RE: APPROVE APPLICATION FOR SMALL BUSINESS INCENTIVE PROGRAM AND
AUTHORIZE RELEASE OF ECONOMIC DEVELOPMENT TRUST FUNDS (TIER I) -
LILY FARM FRESH, INC., C/O LILY MORGAN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Small Business
Incentive Program and a Request for the Release of Economic Development Trust Funds (Tier I),
from Lily Farm Fresh, Inc., do Lily Morgan, to the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Planning Services, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference, and release Economic
Development Trust Funds (Tier I), in the amount of $20,000.00, payable to Lily Farm Fresh, Inc.,
do Lily Morgan, to offset various impact fees previously paid by Lily Farm Fresh, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Small Business Incentive Program and a Request
for the Release of Economic Development Trust Funds (Tier I), from Lily Farm Fresh, Inc., to the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Planning Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Tier I Economic Development Trust
Funds, in the amount of $20,000.00, be, and hereby are, released and payable to Lily Farm Fresh,
Inc., do Lily Morgan, various impact fees incurred and previously paid by Lily Farm Fresh, Inc.,
c/o Lily Morgan.

I am pleased to submit to the Board of County Commissioners Lily Farm Fresh's Small
Business Incentive Application.
Lily Farm is a small business operating in unincorporated Weld County with six (6)
employees. The owner of Lily Farm Fresh is Mrs. Lily Morgan.
As part of the application requirements, Mrs. Morgan submitted her business plan and met
with representatives from the Small Business Development Center (SBDC). Jesse Esparza
reviewed the business plan and found it adequate. Attached is the confirmation letter from
SBDC.
The Small Business Incentive Plan was created by the County Commissioners to help
offset land, building permit, septic and impact fees associated with development. Below is
a breakdown of the fees:

According to the Small Business Application requirements, Lily Farm Fresh falls under Tier
1 and is eligible to receive up to $20,000.00. The business is obligated to cover the first
$2,500.00. Therefore, Lily Farm Fresh can receive a total of $20,000.00
The Planning Services Director recommends approval of this application and respectfully
requests that the County Commissioners authorize and release $20,000.00 from the
Economic Development Fund.

Notice: Prior to filling out the application, please review the Program Criteria and Process handout
regarding the program's eligibility requirements.
Program Purpose: Weld County has established a Small Business Incentive Program (BIP) which will provide
eligible businesses financial assistance to offset land use, building permit, and several impact fees. The program is

receiving funds. The applicant shall attach a copy of an affidavit signed by the Director of the SBDC or

11. QUESTIONS & ASSISTANCE
Weld County Department of Planning Services: The application will be processed by the Director of
Planning Services. The Director may contact the applicant for clarification regarding the application or to
request additional information during the review process. If the application is approved, the Director
will contact the business when preparing the agreement and when scheduling the agreement for action
by the Weld County Board of Commissioners. The applicant is encouraged to contact the Director of
Planning Services to request assistance with the program requirements and with filling out the

Weld County has established a Small Business incentive Program (BlP) which will provide eligible businesses
financial assistance to offset land use, building permit, and several impact fees. The program is designed to
reduce upfront capital outlay for small businesses located in unincorporated Weld County.
WHO CAN APPLY?
Any business owner or tenant located in unincorporated Weld County who meets the eligibility requirements.
WHAT ARE THE ELIGIBILITY REQUIREMENTS?
• The subject real property must be located within the unincorporated areas of County (the "Property").
• The business shall hire at least fifty (50) percent of their new workforce from Weld County. For the purpose
of this application a full-time employee works a minimum of 32 hours per week. The business may have a
combination of part-time employees that is the equivalent of at least one (1) full-time employee.
• The applicant must be the record owner(s) of the Property or a tenant.
• The business must have been undertaken after the date of the adoption of this policy.
• This program shall only apply to businesses with 35 or fewer employees at the time of submitting an
application.
WHAT CAN BE DONE WITH THESE FUNDS?
The intent of these funds is to offer financial assistance to small businesses that want to operate in unincorporated
Weld County. The financial assistance helps reduce the business's land use application fees, building permit fees,
and impact fees. Fees incurred by the business that are not eligible for funds include consultant and attorney fees,
on -site and off -site bonding, collateral requirements, etc.
WHAT IS THE APPLICATION PROCESS?
1) Complete a Small Business Incentive Program Application form available at the Weld County Department
of Planning Services (1555 N. 17th Ave., Greeley) or online in the Planning and Zoning section of the
county web site: www.weldgov.com.
2) Mail the completed application to the attention of the Director of Planning Services: 1555 N. 17th Avenue,
Greeley, CO 80631. There is no application or processing fee.
3) The Planning Services Director will review all requests and make a recommendation to the Weld County
Board of Commissioners who will provide approval/denial.
APPROVAL SHALL BE BASED ON THE FOLLOWING:
• Submittal of a business plan.
• Documentation that the business owner has consulted with the Small Business Development
Center (SBDC).
FUNDING OVERVIEW:
0-9 employees: Fees between $2,500 - $25,000. County max: $20,000
Applicant portion: $2,500 + any amount above $25,000
10-15 employees: Fees between $2,500 - $35,000 County max: $30,000
Applicant portion: $2,500 + any amount above $35,000
16-35 employees: Fees between $2,500- $45,000 County max: $40,000
Applicant portion: $2,500 + any amount above $45,000
Example 1: $10,000 total fees assessed and 5 employees. Applicant would pay $2,500 and County would grant
$7,500
Example 2: $40,000 total fees assessed and 14 employees. Applicant would pay $2,500+$7,500410,000 and
County would grant $30,000.
Example 3: $80,000 total fees assessed and 35 employees. Applicant would pay $2,500+$37,500 and County
would grant $40,000.
Funds shall be distributed on a first -come first -served basis. All applications are confidential and at the full
discretion of the Weld County Board of County Commissioners.
Applicants must be a property owner or be a tenant (with written permission from the building owner) operating a
retail, commercial or industrial business as defined and permitted under the Weld County Code.
Applicant must be current on all County taxes prior to receiving funds.
The Weld County Board of County Commissioners or its designee has sole authority to determine the eligibility of
the applying business.

