PASS -AROUND TITLE: Rush Skeletonweed Eradication Reimbursement and Grant Application

Brief description of the problem/issue: In August 2025, Rush skeletonweed (Chondrilla juncea), a mandatory
eradication species listed by the State of Colorado, was identified in Weld County. In response, county staff
initiated immediate control efforts to comply with state eradication requirements. The initial actions included
manual control to prevent further seed production and broadcast herbicide treatment on the properties affected.
The current infestation spans approximately 94.5 acres over four parcels. Weld County owns two parcels that
are infested to varying degrees. Based on the plant's biology and treatment efficacy, it is estimated that 3 to 5
years of sustained management will be required to achieve full eradication.
What options exist for the Board? CDA can cover the chemical cost from 2025 if the attached report is
submitted to them. CDA also has an open grant RFP for additional funds for 2026. Attached is the electronic
grant application for review.
Consequences: Failure to submit the report and application will result in Weld County bearing the full
cost of meeting the eradication requirement.
Impacts: The Weed Division budget will be reduced to cover the cost of the chemical treatment by
reducing the amount of work that can be carried out on other properties around the County.
Costs (Current Fiscal Year I Ongoing or Subsequent Fiscal Years): Current chemical cost is $7200
to $8000 per year for the next 3 to 5 years.
Recommendation: Submit the report for 2025 for reimbursement and apply for the 2026 CDA grant program.

I CERTIFY, TO THE BEST OF MY KNOWLEDGE, THE FOLLOWING:
1. Both the grant award and matching funds were expended as described in this report;
2. If a local governing entity, this entity is in general compliance with the Noxious Weed
Act (Colorado Revised Statutes 35-5.5-101 — 35-5.5-119);
3. If a conservation district, the district is in good standing with DOLA & CDA;
4. If any funding for this project came from the U.S. Forest Service State & Private Forestry
(SPF) program, the local USFS Representative was informed of the project; and
5. If an audit reveals that CDA grant funds were expended outside the contract dates, or
expended for non -allowed goods or services, the grantee will reimburse CDA for the
outstanding amount.

Deliverables & Acceptance
1. Did you submit your Quarterly Reports within 30 days after each quarter ended?
If no, please provide reasoning.
No, did not find the Rush Skeletonweed infestation until August 2025.
2. Did you submit your noxious weed data to EDDMapS?
If no, please provide reasoning.
Yes, this data will be submitted.
3. Were you able to meet the overall acreage treatment goals for the noxious weeds listed
in the Performance Standards and Requirements section of your agreement? The exact
acreages completed through this grant should be entered on the Species Treated tab of
the new NWF & USFS SPF Grants Final Report Tables spreadsheet.
If no, please provide reasoning.
In 2025 we were in the process of mapping and determining the acreage of the infestation for
proper treatment and monitoring moving forward. Prior to this fall we did not know that the
infestation existed in the County.
4. Summarize the Outreach activities that occurred within this grant and describe what was
accomplished through these activities. Event numbers should be listed in the Outreach tab of
the new NWF & USFS SPF Grants Final Report Tables spreadsheet.
Once the infestation was identified, contact was made with the landowners that had the plant as well
as the surrounding neighbors to let them know of the existence of the plant and the work that was
being carried out. This increased the number of landowners looking for the plant and helping us to
keep it contained.
5. If you completed a cost -share program through this grant, describe how it worked and what
accomplishments or obstacles were encountered. If not, put N/A

6. What is your grant's greatest success story?
Once we found the plant, we quickly jumped into action to reduce seed production with
multiple days of clipping and bagging. The area was mapped to provide a picture of the
extensiveness of the infestation. Which allowed for a fall broadcast treatment to address
existing rosettes and have some soil activity for any germinating seeds.
7. What is one change to your grant that you may consider in your next application?
Nothing at this point.

Grants Final Report Tables spreadsheet. Keep in mind that all expenses must be documented
and such documentation needs to be submitted if required according to the Invoice Section of
your POGG1, or kept in your records for at least three years.

Rush Skeletonweed treatments in 2025:
Originally found August 2025. 60 plus bags of plant material and seeds removed from the 4 properties with the infestation.
Additional scouting and mapping were conducted.
Three different chemical mixes were applied to the three different property ownerships. Treatments were carried out from October
6 - October 16, 2025. Cost does not reflect labor for manual removal or spray time.
