protection is provided by the Lasalle Fire
Protection District.
5) The soils are suitable for this type of development. The property consists of Vona loamy sands.
6) The site will continue to utilize an access on CR 30. CR 30 is a paved two-lane road with nearby
access to CR 49 . The site may utilize a new access to CR 47, which would likely require
improvements to the roadway . Any improvements will be in the future and determined by the
needs/uses yet to be determined .
7) The property is not located in a Flood Hazard Overlay District.
8) The property is not located in a Geological Hazard Overlay District .
9) The property is not located in an AP (Airport) Overlay District.

The site is not in compliance with the drainage plan from USRII - 0009 and 1 MUSR1 G-11 -0009. Provide documentation showing how the site will come
into compliance with the drainage plan prior to the rezone.
