Once I get Tom's confirmation and answers to your suggested edits, then I'll finalize Appx. 5-J of the Ordinance. As for the Vacation of ROW fee, that one is a little peculiar because the application is on Planning's web site (generally because the need to vacate ROW usually comes out of pre -app conversations and violations), but the fee and application is received and managed by CTB, and it deals with Public Works right-of-way. I verified with Bruce and he agreed adding it to the general fees of 5-D makes the most sense and I'll use item #36 which is currently vacant/reserved. I've copied Don so he is also aware. Thanks for catching those! Esther E. Gesick Clerk to the Board 1150 O Street1P.O. From: Jim Flesher <jflesher@weldgov.com> Sent: Wednesday, October 23, 2019 12:15 PM To: Esther Gesick <egesick@weldgov.com> Subject: Fees Hi, Esther: Tom has some clean-up changes for Apx 5-J that I just sent him. I thought I'd let you know 5-D still has a fee for TAPs that can be deleted. Also, I didn't look too hard, but I didn't see a fee for petitions of vacation of right-of-way anywhere. The application form we have on our webpage says $216. \ FYI, Jim 1 MEMO UM TO: BOARD OF COUNTY COMMISSIONERS FROM: TOM PARKO, JR., DIRECTOR OF PLANNING DATE: OCTOBER 23, 2019 RE: ORDINANCE 2019 - Planning staff is proposing general clean-up to Appendix 5-J, Planning Fee Schedule, generally without raising fees. The only fee that would be raked would be for Composting Facilities, which would increase from $2,415 to $2,500 (3.5/), the same as most other USRs. (By deleting this line, Composting Facilities would fall under "All other USR permits.") Some of the fees will be renamed in accordance with the terms used in Chapter 23. For example, "Sanitary Sewer Facility" will become "Sewage Treatment Facility." This item will also be moved lower to after Non -1041 Major Facility of a Utility, which is the use that Sewer Treatment Facilities fall under in Chapter 21 For zone changes, the "per buildable lot" fee is proposed to be deleted, since the number of buildable lots is often determined after a change of zone and is collected with the final plat. Vacation of reads, streets, and alleys were removed from the Resubdivision process with Ordinance 2018-03, so this fee should be deleted. (These applications are processed by the Clerk to the Board's office and have a $216 fee.) Staff proposes making all Subdivision Exemption fees the same. Zning Permits for Second Family Dwelling will be removed because these fall under ZPAGs with the update to Chapter 23. The Tenant Finish fee is prop; .sed for deletion since these do not require a separate Planning permit. (Staff verifies parking, etc., is adequate for the proposed use and the information is just added to the Site Plan Review file.) Some renumbering is prop ••sed to correct the grouping of the different fees. (FHDPs should not be under USRs. Zoning Permits should be grouped together.) Other clarifying language is included on the proposed ordinance. Staff will be happy to go over the changes in more detail at the hearing, if the 4oard so chooses.
