The Greeley City Council will hold a public hearing on a proposed ordinance to annex territory
located generally north of Highway 34 and south of loth Street, between 83rd Avenue and 95th
Avenue, known as the 2034 Enclave Annexation.
Your taxing jurisdiction/district is listed as being one of which the territory proposed for
annexation is a part. The public hearing will be held on Tuesday, May 7, 2019, to determine
whether this property is eligible for annexation.
A copy of the notice of public hearing and a copy of the annexation information are attached. As
indicated in the notice, the public hearing will be held:

PUBLIC NOTICE
Notice is hereby given that the City Council of Greeley, Colorado, will hold a public hearing on a
proposed enclave annexation of territory to the City of Greeley. The hearing shall be held on May 7,
2019, in the City Council. Chambers of City Center South, 1001 11th Avenue, in the city of Greeley,
Colorado, beginning at 6:30 p.m. or as soon thereafter as the matter can be heard by the City Council
on that date. The purpose of the hearing is to determine whether said properties are eligible for
annexation under Colorado law. Persons wishing to examine: the annexation petition and any
exhibits thereto, may do so at the office of the City Clerk during business hours. This territory is
described in an enclave annexation petition which has been filed with the City Clerk as:
The "2034 Enclave Annexation", located north of Highway 34 and south of 20111 Street
between 83rd and 95th Avenues

Attachment B — Description of Use and Development
Location
The subject site is approximately 8.98 acres and is located north of Highway 34 and
south of 20h Street, in between 83rd Avenue and 95th Avenue. The subject site and
consists of three (3) parcels.
Current Use
• Parcel 095918100006 is a vacant lot which contains one billboard and one
telecommunications tower.
• Parcel 095918000055 is a vacant lot which contains one billboard
• Parcel 095918000054 is a vacant lot which contains one billboard and Public Service of
Colorado equipment.
Proposed Use
• There are no known change of use or proposed uses for the subject enclave.
Streets/Access
• There is currently no access constructed to/from parcel 095918000055. Access would be
granted onto 20th Street if development. The ultimate location will likely line up across
from 90th Avenue.
• Parcel 095918000054 currently has direct access onto Highway 34 Bypass. Future access
would need to be determined upon development and coordinated with Colorado
Department of Transportation.
Utilities
• There is a four (4) inch water line north of the enclave in 20th Street. None of the subject
properties are currently served by City of Greeley Water.
• There is a ten (10) inch sewer line north of the enclave that extends from the Mountain
Shadows Subdivision into the FSNS Property located at 8750 20th Street. There is also an
eight (8) inch line north of the enclave which is stubbed to 90th Avenue and 19th Street
Road, north of the enclave in the Mountain Shadows Subdivision. The subject enclave is
currently not served by City of Greeley Sewer.
AUTHORIZATION TO WITHDRAW FROM FIRE DISTRICT
The undersigned hereby request and authorize the City of Greeley to petition for the withdraw of
territory described herein on Exhibit A from the Windsor -Severance Fire
Protection District upon successful annexation of the same property into the City of Greeley.

stubbed to 90th Avenue and 19th Street Road, north of
the enclave in the Mountain Shadows Subdivision.
The subject enclave is currently not served by City of
Greeley Sewer.

COMPREHENSIVE PLAN
ANALYSIS
The entire site lies within the Long -Range Expected
Growth (LREGA). It is anticipated that the site will
be developed with low density / rural residential uses.
As an enclave, the property is enclosed entirely by the
municipal boundaries of the City of Greeley, which
gives the annexation 100% contiguity with the City
boundaries. The area of annexation has been an
enclave of the City of Greeley since 2001. As such, it
meets the Colorado Revised Statute 31-12-106 three-
year standard regarding enclave annexations.
The annexation will not further extend the municipal
boundary of the City of Greeley in any direction.
The annexation of this site into the City would be
consistent with present growth patterns and
Comprehensive Plan policies. There is evidence that
this site shares a common interest with the City's
future. The annexation of the subject site would allow
the City to better manage service delivery to the area,
coordinate emerging development, and to provide
predictability for the eventual urban development of
these lands.
The requirements of State statutes and City of
2034 Enclave Annexation — Annexation Impact Report March 25, 2019
Greeley guidelines for annexation appear to have
been met by this requested annexation.
