Planning Questions
1. We propose to build a shop for transmission work and a 2nd dwelling on the property.
2. Our family home based business for transmission repair would provide our agricultural
neighbors and surrounding area an option for their equipment to be repaired with
exceptional customer service. We would provide a less expensive option with the same or
better warranty as a chain business or dealership.
3. Our proposal falls within section P of Weld County Code, Chapter 23. We are proposing a
home based business to do transmission repair work.
4. Majority of our neighbors have a shop on their properties. We are proposing to build a shop
on our property for the use of rebuilding transmissions. We are requesting a 2nd dwelling on
the property as well.
5. The hours will be Monday -Friday 8:00am — 5:00pm and Saturday 8:00am —12:00pm

8. 4 Employees would be using this site. We will pick up the transmissions for repair and
deliver when repairs arecomplete.

We have reviewed the original ISDS permit (SP0100193) on this site and a copy
is attached.
At request is being made by ltlerisaae l and Becky Ho l l oway for a Use By Special
Review to operate a home -based business for service on oil well sites. At
the present time, only Herschel and Becky reside in the home and the daughter,
Amy, helps during the day in answering the phone and doing some bookwork.
On this basis, our evaluation would be that the existing septic tank and
leach field (designed for 6 residents) would not be overloaded. I have ad-
vised the Holloways that if the operation of the business increases in the
future and additional employee areas are created, the system would need to
be re-eva i u ated . 2

On June 21, 2004 an evaluation of the existing individual septic disposal system at:
25868 County Road 48, Kersey;
Section 08, Township 04, Range 64,
was conducted by Pam Smith, an Environmental Specialist of this department.
The existing individual septic disposal system is of sufficient size and capacity to adequately
handle the proposed load. This evaluation is based on a final treatment capacity for a 3 bedroom
residence.
Be advised, neither the County of Weld nor any of its agents or employees undertake or assume
any liability to the owner of the above property, to any purchaser of the above property or to any
lending agency making a loan on the above property or in the report.

This inspection was conducted for the purpose of determining compliance with current
regulations and for detecting health hazards observable -at the time of inspection. This does not
constitute a warranty that the system is without flaw or that it will continue to function in the
future. Inspections requested during periods of snow cover and high soil saturation may be of
questionable value to potential buyers due to adverse conditions. Evaluations based on
Statements of Existing (S40.E.) relies on information the property owner provides, under oath,
indicating current status of the system and representing to the best of his/her knowledge the
system is not failing to function properly.

This engineering review is being prepared to analyze the adjusted flow
rates into this system. The original system was approved under Permit
No. SP-O1OO193 and finalized June 26, 2001. A copy is attached.
Application is now being made for a USR for a small business. The em-
ployees will be on site briefly in the morning and evenings. The prop_
posed use of the existing !SOS would be: 2 residents ( 1 bedroom) , 1 pa
part ime office worker and 6 employees (offsite workers).

At request is being made by Mers be l and Becky Holloway for a Use By Special
Review to operate a home -based business for service on oil well sites. At
the present time, only Herschel and Becky reside in the home and theedaughter,
Amy, helps during the day in answering the phone and doing some bookwork.
On this basis, our evaluation would be that' the existing septic tank and
leach field (designed for 6 residents) would not be overloaded. I have ad-
vised the Holloways l oways that if the operation of the business increases in the
future and additional employee areas are created, the system would need to
be re-evaluated.2

The total gross area of the property, which includes the 30 -ft R. o , W,, is +/- 5.0 acres. The total
net area, which does not include the 30 -ft R. .W., is +/- 4.68 acres. The property (Parcel#
105308000050) is a part of Lot B, Recorded Exemption No. 1 O 3 -0 -I-RE 2820, located within
the North Half 4 ) of the Northeast Quarter (NE 1) of Section 8, Township 4 North, Range 64
West of the P.M,, County of Weld, State of Colorado. The address of the site is 25868 County
Road 48, Kersey, CO 80644. WCR 48 Borders the property to the North. WCR 53 is
approximately 0.08 miles East of the site. WCR 46 is approximately 0.91 miles South of the site.
WCR 51 is approximately 0.83 miles West of the site.
No major open channels, lakes, streams, irrigation and/or other water resource facilities are
located within or adjacent to the project site. Gilmore Ditch is located approximately 0.45 miles
Southeast of the site. Neres Canal is located approximately 0.75 miles Southwest of the site.
The existing ground cover is native prairie grass. According to the United States Department of
Apiculture's (USDA) Web oil survey, the site is made up of approximately 70.7% Olney fine

