Colorado January 8, 2019 Planning Questions 1, Explain, in detail, the proposed use of the property. The proposed use of the property is for a self -storage facility. The storage will house RVs, boats, trailers, cars, ATVs and general indoor residential storage. The facility will include one 2 - story building and 15 additional one-story buildings with a total of 786 units. The building will have a stucco. brick/stacked rock facade. The existing single-family dwelling, located in the western portion of the property adjacent to Weld County Road 1. will continue as a separate rental use not associated with the self -storage facility. The northern existing access to the property will continue to serve the house only, and the southern existing access will be improved for the self -storage facility as shown on the site plan. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposed property improvement is consistent with Weld County's agricultural and economic goals identified in the Comprehensive Plan and will provide a service that is valuable to the surrounding area Specifically regarding the agricultural element of the Comprehensive Plan. Section 22-2-10.B. states "The intent of the agricultural goals is to support all forms of the agricultural industry and, at the same time, to protect the rights of the private property owners to convert their agricultural lands to other appropriate land uses .." In addition, C. Policy 1.1. states "Ensure that adequate levels of services and facilities are currently available or reasonably obtainable", A. Goal 7. states 'County land use regulations should protect the individual property owner's right to request a land use change'. and A. Policy 7.2. states `Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region The location of the site is in close proximity to Hwy 66 and has frontage to WCR 1. This location will allow customers convenient and safe access to the facility while minimizing additional traffic on WCR 1 between Longmont and Berthoud. A recently completed traffic study (see attached) indicates the existing roadway system can adequately serve the proposed use In addition. the proposal is in accordance with the economic development goals and policies of Section 22-6-20. Specifically, the County's goal to encourage new businesses that will provide employment opportunities in the County, recognizing that small businesses and individuals provide the highest level of economic output in the County The proposal furthers 1 the County's policies for economic growth that allows the free market to prosper and grow the local economy while protecting the public health. safety and welfare of County residents 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposal is consistent with the purpose and intent of Chapter 23 of the Weld County Code. Specifically the proposed use will contribute to the tax base of the County, will foster the County's business and economic base, and will conserve the property value. The use will provide a much -needed storage service to surrounding County residents. The proposed structures will be constructed in accordance with the bulk requirements of the County Zoning requirements. Design elements of the proposed improvements will protect the public health, safety and welfare of County residents. 4. Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding land use consists of urban residential, oil & gas and agricultural. A variety of home businesses exist in the neighborhood including a wood -cutting business and a granite counter business. The proposed self -storage facility will complement the diverse surroundings and it is consistent with the Comprehensive Plan of allowing commercial businesses to exist within certain agricultural areas In addition, a recently completed market study indicates the need for residential storage facilities in this area. 5. What are the hours and days of operation? The hours of operation will be from 6:00am to 6:00pm 7 days a week. 6. List the number of full time and/or part time employees proposed to work at this site. 2 full time employees and 1 part time employee 7. If shift work is proposed include the number of employees per shift. Does not apply 8. List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. Approximately 8 customers per hour are anticipated as reflected in the traffic study 9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. 2 Does not apply 10. Describe the type of lot surface and the square footage of each type. (e.g. asphalt, gravel, landscaping, dirt, grass, buildings). The lot surface of the site consists of 378,936 square feet and includes 10,890 square feet of area fenced off for the existing single family home. 127.080 square feet of storage buildings. 15,000 square feet for the retention pond and 225,000 square feet of asphalt driveway. 