O e+ao., ti ,2 Dear Commissionersi
The Weld County Ag Council is concerned with house
bill no. 1211 as it Lewnow written. The condemnation
Rocky Mountain of the bill needs strengthening to assure that
eFarmers Union actual damages will be taken care of and losses paid
l for without having to resort to lawsuits.
Starting at line 19 on page 4 through line 25, this
WELD COUNTY section is most objectionable. As nearly as we can de-
FARM BUREAU termine this would allow Water Authorities the same powers
r; 2►"'. that Power Authorities have to become an arm of State
r,ftT•'n:ii:.
r.:AFBF Government with no controls from counties. This would
„.... lead to the same situation as Weld County had with the
Platte River Power Authority. Present laws should be
ample without creating more super political divisions.
WELD COUNTY Removal of this section should in no way void the rest
LIVESTOCK ASSOCIATION of the bill.
In a general way we question whether Public Service
WELD COUNTY or Kodak through this legislation would gain an advantage
TAXPAYERS' ASSOCIATION or a method of obtaining water intended for domestic
consumption.
.+._.,' We urge a cautious approcah to passage of this
," legislation without amendments to limit what water
•
authorities can do. They should not be allowed to
nullify county comprehensive plans for growth and de-
k'fv `JI^ velopment by their actions.
