Dear Bob,
I was pleasantly surprised to receive a reply after
months, usually public employees just ignore tax paying
citizens.
If you recall the original letter had to do with sanitation
and health issues of portable toilets on the trail in the Greeley
area. Namely the seat cover and seat in the toilets cannot be
raised out of the area so that they are not constantly being
urinated on. Your reply was that the current vendor was
meeting code requirements. Did you personally check to see
if he was correct and what was the problem. I doubt it.
ADA requirements for toilets on trails is very vague, and
don't require much. ADA doesn't spell out that the seats
should not be urinated on, however this doesn't negate the
city and county and state requirements that citizens shouldn't
have to sit on a seat that has been urinated on many times.
It was appalling that you could dismiss the issue,
without any consideration for health and sanitation. Why the
hell, let a vendor off the hook, I bet if you took time to
measure you will find the bar too low. There are no
requirements for a bar behind the seat of the toilet, only on
the sides etc. How could you dismiss a simple way to fix
the problem and launch into a tirade about limited
budgets. Who would check to see if the handicap bar was
raised an inch and a half, to get the seat and cover out of
the way of a urinating stream. Sure a list is posted of a
weekly check on the toilets, but no supervision of how clean
they are. Maybe the vendor is a FBI person {Friend or Brother
In Law} Let's address your budget issue, at least a half
million dollars was spent replacing about one hundred feet of
concrete. Weekly or more often a crew are seen driving up
the trail pulling a blower, blower air as there is no trash on the
trails. Everyone who rides the trail is aware of the flush
toilets, which you kindly reminded me where they were, no
one is asking for that type toilet.
Your comment, "I'm sorry to say we have not a
immediate solution." I bet if your plush flush toilet in your
office was being urinated on, a fix could be found, but I
guess the 21 miles of trail just requires too much attention so
you must disregard the health and sanitation issues.
Thanks for letting me contact you. Since you have no
solution I am now reaching out to other agencies, as this is a
real health and sanitation issue.

Dear Marv:
Thanks for reaching out. Comments from trail users are very much
appreciated. Your comments on the outdoor toilets created a lot of discussion.
1 hope that this discussion will result in future changes, but I'm sorry to report
we don't have an immediate solution.
The current provider (we rent the units) simply responded that they are meeting
the required code for the height of the bar and the toilet itself. They
recommend having both a regular unit and handicap unit at each site. This
alternative in not within our current budget. We also discussed installing
permeant restrooms at the trailheads. Although this will be considered with
future upgrades, the cost is very high and not feasible at this time.
I will keep my eye out for better options. Should we find a provider with a
better product we can make a change when our contract expires.
Finally, a couple of thoughts to bridge the gap. There are a few permanent
restrooms along, or just off, the trail; at River Bluffs (during the summer), at
Eastman Park, at the Poudre Learning Center (new building is open to the
public during the week) and at Island Grove (located across from the arena).

For all Poudre trail riders I want to thank you, in their
behalf, for all the work you do, especially all work since the
flood disaster.
I ride the trail six days a week, weather permitting. I
appreciate the indoor and outdoor toilets provided for our
use. I have become increasingly aware of a major problem or
concern with the outdoor toilets.
Assuming that 10,000 people use this trail each year, at
least 3,000 of those users have to be women. The toilet at
the dog park has a separate urinal for use by men, the others
do not. Realizing that handicap use is necessary, however
my observation in using them is that there is a concern for
health and general concern for the women riders who have to
use these toilets.
If toilets with separate urinals cannot be provided a
simple solution is available. The plastic handicap bars inside
all of them are placed too low to allow for the seat cover and
seat to be raised and stand free so that the seat is not
urinated on. Just raising this bar an inch or two would solve
the problem.
Imagine the concern of anyone male or female having to
use a seat that you know has been urinated on, innumerable
times. Who knows how many risk getting infected with a
STD or such. Health laws of the state, county and city
should be a guide to help in this matter.
Two other concerns, the toilet tissue dispensers are
located so low it is hard to get tissue out of them. Also many
times their is no tissue. Individual users can carry their own.
The big concern is sanitation, especially when women are
concerned, as they have no alternate.
Thank you for letting me raise this concern. I am sure
the female users will ever be grateful to you, if the problem is
corrected.