11. How many parking spaces are proposed? How many handicapped (ADA, parking spaces are proposed? As shown on the attached site plan, 7 total parking spaces are proposed including 1 ADA space. 12.Explain the existing and proposed landscaping for the site. The existing landscape is natural growth. The existing landscaping around the dwelling will remain and continue to be maintained The proposed landscaping around the storage facility is indicated on the landscape plan and includes a row of eight evergreen trees north of the retention pond to screen the 2 -story storage building from the adjacent neighboring dwelling to the north and deciduous trees along the perimeter fencing for aesthetics and screening purposes. The disturbed areas not covered with asphalt or concrete will be seeded in native grasses as shown on the plan. 13. Describe the type of fence proposed for the site (e.g. 6 foot chain link with earth tone slats) A 6 ft. wrought iron fence is proposed around the perimeter of the storage facility as shown on the landscape plan. 14. Describe the proposed screening for all parking and outdoor storage areas. If the site is located in a floodplain outdoor storage is restricted. The small parking area is located east of the existing ranch dwelling and will be screened by the house and existing mature landscaping. In addition, the north and south sides of the parking area are landscaped with bushes as shown on the landscape plan. No outdoor storage is proposed 15. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. No reclamation procedures will be needed. Termination of (USR) is not expected to occur 3 16. Who will provide fire protection to the site? Mountain View Fire District, and the storage buildings will be sprinklered per fire district requirements. 17. List all proposed on -site and off -site improvements associated with the use (e.q. landscaping, fencing, buildings, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. A. Storage buildings — 1St floor of 2 -story building half of garages & 3 to 5 storage units — 6 to 8 months. B. Storage buildings — 2" floor of 2 -story building. remaining garages & storage units — as market demands. C. Asphalt or concrete drives & curb: 6 to 8 months. D. Retention pond- 6 to 8 months_ E. Entry gates 6 to 8 months. F. Wrought iron fencing' 6 to 8 months. G. Signage: 6 to 8 months. H. Landscaping 6 to 8 months. Engineering Questions 1. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = 1 trip in and 1 trip out of site) Do to the nature of business, it is difficult to determine each vehicle type. The totals are reflected in the Traffic Impact Study on page 11 as such; On a representative day, this development will generate 16 morning highway peak hour trips. 17 afternoon highway peak hour trips and 210 daily trips. These trips are considered minor. 2. Describe the expected travel routes for site traffic. In this case, virtually all traffic will use County Line Road. Directional site traffic was estimated given the availability and location of major arterial streets serving this area. 3. Describe the travel distribution along the routes [e.q. 50% of traffic will come from the north, 20% from the south, 30% from the east, etc.) Site traffic distribution is 85% will come from the south, 15% from the north. As indicated in the Traffic Impact Study. peak hour site traffic will be minor (8-9 directional vehicles per hour) and therefore, is not expected to result in any noticeable adverse impacts at the existing nearby intersections. 4. Describe the time of day that you expect the highest traffic volumes from above. Morning peak hours 7:00 - 9:00 AM., and the afternoon peak hours 4:00 - 6.00 P.M 5. Describe where the access to the site is planned. The existing access located on the east side of County Line on the south side of the existing residential structure will be improved and continue to be used as the access to the storage facility. 6. Drainage Design; The site requires a storm water detention pond and all the supporting documentation has been submitted. Environmental Health Question 1. What is the drinking water source on the property? Tap water is provided by the Longs Peak Water District as indicated in the attached March 23, 2018 letter from General Manager, Gary Allen. 2. What type of sewage disposal system is on the property? A new septic system that will serve both the existing residential structure and the self -storage facility is proposed. 3. If storage or warehousing is proposed, what type of items will be stored? The storage facility will be utilized for RV's, boats. ATV's and residential indoor storage. 4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum will occur on this site. Storage of the above stated will be onsite and indoor storage which includes garage size units. 5. If there will be fuel storage on site indicate the gallons and the secondary containment State the number of tanks and gallons per tank. No bulk fuel storage will be allowed on property. 