Thank you for the letter and testimony in support of additional monitoring and modeling of
pre -production activities at oil and gas well sites to address questions after the recently
released ICF International study entitled "Human Health Risk Assessment for Oil and Gas
Operations in Colorado." We share your interest to gather more information regarding the
health and welfare of citizens throughout Colorado through sound scientific and technical
methodologies to gather high quality data for use in appropriate modeling and risk analysis.

The Colorado Oil and Gas Conservation Commission (COGCC) and the Colorado Department of
Public Health and Environment (CDPHE) appreciates Weld County's offer to actively
participate in the planning and implementation of additional monitoring and modeling of pre-
production oil and gas activities in Weld County. However, given the importance of ensuring
consistency in the data -gathering methodologies at all of the oil and gas locations under
consideration - including locations outside of Weld County - as well as the public's desire for
an independent and timely, open and transparent process, we must respectfully decline your
offer to combine efforts at this stage.
We will work diligently and thoughtfully to ensure the development of a consistent monitoring
and modeling protocol that can be applied to all counties. This will include collection of
weather conditions and the types of best management practices being used at the sites we
monitor in addition to other necessary data to better understand emissions and potential
exposures.
We will keep all our local government partners, including Weld County, apprised of our
progress as this protocol is finalized and implemented. We look forward to continuing to
collaborate with you and other counties on the implementation of SB 19-181, and our shared
goat of keeping our communities safe and healthy.