Lily Morgon, owner of Lily Farm Fresh Skin Care and now owner of the new Event Center Lily
Farm Fresh Event Center located in the County of Weld, Keenesburg, Colorado is receiving
business support counseling with The East Colorado SBDC.
She has been very committed to establishing the pro forma business plan and has completed it.
The business plan has provided direction and a road map for her and all her stake holder towards
making a committed effort to having a successful business.
She started her idea and dream by working with our East Colorado SBDC beginning in January
of 2015. Since that date, she has committed to 25 one on one session, developing her business
plan components that included all areas of the business including the financial projections and
extensive marketing timelines needed to obtain a high probability of success beginning the first
year. She has finally completed with our business counseling support her dream. The event
center is now open for business and provides a meeting place and venue for a variety of events.
Lily Farm Fresh Event Center located at 1833 Weld County Road 53 Keenesburg, Colorado
80643, provides weddings, anniversaries, family and class reunions, Corporate Retreats
conferences, Fundraisers, Galas, Holiday Parties and other type of customized events.
Our East Colorado SBDC give great praise to her tenacity and commitment to the completion of

Business Plan
Executive Summary
lily Farm Fresh Event Center is a brand-new event center to provide space for weddings, corporate
events, Quinceaneras, Family and class reunions and more. Our roots are in our organic skin care that
for the last 33 years has sold to Whole Foods and Natural Grocers.
Mission statement:
Lily Farm Fresh wants to share and engage and support agriculture, both thru our organic skin care, our
farm and our event center by sharing our amazing space for our customers celebrations! We want to
preserve agricultural land for all perpetuity.
Target markets
Our target market for the skin care, slants to the average Whole Foods and Natural Grocers shopper,
which includes, college educated, middle to upper income, enjoys yoga, meditation, etc. They are
female 25-70 hold as bachelor's degree and make upper middle -income wages.
Our target market for our event center's priority is millennial's for weddings. We are now targeting the
more rural crowd, but in the next few months want to attract the Denver market for couples who want
a barn or country wedding. We will spend $1000 a month plus, 40 hour a week on talking to networking
groups, chambers and doing trade shows, as well as hosting our own monthly venues. We will spend
:x300 a month on theknot.com and $200 a month on Facebook ads. As well as time listing on 25 free
listings and directories.
Products and services
The skin care has a line of more than 25 products, including our newest products, the Colorado
collection that we will solicit 25 local gift stores as well as airport store, promote and sell on social
media, etc. In addition, we know that the new event center will bring more customers into closer
contact with us and create long lasting profitable relationships and promote the overall company.
We will solicit 50 spas in 2019.
For our Event Center our motto is, "Your Day, Your way." We aim to get a 5 -star review from every
event we host.
Distribution channels
Our skin care's distribution channels include, wholesale to Whole roods and Natural Grocers, and
online. We will be hosting monthly in-house events many to promote our skin care. We will use 12
social media outlets.
Our Cvent Center will include, web site, social media, word of mouth, the knot, the wedding wire, and
eventective.
Competitive profile
A_ Our competitive profile for the skin care includes, most brands sold in Natural rood Stores, al! or the
internet, and all local brands. We distinguish ourselves by our, no synthetic chemical" put on every
bottle, our growing of our own USDA certified organic farm and ingredients, the only skin care company
in the world with a USDA certified organic farm and made fresh!
It. What differentiates us from all other venues is our state-of-the-art barn, with complete climate
control, our multiple offerings for ceremony and reception areas, inside, outside, veranda or deck_ it is
your event, your way!
Pricing strategy.
A Our price point for our skin care is competitive and fair. Our costs are very high to maintain cur
quality, costs of owning a faun, Government certifications to provide customers with transparency and
quality, and there clearly is a market at our price point, we just need to get the word out more about
our products and their quality.