6. If there will be washing of vehicles or equipment on site indicate how the wash water will be contained. No vehicle wash will occur 7. If there will be floor drains indicate how the fluids will be contained. No floor drains will be used. 8. Indicate if there will be any air emissions. (e.g. painting, oil storage, etc.) 5 No air emissions will occur. 9. Provide a design and operations plan if applicable. (e. q. composting, landfills, etc.) Not applicable 10. Provide a nuisance management plan if applicable. (e. q. dairies, feedlots, etc.) There will not be a need for a nuisance plan. Building Questions 1. List type, size (square footage), and number of existing and proposed structures. Show and label all existing and proposed structures on the USR drawing. Label the use of the building and the square footage. The existing one-story dwelling is approximately 2,412 square feet (including attached garage and porch). The existing utility shed of 956 square feet will be removed prior to construction of the storage facility. The proposed total square footage of storage structures is approximately 153,800 square feet and includes one two-story storage building that is 54.000 square feet and 15 single -story storage buildings ranging from 3.900 square feet to 14,525 square feet as shown on the attached site plan. This square footage includes 800 square feet of office space located in the southwest portion of the two-story structure. 2. Explain how the existing structures will be used for this USR? The existing single-family dwelling will continue to be used as a separate residence not associated with the storage facility. 3. List the proposed use(s) of each structure. The existing dwelling will continue to be used as a separate residence as a rental unit. unaffiliated with the storage facility. The proposed structures will house individual self -storage units and an office space for the business as shown on the attached site plan. ARTICLE II MEETINGS 2.1 Annual Meeting. Certificates held by a trustee, personal representative, administrator, executor, guardian or conservator may be voted by him, either in person or by proxy, without a transfer of such certificates into his name. 2.8 Manner of Acting. 2.8.1 Formal Action by Members. Ordinarily, the act of a majority of the Members present at a meeting at which a quorum is present shall be the act of the Members. Upon demand of any Member, voting on a particular issue shall be in accordance with percentage of equity ownership in the Company. 2.8.2 Procedure. The Presiding Member of the Company shall preside at meetings of the Members, may move or second any item of business, and may vote upon any matter. A record shall be maintained of the meetings of the Members. The Members may adopt their own rules of procedure, which shall not be inconsistent with this Operating Agreement. 2.8.3 Presumption of Assent. A Member of the Company, who is present at a meeting of the Members, at which action on any matter is taken, shall be presumed to have assented to the action taken, unless his dissent shall be entered in the minutes of the meeting or unless he shall file his written dissent to such action with the person acting as the secretary of the meeting before the adjournment thereof or shall forward such dissent by certified mail to the secretary of the meeting immediately after the adjournment of the meeting. Such right to dissent shall not apply to a Member who voted in favor of such action. 2.8.4 Informal Action of Members,. Unless otherwise provided by law, any action required to be taken at a meeting of the Members, or any other action which may be taken at a meeting of the Members, may be taken without a meeting if a consent in writing, setting forth the action so taken, shall be signed by all the Members entitled to vote with respect to the subject matter thereof. 2.9 Order of Business. The order of business at all meetings of the Members, shall be as follows: 1. Roll Call. 2. Proof of notice of meeting or waiver of notice. 3. Reading of minutes of preceding meeting. 4. Reports of Committees. 5. Unfinished Business. 6. New Business. 2.10 Telephonic Meeting. Members of the Company may participate in any meeting of the Members by means of conference telephone or similar communication if all persons participating in such meeting can hear one another for the entire discussion of the matter(s) to be voted upon. Participating in a meeting pursuant to this Section shall constitute presence in person at such meeting. ARTICLE III FISCAL MATTERS 3.1 Fiscal Year. The fiscal year of the Company shall begin on the first day of January and end on the last day of December each year, unless otherwise determined by resolution of the Members. The Company shall maintain a Certificate Register for the Membership Certificates which reflects the capital contribution of each Member. 