BOX 758 GREELEY, COLORADO 80632 December 23, 2019 Dean Wojtach Lisa Devore Air Pollution Control Division Colorado department of Public Health and Environment 4300 Cherry Creek Drive South Denver, Colorado 80246 RE: Concerns by the Colorado Oil & Gas Association Dear Ms. Wojtach and Ms. Devore: We are in receipt of the December 20, 2019 letter from the Colorado Oil & Gas Association (COGA) which expressed concerns about the rulemaking and requested to move the hearing date for engine controls to October 2020. The Board of County Commissioners of Weld County agrees with the request to move the hearing to October 2020. The Division gave inadequate time to provide feedback. It seems unreasonable to begin the public comment a few days before Thanksgiving and end it one day after Christmas. During this period, the Air Quality Control Commission was also engaged in a large rulemaking. Pushing the rulemaking to October 2020 during which another regional rulemaking is set to occur will allow the oil and gas industry to completely evaluate the proposal. This rulemaking may have significant impacts on Weld County, and the Board of County Commissioners of Weld County respectfully requests the hearing date be moved to October 2020.
