Tuesday, October 1, 2019
A regular meeting of the Weld County Planning Commission was held in the Weld County Administration
Building, Hearing Room, 1150 O Street, Greeley, Colorado. This meeting was called to order by Chair,
Michael Wailes, at 12:30 pm.
Roll Call.
Present: Bruce Johnson, Elijah Hatch, Gene Stille, Lonnie Ford, Michael Wailes, Richard Beck, Skip
Holland, Tom Cope.
Absent/Excused:
Also Present: Diana Aungst, Department of Planning Services; Lauren Light, Department of Health; Evan
Pinkham, Public Works; Bob Choate, County Attorney, and Michelle Wall, Secretary.
Motion: Approve the September 17, 2019 Weld County Planning Commission minutes, Moved by Elijah
Hatch, Seconded by Gene Stille. Motion passed unanimously.

OIL AND GAS SUPPORT AND SERVICE FACILITY(OIL AND GAS LAYDOWN
YARD) IN THE A(AGRICULTURAL)ZONE DISTRICT.

Diana Aungst, Planning Services, presented Case USR19-0047, reading the recommendation and
comments into the record. Staff received one letter of opposition which outlined concerns about lights,
access point and traffic. The applicant's representative responded and addressed these concerns via
email. The Department of Planning Services recommends approval of this application with the attached
conditions of approval and development standards.
Evan Pinkham, Public Works, reported on the existing traffic, access to the site and drainage conditions for
the site.
Lauren Light, Environmental Health, reviewed the public water and sanitary sewer requirements, on-site
dust control, and the Waste Handling Plan.
Corey Preston, Grant & Hoffner Law Firm, 821 7th Street, Greeley, Colorado. Mr. Preston stated his firm
represents SS Storage Hudson LLC which is an affiliate of Steve Sharp Transportation. He said that Steve
Sharp Transportation operates the truck repair shop to the west of this parcel. Mr. Preston said that Steve
Sharp was not able to make it today but is available by cellphone if needed for questions.
Mr. Preston explained that they will be using approximately 10 acres of the 112 acre parcel for an Oil and
Gas laydown yard. He said that Mr. Sharp noticed the need for storage of oil and gas equipment that can
be stored locally.
Mr. Preston said the parcel is not irrigated. There is some farming on the south side of the property.
The Chair asked if there was anyone in the audience who wished to speak for or against this application.
Patricia Cook, 16496 Badminton Road South, Platteville, Colorado. Ms. Cook said she is speaking about
the property in their name located at 20500 Weld County Road 24, Hudson, Colorado. Ms. Cook asked
the Planning Commission if this application is approved, will it ruin the value of their property
The Chair answered that the Planning Commission cannot answer that because they are not a real estate
appraisal board.

Commissioner Cope asked Ms. Cook if their property is located to the northeast corner of this site. She
answered that is was. Ms. Cook said they sold the property to Mr. Sharp.
Corey Preston stated that their goal to keep things as low impact as possible. He said the 10 acres is a
relatively small footprint. Mr. Preston said the truck traffic would be very minimal.
Trent Cook,20500 Weld County Road 24, Hudson, Colorado. Mr. Cook asked Mr. Preston is the chain link
fence was going to cover the whole parcel or just the 10 acres. Mr. Cook is concerned about their view to
the west and also traffic.
Corey Preston said that Mr. Sharp wants to be sure to work with the neighbors.
Commissioner Ford asked Mr. Cook if all the equipment he can see from the aerial view is farming
equipment. Mr. Cook replied yes and that he farms the property for Mr. Sharp.
The Chair asked the applicant if they have read through the Development Standards and Conditions of
Approval and if they are in agreement with those. The applicant replied that they are in agreement.
Motion: Forward Case USR19-0047 to the Board of County Commissioners along with the Conditions of
Approval and Development Standards with the Planning Commission's recommendation of approval,
Moved by Bruce Johnson, Seconded by Lonnie Ford.
Vote: Motion carried by unanimous roll call vote (summary: Yes =8).

Tom Cope.
Commissioner Ford commented that it sounds like there is going to be a lot of cooperation between the
applicant and the neighbors. He said he is glad they are working together.
Commissioner Johnson said he believes staff has identified the necessary requirements that need to be
met.
The Chair asked the public if there were other items of business that they would like to discuss. No one
wished to speak.
The Chair asked the Planning Commission members if there was any new business to discuss. No one
wished to speak.
Meeting adjourned at 12:50 pm.