4.3 Transfers of Shares. Any Member proposing a sale, transfer, assignment or other alienation, whether voluntary or involuntary, of his Membership Certificate(s), shall first notify the Company in writing of all the details of and consideration for the proposed sale, transfer, assignment or other alienation. The Company, for the benefit of the remaining Members, shall have the irrevocable first right to acquire the equity by cancellation of the Certificate under the same terms and conditions first proposed by the withdrawing Member. If the Company declines to elect such option, the remaining Members desiring to participate may proportionately (or in such proportions as the remaining Members may agree) purchase such interest under the same terms and conditions first proposed by the withdrawing Member. If the sale, transfer, assignment or other alienation is made as originally proposed and the other Members fail to approve such sale, transfer, assignment or other alienation by unanimous written consent, the transferee or assignee shall have no right to participate in the management of the business and affairs of the Company or to become a Member. The transferee or assignee shall only be entitled to receive the share of the profit or other compensation by way of income and the return of contributions to which that Member would otherwise be entitled. Any voluntary or involuntary sale, transfer or other alienation of any Membership Certificate, in violation of this Agreement, shall be void, and the Company and the Members shall not recognize any such prohibited transfer. For purposes of this Agreement, an involuntary sale, transfer, assignment or alienation shall be included, but not be limited to, (i) sale upon execution in foreclosure of any lien, security interest or other charge, (ii) an acquisition of an interest therein by a trustee in bankruptcy or similar officer, (iii) a property settlement in any divorce decree transferring possession or ownership of any Membership Certificate; or any other order of a court. 3.2 Deposits. All funds of the Company shall be deposited from time to time to the credit of the Company in such banks, trust companies or other depositories as the Members may select. 3.3 Checks, Drafts, Etc. All checks, drafts or other orders for the payment of money, and all notes or other evidences of indebtedness issued in the name of the Company shall be signed by any Member or Members as the Members may be authorized by Bank Form of Resolution or other similar action. 3.4 Loans. No loans shall be contracted on behalf of the Company and no evidences of indebtedness shall be issued in its name unless authorized by a resolution of the Members. Such authority may be general or confined to specific instances. 3.5 Contracts. The Members may authorize any Member or agent of the Company to enter into any contract or execute any instrument in the name of and on behalf of the Company, and such authority may be general or confined to specific instances. 3.6 Accountant. An Accountant may be selected from time to time by the Members to perform such tax and accounting services as may, from time to time, be required. The Accountant may be removed by the Members without assigning any cause. 3.7 Legal Counsel. One or more Attorney(s) at Law may be selected from time to time by the Members to review the legal affairs of the Company and to perform such other services as may be required and to report to the Members with respect thereto. The Legal Counsel may be removed by the Members without assigning any cause. ARTICLE IV MEMBERSHIP CERTIFICATES AND THEIR TRANSFER 4.1 Certificates. Membership Certificates representing equity interest in the Company shall be in such form as shall be determined by the Members. Such Membership Certificates shall be signed by all the Members. All Membership Certificates shall be consecutively numbered or otherwise identified. The name and address of the person to whom the Membership Certificates are issued, with the Capital Contribution and the date of issue, shall be entered in the Certificate Register of the Company. In case of a lost, destroyed or mutilated Membership Certificates, a new one may be issued upon such terms and indemnity to the Company as the Members may prescribe. 4.2 Legend. All Membership Certificates now owned or hereafter owned by the parties to this Agreement shall be stamped or marked with a legend substantially as follows: "THIS MEMBERSHIP CERTIFICATE IS ISSUED AND HELD PURSUANT TO A CERTAIN OPERATING AGREEMENT, A COPY OF WHICH IS FILED WITH THE ARTICLE V BOOKS AND RECORDS 5.1 Books and Records. The books and records of the company shall be kept at the principal office of the company or at such other places, within or without the state of Kansas, as the Members shall from time to time determine. 