Adjacent Property Owners:
To the Northwest of the site past WCR 48 is a residential property owned by Billy and Jennifer
Fetzer. To the North of the site past WCR 48 is a residential property owned by Ivan and Kim
Ansel. To the Northeast of the site past WCR 48 is a residential property owned by Robert and
Peggy Kuntz. Adjacent to the East of the site is a residential property owned by Cody Peterson.
Adjacent to the South of the site is an agricultural property owned by Barton Land & Cattle Inc.
Adjacent to the West of the site is an agricultural property owned by fester and Colette Mullins.
The properties surrounding the site are a mix of residential and agricultural properties.
Proposed Site Development:
The applicants are proposing a transmission repair business and a second dwelling on the site.
Currently the site contains a residence and several outbuildings/sheds. The proposed
development of the property includes: an additional residence (+/- 1,800 SF), an additional
workshop (+/- 3,000 SF), an expanded gravel surface, and a Water Quality Capture Volume
(WQCV) pond.

Drainage Policy, Exception to Storrnwater Detention:
Weld County's Storm Drainage Criteria is provided in Article XII of Chapter 23 of the Weld
County Code (Sec 23-12-30. — Drainage Policy). It adopts the most recent edition of the Urban
Drainage and Flood Control District's Urban Storm Drainage Criteria Manual (Volumes 1-3),
with amendments.
Sec. 2342-30. — Drainage Policy.
F. Exceptions.
1. Exceptions to stor n ater detention shall not jeopardize the public health, safety, and
welfare of public and private property. Exceptions shall be supported with an
approved drainage narrative which must describe, at a minimum:
• List which exception shown below is being requested for consideration.
• Where the water originates if it flows onto the property from an offsite source.
• Where it flows as it leaves the property.
• The direction of flow across the property.
• If there have been previous drainage problems with the property.
a. No stone ater detention will be required for sites that meet any of the following
conditions. Requfrements of the Municipal Separate Storm Sewer System (MS4)
areas remain applicable.
10) NON -URBANIZING areas where the total project stone ater runoff of less
than, or equal to, 10 cubic feet per second (cfs) for the 1 -hour, 100 -year,
stone event.
The site is not located within the Weld County MS4 zone: all Requirements of the Municipal
Separate Storm Sewer System (MS4) areas do not apply to the site (Please see attached map).
The site is located approximately 3 miles South of the Town of Kersey limits (Please see
attached map). Because the site is not located within a half mile radius of an Urbanized area, the
site is classified as Non -Urbanized. The site is not affected by a floodplain per Weld County
Online Mapping (please see attached map).
The Rational Method was used to determine the stormwater runoff rate for the 100 -year, 1 -hour
storm event. The Non -urbanized site will not require stormwater detention if the stormwater
runoff is less than or equal to 10 CFS for the 100 -year, 1 -hour storm event.

The site meets the requirements for stormwater detention exception for Non -Urbanizing areas
per Sec 3-1 - 0.F.1.a.1. o found in Weld County's Storm Drainage Criteria, Article XII of
Chapter 23 of the Weld County Code (Sec 23-12-30. — Drainage Policy).
Water Quality Capture Volume (WQCV ) Pond:
The stormwater runoff rate for the 100-yr, 1 -hr storm event was calculated to be 5.11 CFS,
which is less than the maximum allowed 10 CFS for detention pond exception in Nona
Urbanizing areas. The site does not require a detention pond, however a WQCV pond will be
used to treat and control the stormwater runoff. The required size of the WQCV pond,
approximately 1,040 cubic feet, was determined by using the WQCV equation (equation 34)
and Volume equation (equation 3-3) provided in Urban. Storm Drainage Criteria Manual,
Volume 3 (August 2011). Please see attached spreadsheet.
Onsite Stormwater Drainage Flow Patterns:
The historic drainage patterns on the site will be maintained in such a manner that it will
reasonably preserve the natural character of the area as much as possible. Stomiwater runoff on
the Northern half of the site flows in a Southeast direction. Stormwater runoff on the Southern
half of the site flows in a Northeast direction. The WQCV pond will located on the Eastern
portion of the site where the stormwater runoff flows from the Northern. and Southern halves of
the site converge. The WQCV pond will help capture stormwater runoff on the site that currently
may flow onto the properties East and/or Southof the site.
Offsite Stormwater Drainage Flow Patterns:
No offsite stormwater runoff enters the site from the North. The barrow ditch along WCR 48
intercepts offsite stormwater flows from the North. No offsite stormwater runoff enters the site
from the East. Storrnwater runoff flows away from the site on the property East of the site.
Offsite stormwater runoff may enter the site from the properties adjacent to the South and West
of the site. Looking at the Quadrangle map obtained from the Weld County Online Mapping
website, stormwater runoff in the vicinity flows in a Southeast direction.

