Dear Michael Hall,
We are the neighbors to the immediate south of both Ramirez' properties (5402 & 5404 CR 23).
We moved into our home (5406 CR 23) in May 2011 and went thru the USR process (USRtf12-0001) for
running a small Sawmill and woodshop business.
Our experience of the Ramirezes has been mostly negative. We have concerns (outlined below) about
any continuation of their previous mode of operation. The heavy footprint they have by right on the C-3
property (5402) has been de facto extended to the Ag zoned 5404 in the past. Both of these properties
have been party to our issues with trying to live on our property without negative/non-compliant
impacts from our neighbors. In the last couple years the overall traffic from both the commercial and
agricultural properties has decreased in volume, but remained similar in kind of activities.
Our concerns:
1. Lack of rainwater drainage. Would be less of an issue if it wasn't a commercial truck yard
that was being rinsed entirely thru our property. This has been compounded by a lack of
adequate storage/containment and sometimes outright dumping of oilfield waste fluids.
2. Open pit chemical burning. Still intact, less often used recently
3. Large caliber/automatic Gunfire at any time of day. They have by right in county, but
alarming to us living here and our customers shopping here.
4. Loud, late night Parties. The music is alright, the volume 80 ft to our house is vexing. These
have not happened recently.
5. Irregular hours — mostly night-time truck traffic and repair activities (both properties)
6. Directly and indirectly have killed 10 of original 24 planted trees on the Pehr access road.
7. The volume of large truck traffic near an already congested intersection (highway 52 $ CR
23) and wear and degrade of the access road — especially when their maintenance of the
condition of the road falls off, This is also a contributing factor in Killing trees on the Pehr
property.
8. Damaged a section of our barn and refused to fix or pay for, which cost us $400.
We are glad to further discuss or provide documentation of any of the above comments.

We are the neighbors to the S of this USR application. I've read as much of the info as i could find on the 'E Permit
center', and see the basic info but no indication what conditions are being proposed.
We are glad to know that at least this (5404 cr 23) property will be coming under compliance, but still do have a few
specific concerns,
we assume the Fire department will ask them to move their gas tank more than oft away from property line (3 ft from
our sheds filled with lumber).
and that there is a provision for both storm water drainage (catchment) and for capturing oil, diesel gas, and other
trucking fluids.
I don't know how many truck trips they are proposing to add to an already problematic access point on CR 23/Highway
52, but adding this to what is already a high volume of truck traffic to the commercial property (5402 cr 23) has us
nervous. And is there any access agreement they have to travel and maintain the Pehr owned property (without
occupying)?
Also, I assume the present property deliniations (cattle guard, fencing) not matching the actual property lines will be
addressed. This also relates to the storm flow off from the main gate of the 5402 cr 23 property (which currently is
channeled to flow thru our front gate thru our property).
I know the 5402 property is not in your current purview, but it is quite related to the 5404 property. Again I assume the
(new?) owners of that property will have to address storm water and industrial waste runoff at some point (but i don't
know that to be true). There is another runoff point 40 feet from CR 23 that has nasty enough chemical runoff to kill
another large cottonwood just this June.
I'm sorry for waiting so long to get these concerns to you. I understand you are limited in what you can do, thanks for at