5.2 Right of Inspection. Any Member of the Company shall have the right to examine at any reasonable time or times for any purpose, the books and records of account, minutes and records of Members and to make copies thereof. Such inspection may be made by any agent or attorney of the Member. Upon the written request of any Member of the Company, it shall mail to such Member its most recent financial statement, showing in reasonable detail its assets and liabilities and the results of its operations. 5.3 Financial Records. All financial records shall be maintained and reported based on generally acceptable accounting practices. ARTICLE VI DISTRIBUTION OF PROFITS The Members may from time to time unanimously declare and distribute money or other property to the Members in proportion to their contributions to the capital of the Company as recorded in the Certificate Register. Said distribution can only occur if after the distribution is made, the assets of the Company are in excess of the liabilities of the Company (excluding liability to the Members). ARTICLE VII MANAGEMENT 7.1 Management. All Members shall have proportionate rights to in the management of the Company. The Company shall indemnify any Member who was or is a party defendant or is threatened to be made a party defendant to any threatened, pending or completed action, suit or proceeding, whether civil, criminal, administrative, or investigative (other than an action by or in the right of the Company) by reason of the fact that he or she is or was a Member. of the Company, against expenses (including attorney's fees), judgments, fines and amounts paid in settlement actually and reasonably incurred by him or her in connection with such action, suit or proceeding, if the Members determine that he or she acted in good faith and in a manner he reasonably believed to be in or not opposed to the best interest of the Company, and with respect to any criminal action or proceeding, had no reasonable cause to believe his or her conduct was unlawful. The termination of any action, suit, or proceeding by judgment, order, settlement, conviction, or upon a plea of nolo contendere or its equivalent, shall not in itself create a presumption that the person did or did not act in good faith and in a manner which he or she reasonably believed to be in the best interest of the Company, and, with respect to any criminal action or proceeding, had reasonable cause to believe that his or her conduct was unlawful. 8.4 Indemnification Funding. The Company shall fund the indemnification obligations provided by Section 8.3 in such manner and to such extent as the Members may from time to time deem proper. 8.5 Duality of Interest Transactions. Members of this Company have a duty of undivided loyalty to this Company in all matters affecting this Company's interests. 8.6 Anticipated Transactions. Notwithstanding the provision of Section 8.5, it is anticipated that the Members and officers will have other legal and financial relationships. Representatives of this Company, along with representatives of other entities, may, from time to time, participate in the joint development of contracts and transactions designed to be fair and reasonable to each participant and to afford an aggregate benefit to all participants. This Operating Agreement may be altered, amended, restated, or repealed and a new Operating Agreement may be adopted by three -fourths action of all of the WILLIAM D. This Operating Agreement constitutes the entire agreement between the Members of the Company. More specifically the site is located 1600' north of the northeast corner of the intersection of Weld County Road (WCR) 1 and State Highway 66 (WCR 30). The site is bounded on all sides by agricultural farmland or undeveloped/vacant land. See Figure 1 in the Maps Section in the Appendix for the Vicinity Map. 1.2 Description of Property The site consists of 7.84 acres including some houses and various outbuildings. There is an existing irrigation ditch near the site (Highland Ditch), but, it is well north of the site. The ground cover that exists on the Site is weeds and barren ground with some buildings as mentioned in the previous section. The soil type that is dominant on the site is Hydraulic Soil Group C (more clay than sand) per the geotechnical report that was completed for the site by EEC in November of 2017. Groundwater was encountered in one boring location (B-6) of the 12 that were drilled in October of 2017. That depth was 6.6'. The minimum drill depth for the holes was 15'. The groundwater was found near the location of the proposed detention pond facility. The pond is to be located about 30' north of boring B-6. The proposed cut for the pond is 2.5', therefore, the pond that will mitigate stormwater for the site will be well above the last measured water level. 