RESOLUTION RE: APPROVE SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR TO SIGN - THE WILD ANIMAL SANCTUARY, A COLORADO NON-PROFIT CORPORATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, The Wild Animal Sanctuary, a Colorado Non -Profit Corporation, presented to the Board of County Commissioners of Weld County, Colorado, an application for a Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S., and WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to Weld County, Colorado, pursuant to the laws providing therefore in payment for a Special Events Permit, subject to the rules and regulations found in Article 5, Title 44, C.R.S., for various events scheduled for May 4, and 18, 2019, June 1, and 15, 2019, August 24, 2019, September 21, 2019, October 5, 2019, and November 9, 2019, all events to begin no earlier than 6:00 a.m., and to end no later than 10:00 p.m., outside the corporate limits of any town or city in the County of Weld at the location described as follows: The Wild Animal Sanctuary, 1946 County Road 53, Keenesburg, Colorado 80643; being further described as Lot B of Recorded Exemption, RE -2344; being part of the N112 NW1/4 of Section 28, Township 1 North, Range 64 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has also paid the sum of TWO HUNDRED DOLLARS ($200.00) to the Colorado Department of Revenue and has exhibited a State Special Events Permit Application for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S. Approximately 40 Staff and 80+ Volunteers will be present at the annual Run/Walk event and will be stationed throughout the event area — from parking areas, to food/beverage and entertainment areas in order to manage security efforts. a. All staff and volunteers wear bright safety orange shirts with the Sanctuary logo, name badge, and identifying label ("staff' or "volunteer"). b. All staff and volunteers are trained to observe and identify issues relating to questionable behavior and alcoholic beverage consumption. c. Staff and volunteers are equipped with two-way radios to communicate and coordinate crowd control and address needs as they arise. d. Staff will manage volunteer security duties and all security responses, as well as address issues themselves. e. Participants are instructed (via Public Address System throughout event timeline): i. To contact staff or volunteers for assistance (as needed) ii. Are given information and guidance to the established security and event management tent iii. The other items the clerk noted are not an issue, as we may have 160 volunteers, but they do not all come to the Sanctuary on the same day — even when we have larger events. As for the dinners or other events( which none exceed the large assembly requirements), they are all mostly during the summer when sunset is later and are over by sunset... and our parking lot has 1100+ parking spaces, which is more than adequate for the 2,000 people that come to the one run event we host per year. So it is beyond comprehension that we would be forced to go through another amendment and spend significant money just because we have supporters arriving at 7AM on one day for our run/walk fundraiser (which we have had for many years).
