WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at a
duly and lawfully called regular meeting held on the 26th day of June, 2019, at which meeting
there were present the following members: Chair Barbara Kirkmeyer, and Commissioners
Mike Freeman, Scott K. James, and Steve Moreno, with Commissioner Conway not being
present, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to

SUBJECT:
The subject property is a two story 40 room hotel located at 1265 Main St. in Windsor Colorado. The
location is just south of Main Street at 12th Street on the western end of old town Windsor. This location
is adjacent to ACE Hardware and a neighborhood shopping center. There is some visibility from Main
Street and this is the only hotel located in old town Windsor. The subject consists of 45,281 square feet
of land and the hotel is 16,570 square foot. It was built in 1996, is of wood frame construction, and of
average quality and condition.
Cost Approach: The Cost Approach was considered but not used. For commercial buildings more than
10 years old it is difficult to accurately estimate the amount of physical depreciation to apply. For this
reason, a cost analysis was not developed.
Market Approach:
Comp 1 5630 W 10th St., Greeley 58 room hotel Sold 9/30/15 for $3,850,000 or $66,379 per rm
Comp 2 2446 Main St., Longmont 64 room hotel Sold 7/16/15 for $4,700,000 or $73,437 per rm

Income Approach:
The following proforma was created using the subject's published average daily rate and RevPAR.
Market expenses for limited service hotels were used. This resulted in a net operating income of
approximately $296,500. The capitalization rate was loaded with the tax rate. The results indicated a
value of $2,589,110 or $64,728 per room.
Reconciliation and Summary: After consideration of all Approaches to Value and giving the most weight
to the Income approach to value, the Assessor recommends the value for 2017 be adjusted to
$2,600,000 or $65,000 per room