2 Section 2 - Drainage Basin and Sub -Basins 2.1 Main Basin Description This area will drain into Calkins Lake (Union Reservoir) that is located south of the site by about 1/2 mile. According to FEMA Flood Insurance Rate Map 08123C 1 860E revised January 20, 2016 the entire site is within Zone X, areas of minimal flooding. See Figure 2 in the Maps Section in the Appendix for the FEMA Map. 2.2 Sub -basin Descriptions Historic runoff coefficients and historic runoff calculations are provided in the Hydrologic Calculations Section of the Appendix of this Report. As described above, the site drains north to south. The east half of the site drains to the southwest at an average slope of 3.3% and then it drains to the south to the middle of the site. The stormwater flows enters an existing 18" CMP that flows under a gravel road located immediately south of the site. 3 Section 3 - Design Criteria 3.1 Development Criteria Reference and Constraints There are no known drainage studies that exist for this area. The site has adequate slope to move stormwater to the south. 3.2 Hydrologic Criteria This report was prepared in compliance with the drainage criteria for Weld County per the WCECC and Urban Storm Drainage Criteria Manual (see Section 6 for References). The initial storm was based on the 5yr storm frequency; the major storm was calculated for the 100yr frequency. The Rational Method was used in the calculations for the runoff flows. The runoff coefficients (C), applied in the Rational Method, were weighted based on the historic and planned land use. The required detention pond volumes were determined using the Modified FAA method. 3.3 Hydraulic Criteria The site will detain the storm runoff in a proposed detention and water quality pond and release flows at the historic rates (see calculations in the Appendix of the report). The 100yr storm event water surface elevation (100yr WSEL) is 5010.48 and 24" of freeboard is provided in the pond above that elevation. An orifice plate will be constructed over the north face of the proposed outlet structure in conjunction with the water quality elements required. Details of the design will be provided with the construction plans and associated final drainage report. The detention pond was sized by using the Modified FAA Method (see Detention Pond Calculations Section in Appendix). Required drainage culverts for the ditch that passes through the site and the proposed storm lines were sized using the Manning's Equation in this report. A roughness coefficient (n) of 0.013 will be used since the proposed pipes are RCP. Calculations for these pipes and the capacity charts for the proposed inlets are shown in the Hydraulic Calculations Section of the Appendix of this report. The permanent erosion control features are to be used. There is Type "L" riprap for the discharge points coming into the pond. They will be installed to provide erosion control in these rundown areas. All remaining open areas will be landscaped with a minimum of dryland grass mix. 4 Section 4 - Drainage Facility Design 4.1 General Concept The general drainage concept of the Site will be in a west to east (and then south) direction. Runoff from the site will be directed by primary means of overland sheet flow and conveyance in proposed curb and gutter to the stormwater detention pond on the west side with a water quality component to be designed with the final drainage report. 4.2 Specific Details Based upon this drainage study, no adverse impacts to on -site or off -site properties have been discovered as a result of this proposed project. According to WCECC, the detention pond is required to release at historic flows. The detention pond volume is listed within the calculations shown in the Appendix. The analysis is in compliance with Weld County runoff considerations and constraints. The discharge point is consistent with the overall historic drainage pattern for the immediate areas. The design accommodates the preferences of both the easement grantor and the neighboring property owner due South of the Church site. The Hydrologic calculations in the Appendix show two basins that generate flow for the site: BASIN 5yr flow (cfs) 100yr flow (cfs) W 4.1 8.5 E 17.0 36.2 Basin W goes undetained to the south. Basin E drains into a proposed concrete detention basin that releases at 1.33 cfs for the 5yr storm and 7.84 cfs for the 100yr storm. The historic flow from the site is 25.5 cfs. After detention, the 100yr flow from the site will be Basin W (8.5 cfs) flow plus the detained flow from Basin E (7.84 cfs). The net release from the site for the 100yr flow is 16.34 cfs which is 64% of the historic release. Detention Pond Data Summary The 100 year required storage volume is 46,212 cubic feet. The 100 year Water Surface Elevation is 5010.48. 2 feet of freeboard is provided on -site elevation 5012.5. (for safety factor) The release rate for the 100 year storm from the site is 16.34 cfs (64% of historic). The 5 year required storage volume is 33,085 cubic feet. The 5 year Water Surface Elevation is 5009.7. Maintenance access to the proposed drainage facilities will be provided via the adjacent parking lot. Maintenance of the proposed facility will consist of regular & periodic inspection. Debris needs to be cleared from the face of the screen and orifice plate every 6 months with a broom or shovel as needed to reestablish the bottom of the pond at invert 5007.50. 