Dear Ms. Balzano:
CBS Consultants, LLC, on behalf of Mr. Ed Wright, is submitting this Drainage Narrative Report for
the Use by Special Review Application (USR 18-0072) for Lot A, Recorded Exemption RE -1861
(17483 County Road 44, La Salle, Colorado). A preliminary application meeting was held for this
proposed development on March 8, 2018.
1.0 INTRODUCTION
Lot A, RE -1861, consists of approximately 4.99 acres with an existing residence, out -buildings and
asphalt and gravel drives covering the east half of the property and agriculturallfarm land covering
p
the west half of the property. The site is located in the east half of the southwest quarter of Section
13, Township 4 North, Range 66 West of the 6th Principal Meridian, Weld County, Colorado. Lot A
is bound on the south by County Road 44, on the east by County Road 35.5, and to the north and
west by undeveloped agricultural/farm land.
The homeowner (Ed Wright) is applying for this USR so he can operate an automotive and custom
built car business located within the existing 4400 square foot metal out -building located on the
property. There will be no new construction or grading proposed for this site. The proposed change
in use will have zero impact on the current site land use and there will be no increase in the site
imperviousness.
2.0 DESIGN REFERENCE
The drainage design criteria were taken from "Chapter 23, Article 12, Storm Drainage Criteria,
Weld county Code" and the Urban Drainage Storm Drainage Criteria Manual, Volumes 1, 2 and 3"
3.0 WELD COUNTY STORM DRAINGE CRITERIA VIE
Per the Weld County Drainage Criteria, the site is located within a Non -Urbanizing Drainage Area.
These areas generally require detention of runoff from the 1 -hour, 100 -year storm falling on the
developed site and release of the detained water at the historic runoff rate of the 1 -hour, 5 -year storm
falling on the undeveloped site.

Per Section 23-12a30 of the Drainage Criteria Manual, since there will be no increase in the site
imperviousness, the site is exempted from having to provide stormwater detention
(Exemption #8 — Development of sites where the change of use does not increase the imperviousness
of the site)
4.0 DEVELOPED DRAINAGE TICS
At this time, stormwater runoff from the site sheet flows from \A pest to east across the site. The flows
then collect in the borrow ditch along the west side of County Road 35.3.. The flows are then
released to the east through an existing 12" OAP pipe under County Road 35.5.
Offsite stormwater flows from the west are collected by a irrigation waste ditch along the west
property line of the site and directed to the north and do not affect the subject site.
Per the drainage calculations attached, the developed runoff coefficients for Lot 3 will be 0.14 for the
5 -year storm, 0.15 for the 10 -year storm and 0.29 for the 100 -year storm. The calculated developed
runoff flows for the site are 0.87 cis for the 5 -year storm, 1.16 cfs for the 10 -year storm, and 4.37 cfs
for the 100 -year storm.
The site developed drainage calculations and supporting documents are attached for your review.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long -duration storms.
The soils in the United States are assigned to four groups (A, B. C, and 0) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. These consist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well
drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of
water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay
layer at or near the surface, and soils that are shallow over nearly impervious
material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in
their natural condition are in group C are assigned to dual classes.
