RESOLUTION RE: APPROVE VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) GRANT APPLICATION FOR VICTIM SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Victim Assistance and Law Enforcement (VALE) Grant Application for the Victim Services Unit from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the Victim Assistance Law Enforcement (VALE) Board, commencing January 1, 2020, and ending December 31, 2020, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. The VALE grant application is due on 7/3/2019 and the Sheriff's Office is asking for permission to submit this application. We are requesting $71,638 in grant funding which will cover 56% of salaries and fringe benefit, based on 2019 expense data. The requested amount of $71,638 is the same amount that has been awarded by VALE to the Weld Law Enforcement Victim Services Unit since July 1, 2016. The request amount remains the same because there has not been a significant impact on the Victim Services Unit since 2016 and the resources available to VALE, for distribution for the entire 19th judicial has only minimally increased. The Victim Services Unit employs 3 FTE. The State VALE grant is also used as a match for the federal VOCA grant. The remaining salaries and operating expenses of this unit are covered by the General Fund and contributions from municipalities within the County, based on MOUs signed in 2016. With the VOCA grant and added contributions from municipalities, the VSU has been able to improve their effectiveness and staffing without increasing the liability to the County. Weid County Accounting provides the project director with monthly reports with actual numbers paid to each of the funded staff; tnese reports identify all salary and all oenefits indivlidually. The actuals from that report are reflected on the quarterly reports. The VALE grant only funds salary and benefits expenses; therefore, those are the only expenses documented on the quarterly reports. 26.