5 4.3 Maintenance The owner of the property will have to inspect the pond, pipes, inlets, and other drainage facilities for debris and functionality every 6 months. Here are the specifics to inspect: • Sediment/debris out of the outlet structure • Sediment/debris out of inlets (grate and bottom). Vac trucks might be required. • Sediment/debris out of pipe Inspector also will ensure that 70% of the disturbed pond is planted with grassy vegetation to minimize erosion and sediment build up on the drainage facilities. 6 Section 5 - Conclusions In conclusion, this drainage study finds that the proposed drainage system for County Line Storage is capable of detaining the developed 100yr runoff and release 64% of the 100yr historic flow rate for the site. The resulting drainage patterns will not adversely impact adjacent properties with the constructed improvements. The developed site is capable of complying with all applicable stormwater quality requirements through a variety of options in addition to the presently favored option presented within this report. As stated earlier, there does not appear to be applicable Weld County Master Drainage Plans for this area. However, given that the Weld County standards are to detain the 100yr storm runoff volume and then release it from the developed property at or below the historic runoff rate, the developed condition of the property provides an improvement to downstream stormwater conveyance elements as the peak flows are considerably reduced in the developed condition from the existing condition. This drainage study has not found that any irrigation companies will be negatively affected by this proposed development. As stated earlier, this drainage study has followed all the criteria of Weld County and as supplemented by the Urban Drainage Flood Control District. The site is generally located east of County Line Road (CR 1), north of State Highway 66 (SH 66). The development will be a mini -warehouse with about 820 storage units. A vicinity map is presented in Figure 1. This study contains the investigations and analyses typically contained in a full traffic study. Key steps undertaken as part of this study are defined below. • Obtain current traffic and roadway data in the immediate area of the site. • Evaluate current traffic operations to establish baseline conditions. • Determine site generated traffic and distribute this traffic to the nearby street system. • Estimate roadway traffic for future roadway conditions. • Evaluate traffic operations with the proposed operation fully functional un- der future conditions. • Identify areas of potential deficiencies. • Recommend measures to mitigate the impact of site generated traffic as appropriate. II. EXISTING CONDITIONS A. Existing Road Network County Line Storage site is bordered on the west by County Line Road (CR 1). This roadway is under Weld County control. CR 1 is a paved two lane north -south roadway with one lane in each direction serving the area north of SH 66. The posted speed limit is 45 miles per hour. B. Existing Traffic Conditions Traffic counts were collected as part of this study and extracted from other sources and agency publications. Traffic was counted during the morning highway peak hour (7:00 — 9:00 A.M.), and the afternoon highway peak hour (4:00 — 6:00 P.M.). Daily traffic was extracted from various County and Longmont publications. Recent traffic is shown on Figure 2. County Line Road currently has one lane in each direction, adjacent to the site. Count sheets are provided in Appendix A. As indicated current traffic using County Line Road is moderate. C. Surrounding Land Uses The Longmont area is located to the southwest of the site. In the immediate area of the site. land uses are generally devoted to residential and agricultural uses. 3 III. FUTURE TRAFFIC CONDITIONS A. Site Assumptions County Line Storage will initiate development in 2019 with full occupancy expected in 2020. It will be located along the east side of County Line Road and will be com- prised of the existing single family residence and the planned mini -warehouse devel- opment. The short-term time frame represents the year 2020 consistent with buildout of development with the long-term representing the widely accepted planning horizon of some 20 years in the future. With this development, the existing single family house will operate consistent with current conditions with its own driveway. The mini -warehouse area will be served by a new access to County Line Road Spacing between the two driveways will not meet current spacing requirements; however, given