The subject site and consists of three (3) parcels. Current Use • Parcel 095918100006 is a vacant lot which contains one billboard and one telecommunications tower. • Parcel 095918000055 is a vacant lot which contains one billboard • Parcel 095918000054 is a vacant lot which contains one billboard and Public Service of Colorado equipment. Proposed Use • There are no known change of use or proposed uses for the subject enclave. Streets/Access • There is currently no access constructed to/from parcel 095918000055. Access would be granted onto 20th Street if development. The ultimate location will likely line up across from 90th Avenue. • Parcel 095918000054 currently has direct access onto Highway 34 Bypass. Future access would need to be determined upon development and coordinated with Colorado Department of Transportation. Utilities • There is a four (4) inch water line north of the enclave in 20th Street. None of the subject properties are currently served by City of Greeley Water. • There is a ten (10) inch sewer line north of the enclave that extends from the Mountain Shadows Subdivision into the FSNS Property located at 8750 20th Street. There is also an eight (8) inch line north of the enclave which is stubbed to 90th Avenue and 19th Street Road, north of the enclave in the Mountain Shadows Subdivision. The subject enclave is currently not served by City of Greeley Sewer. It is anticipated that the site will be developed with low density / rural residential uses. As an enclave, the property is enclosed entirely by the municipal boundaries of the City of Greeley, which gives the annexation 100% contiguity with the City boundaries. The area of annexation has been an enclave of the City of Greeley since 2001. As such, it meets the Colorado Revised Statute 31-12-106 three- year standard regarding enclave annexations. The annexation will not further extend the municipal boundary of the City of Greeley in any direction. The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is evidence that this site shares a common interest with the City's future. The annexation of the subject site would allow the City to better manage service delivery to the area, coordinate emerging development, and to provide predictability for the eventual urban development of these lands. The requirements of State statutes and City of 2034 Enclave Annexation — Annexation Impact Report March 25, 2019 Greeley guidelines for annexation appear to have been met by this requested annexation.
