HomeMy WebLinkAbout20191164RESOLUTION RE: APPROVE APPLICATION FOR TIER I EMERGENCY MEDICAL SERVICES LICENSE AND AUTHORIZE CHAIR TO SIGN - NORTH METRO FIRE RESCUE DISTRICT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, pursuant to Section 7-2-100 of the Weld County Code, the Weld County Department of Public Health and Environment and the Weld County Emergency Medical/Trauma Service Council have reviewed the application of the North Metro Fire Rescue District for a Tier I Emergency Medical Services License and recommend approval, and WHEREAS, after review, the Board deems it advisable to approve said Application for a Tier I Emergency Medical Services License, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application of the North Metro Fire Rescue District for a Tier I Emergency Medical Services License be, and hereby is, approved. Wallace, MD, MPH Executive Director Department of Public Health & Environment DATE: March 21, 2019 SUBJECT: 2019 Applications for Ambulance Service Licenses Enclosed for the Board's review are two new applications for ambulance service licenses pursuant to the Weld County Code Chapter 7, Emergency Medical Services, Platteville-Gilcrest Fire Protection District and North Metro Fire Rescue District ambulance services. The Weld County Emergency Medical Trauma Service (EMTS) Council reviewed the application for each ambulance service provider on March 20, 2019, and approved the two applications. Based on the delegated responsibility of the Health Department, we have reviewed the applications and have deemed all ambulance services listed below to have met all applicable licensure application requirements found in Chapter 7. As such, I am recommending the following ambulance service providers for licensure: Tier I Platteville-Gilcrest Fire Protection District 303 Main Street Platteville, Colorado * North Metro Fire Rescue District 101 Spader Way Broomfield, Colorado 2019-1164 N L.0051 3/25 Recommendation of the Weld County Emergency Medical/TraumaMedical/Trauma Service Council for: North ort : Metro Fire Rescue District ict As required in Section 7-2-100.B.5., the EMTS Council should review the application to assess as to whether the ambulance service will contribute to an efficient, effective, and coordinated emergency medical response to residents of the County? Please include any findings related to response time, coordination with other ambulance services, location, service area, etc. that is the basis for the Council's recommendation: FINDING #1: I believe North Metro Fire meets the requirements for a Tier I license based on the follow; Contributes to the efficient, effective, and coordinated emergency response to the residents of Weld County. Has mutual aid agreements with other Ambulance Service providers to assist other agencies when possible. Meet all contractual response/service requirements. FINDING #2: I have had no interactions with North Metro Fire Rescue ambulance, although based on their application, we feel that they have met the requirements to receive a Tier I Ambulance License. FINDING #3: North Metro Fire Rescue Tier I Weld County ambulance license, meets the efficient, effective, and coordinated response for their designated response area. Additionally, NMFR has mutual — automatic aid agreements to support their service delivery demands. FINDING #4: The North Metro Fire Rescue application appears to be complete and shows several mutual aid agreements with area fire districts. While only covering a small area of Weld County, the service provided will contribute to the efficient, effective, and coordinated emergency response to the coverage area. Recommended Levei of Service: Tier r Recommended Service Area: North Metro's service area has been well defined within the application packet and is recommend by the EMTS Council to authorize this areas as NMFR service area within Weld County. Ramos Fire Chief This cover letter serves to describe the services North Metro Fire Rescue District will provide to the areas we serve within Weld County. To describe our jurisdiction within Weld County, its northern boundary is WCR 4, the southern boundary is WCR 2, the western boundary is WCR 11 and the eastern boundary is WCR 13. The area comprises one square mile, and features the Northglenn Water Treatment Plant, the North Metro Fire Training Facility, two houses and open land. As noted in previous communications, our call volume for medical emergencies has been very low, and we anticipate this trend will continue. North Metro Fire Rescue routinely has eight (8) ambulances; five are front line units and three are reserves. Presently, we have only seven ambulances due to a motor vehicle accident on the Northwest Parkway that totaled one of our font line units. We are working to order a replacement unit and have it in service by June 15. When it goes into service, we will contact you to get it licensed in Weld County also after it is inspected and licensed through the metro six county Multi -County Ambulance Licensing Program administered by Jefferson County. When toned to a medical call, our response profile is to send the closes appropriate Advance Life Support (ALS) engine and ambulance, regardless of which agency it belongs to. For the area we serve in Weld County, it is conceivable that we could request an engine and/or ambulance from Thornton Fire or Greater Brighton Fire if our Engine 66 or Medic 66 were to be out of position. In the metro north area, we are very close to starting a CAD -to - CAD interface between Adams County Communications, Thornton Police and Fire, Broomfield Police Communications and Westminster Police Communications. This interface will give all 9-1-1 dispatchers real time information about the availability of units. We anticipate this will greatly speed up the call hand-off process to other PSAPs when requesting mutual aid. North Metro Fire Rescue is also interested in getting access to 700/800mhz talkgroups managed by Weld County Regional Communications Center. I would like to speak with you more about the best way to approach this issue with the County Commissioners.