minimal peak hour traffic and associat- ed conflicts, this condition is considered acceptable. A concept plan is provided on Figure 3. B. Site Traffic Site traffic generated by this development was estimated using trip generation data published in the Institute of Transportation Engineers publication, "Trip Generation, Ninth Edition". These trips are considered minor. C. Trip Distribution Trip distribution is a function of the origin and destination of site users and the availa- ble roadway system. In this case, virtually all traffic will use County Line Road. Directional site traffic was estimated given the availability and location of major arterial streets serving this area. Site traffic distribution is shown on Figure 4 with site traffic shown on Figure 5. As indicated, peak hour site traffic will be minor (8-9 directional vehicles per hour) and therefore, is not expected to result in any noticeable adverse impacts at the existing nearby intersections. D. Background Traffic Background traffic was developed for the years 2020 and 2040. These represent the short- and long-term horizons. Traffic growth in the range of about 4% annually is expected on County Line Road. This is based on the average of the published annual traffic growth rates. Future Total Traffic Total traffic is the combination of site traffic and background traffic. It represents conditions with the County Line Storage site fully operational. Peak hours were evaluated since these times represent the most severe traffic conditions. Site traffic was added to background traffic resulting in the short- and long-term total traffic shown on Figures 8 and 9, respectively. F. Future Roadway System No improvements are planned on County Line Road in the short-term. Consequently, the existing roadway system will remain constant through 2020. In the long term. however. County Line Road, south of SH 66 is planned to be a four -lane roadway with a center left turn lane. In order to conduct a conservative analysis County Line Road, north of SH 66, was assumed to be a two-lane roadway. Short- and long-term roadway geometry is shown on Figures 10 and 11. respectively. IV. TRAFFIC IMPACTS To assess operating conditions with the site fully functional. capacity analysis proce- dures were utilized at the site access intersection. At the onset of these undertakings, future traffic was reviewed at this location to determine if any new auxiliary lanes will be needed. Auxiliary Lanes and Traffic Controls County/CDOT requirements indicate: "Auxiliary turn lanes shall be installed according to the criteria below. (a) A left turn lane is required for any access with a projected peak hour left in- gress turning volume greater than 25 vph. If the posted speed is greater than 40 mph. a deceleration lane and taper is required for any access with a project peak hour left ingress turning volume greater than 10 vph. (b) A right turn lane is required for any access with a projected peak hour right in- gress turning volume greater than 50 vph. If the posted speed is greater than 40 mph, a right turn lane is required for any access with a projected peak hour right ingress turning volume greater than 25 vph." An acceleration lane is generally not required except when there is a specifically identified and documented safety and operation reason. Based on the above re- quirements, no auxiliary lanes are warranted at the site access intersection. B. Future Operating Conditions (with County Line Storage) Capacity analyses were conducted using short- and long-term total traffic and the shod- and long-term roadway geometry. Acceptable conditions are defined as overall level of service 'D' with critical, stop sign controlled side street traffic movements allowed to operate at level of service 'E/F'. This is confirmed by level -of -service 'C' or better expected for all traffic movements at this intersection through the long term. Capacity worksheets are presented in Appendix B for short-term conditions and Appendix C for long-term conditions. V. CONCLUSIONS Based on the above documented analyses and investigations, the following can be concluded: • Current operating conditions are acceptable in the area of the County Line Storage site. • This development will generate 16 morning peak hour trips, 17 afternoon peak hour trips and 210 trips per day. These trips will use County Line Road to ac- cess the site and can be accommodated by the existing roadway system. No auxiliary lane improvements are needed. 18 • The existing roadway system can adequately serve the site as evidenced by very acceptable levels of service at all intersections. • Acceptable operating conditions will be achieved and maintained through the long-term at the site access intersection. • The County Line Storage development is viable from a traffic engineering standpoint. In summary, County Line Storage will not adversely impact the area street system.