Drainage Problems with the Property:
No known previous drainage problems have occurred at the site.
WQCV Pond Maintenance:
In order for the WQCV pond to be effective, proper maintenance is essential, Maintenance
considerations for the WQCV pond may include the following:
• Use of mild side slopes (no steeper than 30-1);100 or 33%. The recommended side
slopes of the WQV pond. is 4(H):1(17) or 25%. Having mild side slopes allows for
maintenance equipment to be used with ease in a safe and efficient manner.
Permanent ponds should have provisions for sediment removal. The frequency of
sediment removal will vary among facilities, depending on the rate of accumulation. The
pond should be checked annually for sediment build up.
+� After large storm events, the pond should be inspected for erosion issues. If erosion is
noticed, it should be repaired in a timely manner.
• All vegetation should be kept at less than one foot tall per Weld County Code. The pond
should be mowed and maintained on a regular basis to ensure its optimal function.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long -duration storms.
The soils in the United States are assigned to four groups (Al B, C, and D) and
three dual classes (AID, BID, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. Theseconsist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These

Aggregation is the process by which a set of component attribute values is
reduced to a single value that represents the map unit as a whole.
A map unit is typically composed of one or more "components'". A component is
either some type of soil or some non so i l entity, e.g., rock outcrop. For the
attribute being aggregated, the first step of the aggregation process is to derive
one attribute value for each of a map unit's components. F ro m this set of
component attributes, the next step of the aggregation process derives a single
value that represents the map unit as a whole. Once a single value for each map
unit is derived, a thematic map for soil map units can be rendered. Aggregation
must be done because, on any soil map, map units are delineated but
components are not.
For each of a map unit's components, a corresponding percent composition is
recorded. A percent composition of 60 indicates that the corresponding
component typically makes up approximately 60% of the map unit. Percent
composition is a critical factor in some, but not all, aggregation methods.
The aggregation method "Dominant condition" first groups like attribute values
for the components in a map unit. For each group, percent composition is set to
the sum of the percent composition of all components participating in that group.
These groups now represent "conditions" rather than components. The attribute
value associated with the group with the highest cumulative percent composition
is returned. If more than one g rou p shares the highest cumulative percent
composition, the corresponding "tie -break" rule determines which value should
be returned. The "tie -break" rule indicates whether the lower or higher group
value should be returned in the case of a percent composition tie. The result
returned by this aggregation method represents the dominant condition
throughout the map unit only when no tie has occurred.
Component PercentCutoff: None Specified
Components whose percent composition is below the cutoff value will not be
considered. If no cutoff value is specified, all components in the database will be
considered. The data for some contrasting soils of minor extent may not be in the
database, and therefore are not considered.
Tie -break Rule: Higher
The tie -break rule indicates which value should be selected from a set of multiple
candidate values, or which value should be selected in the event of a percent

in land use planning that involves engineering considerations.

Surface runoff refers to the loss of water from an area by flow over the land
surface. Surface runoff classes are based on slope, climate, and vegetative
cover. The concept indicates relative runoff for very specific conditions. It is
assumed that the surface of the soil is bare and that the retention of surface
water resulting from irregularities in the ground surface is minimal. The classes
are negligible, very low, low, medium, high, and very high.

