HomeMy WebLinkAbout20194682.tiff441,6 COLORADO Office of Children, Youth EP Families Division of Child Welfare Kari Daggett, Interim Director October 29, 2019 Re: FFY2020 Weld County Chafee Allocation Dear Director Griego: The purpose of this letter from the Division of Child Welfare is to provide Weld County with Chafee Program Plan approval, award information, and County Financial Management System (CFMS) codes for October 1, 2019 through September 30, 2020. This information should be shared with county finance staff. Background Information Chafee (42 U.S. Code S 677) provides states with flexible funding that enable programs to be designed and conducted to support all youth who have experienced foster care at age 14 or older in their transition to adulthood. Chafee programs wilt serve youth who qualify for Chafee services according to 12 CCR 2509-4 (7.305.42). Division of Youth Services (DYS) Community Placements Services to young people in Division of Youth Services (DYS) community placements are addressed in the approved Chafee plan. Eligible DYS clients are included in the service population projections provided by the program. Federal Fiscal Year (FFY) 2020 Plan Review The 2020 Chafee Services Plan your agency submitted has been approved for funding. Upon completion of this review, the state Chafee Program Coordinator will provide your program with written feedback for consideration in program -level continuous quality improvement (CQI) efforts. Funding Information Ail the necessary information to access the October 1, 2019 through September 30, 2020 CFCIP award has been received. The Weld Chafee Program is approved to expend a total of $67,232. This amount supersedes the temporary spending authority granted at the start of the funding period for Chafee services for FFY 2020. No more than 30% of the funds may be spent for room and board which can only be paid for emancipated young adults, ages 18 to 21(23). Counties are also expected to provide match funds as described below. The County must enter expenditures into the CFMS. To report expenditures to Chafee, which are 100% reimbursable, use the following codes: Program Code Function Code Account Code Description E010 2810 65791 Room/Board Reimbursement for Emancipated Youth" E010 2850 Not Restricted Direct Service Delivery (Personnel Costs) E010 2850 61910 Purchase of Service E010 2850 65791 Youth Direct Room and Board can only be paid for young adults ages 18 to 21(23) who were in out -of -home care on or after their 18th birthday. Chafee awards must be expended prior to September 30, 2020. Guidance will be available from CDHS settlement accounting if needed. In order for Colorado to access Federal IV -E Independent Living Funds, there is a required match. To meet the match requirement county departments of human/social services with an approved Chafee Plan must code adolescent caseworkers currently reported in CFMS as an 80/20 Child Welfare County Administrative Services (Program Code 3200 and Function Code 1210 to Program Code E050, Function Code 2875). Chafee funds may be used to supplement, but cannot supplant or replace, other available funds for Independent Living Services such as mandatory independent living planning, services provided by the county caseworker, and services that may be contracted for or provided through congregate care, parole aftercare, or other community placement services.