To develop depth -duration curves or intensity -duration curves for the Rational Method of runoff analysis
take the 1 -hour depth(s) obtained from Figures RA -1 through RA -6 and multiply by the factors in Table
RA -4 to determine rainfall depth and rainfall intensity at each duration. The intensity can then be plotted
as illustrated in Figure RA -15.,

3.0 Calculation of the WQCV
Calculating the WQCV and Volume Reduction
The first step in estimating the magnitude of runoff from a site is to estimate the site's total
imperviousness. The total imperviousness of a site is the weighted average of individual areas of like
imperviousness. For instance, according to Table RO-3 in the Runoff chapter of Volume l of this manual,
paved streets (and parking lots) have an imperviousness of 100%; drives, walks and roofs have an
imperviousness of 90%; and lawn areas have an imperviousness of 0%. The total imperviousness of a site
can be determined taking an area -weighted average of all of the impervious and pervious areas. When
measures are implemented minimize directly connected impervious area MD TA), the imperviousness
used to calculate the WQCV is the "effective imperviousness." Sections 4 and 5 of this chapter provide
guidance and examples for calculating effective imperviousness and adjusting the WQCV to reflect
decreases in effective imperviousness.
The WQCV is calculated as a function of imperviousness and BMP drain time using Equation 3-1, and as
shown in Figure 3-2:

Sec. 23-12-30. - Drainage policy.
A. The Policy of Weld County shall be to pursue a jurisdictionally
unified drainage effort to assure an integrated drainage system and
to cooperate with other regional and local planning agencies on
drainage matters.
B. For new development, the Policy of Weld County is to prohibit un-
detaine+d discharges to roadside ditches located in the County right-
of-way unless granted by a variance.
C. Except as set forth below, the Policy of Weld County shall be to
require regional and/or on -site detention for all future
developments. Temporary or interim detention/retention may be
required if the downstream regional facilities have not yet been
constructed per the applicable master plan for that location.
Stormwater retention facilities are normally not allowed in Weld
County, but will be considered for special circumstances.
D. The Policy of Weld County is to require detention of runoff from the
1 -hour, 100 -year, storm falling on the developed site and release of
the detained water at the historic runoff rate of the 1 -hour, 5 -year
storm falling on the undeveloped site for URBANISING areas and
the historic runoff rate of the 1 -hour, 10 -year storm falling on the
undeveloped site for NON -URBANIZING areas. Historic is defined as
an undeveloped site with a 2.0% imperviousness. If the urbanizing
jurisdiction has adopted a different historic runoff rate than that
stated in this subsection, then the urbanizing jurisdiction runoff rate
shall apply.
E. Weld County will not accept any detention or retention pond that
does not drain in less than 72 hours, causes injury to water rights,
or is in violation of state or federal law. Upon evaluation,
improvements may be necessary to downstream capacity.

F. Exceptions.
1. Exceptions to stormwater detention shall not jeopardize the
public health, safety, and welfare of public and private
property. Exceptions shall be supported with an approved
drainage narrative which must describe, at a minimum:
• List which exception shown below is being requested for
consideration.
• Where the water originates if it flows onto the property from
an offsite source.
• Where it flows as it leaves the property.
• The direction of flow across the property.
• If there have been previous drainage problems with the
property.
Exceptions to the stormwater detention shall be limited to the
following:
No stormwater detention will be required for sites that
meet any of the following conditions. Requirements of
the Municipal Separate Storm Sewer System (MS4) areas
remain applicable.
1) Use by Right or Accessory Use in the A (Agricultural)
Zone District.
2) Zoning Permits in the A (Agricultural) Zone District.
3) A second dwelling permit in the A (Agricultural)
Zone District.
4) Towers including, but not limited to, cell, wind, and

6) Gravel pits if the stormwater drains into the gravel

c) Downstream roadway criteria are not
exceeded.
d) The total post -development imperviousness
for the rural residential development does not
exceed ten percent (10%), assuming that all
internal roads and driveways are payed, or will
eventually be payed.
8) Development of sites where the change of use does
not increase the imperviousness of the site.
9) URBANIZING areas where the total project
stormwater runoff of less than, or equal to, 5 cubic
feet per second (cfs) for the 1 -hour, 100 -year, storm
event.
10) NON -URBANIZING areas where the total project
stormwater runoff of less than, or equal to, 10 cfs
for the 1 -hour, 100 -year, storm event.
11) Parcels with total area less than, or equal to, a 1,d
gross acre.

1. A. WCV is not required for a second residence and shop.
2. The peak runoff for the 100 -year 1 -hour storm must be calculated using the time of
concentration. Currently the Narrative is using a time of concentration of 60 minutes. If
this is the correct time of concentration, include calculations.
