WELD COUNTY COUNCIL
November 3, 1976
The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 401 N. 15th Avenue, Greeley,
Colorado, on Wednesday, November 3, 1976 at the hour of two o'clock.
ROLL CALL: The meeting began with an invocation by President John T. Martin.
On roll call the following were present:
President John T. Martin
Vice President Nancy Clark
Councilman Floyd Oliver
Councilman Bob E. White
Councilman Robert Martin
Also present: Secretary Bonnie Hickman and two members of the press.
MINUTES: The minutes of October 20 were approved unanimously by motion of
Floyd Oliver and seconded by Nancy Clark.
The October 29 Special Session minutes were reviewed. Bob White made
a motion, seconded by Floyd Oliver, to approve them with the correction
added. Correction is inserted on page two, after the seventh paragraph -
"The item by item deliberation was stopped due to the time element.
Only items #01801 through #01816 were discussed. "
REPORTS Bob White made a motion to dispense with the reports and move on to
old business. Floyd Oliver seconded the motion and motion carried.
COUNTY BUDGET: Bob White stated that the General Fund budget has increased
204% since 1971, making a 34% average increase each year and that this
year's increase is quite a bit less than past increases. He stated
a concern to see priorities identified in Weld County.
Nancy Clark referred to the November 3rd memo received from the
Commissioners in which they listed several suggested budget cuts
amounting to $237,355 making an 8% increase in the total budget. She
felt these cuts were too drastic and placed strain on certain depart-
ments.
Bob Martin made a motion to accept the budget, amended by Bob White to
accept the budget with an 8% increase of ad volorem taxation in the
General Fund. Floyd Oliver seconded and motion carried. The Council's
decision was not based on the cuts specified in the November 3rd memo,
but only than an 8% increase be approved and that the budget was
sufficient to cover all justified needs. Nancy Clark suggested that
the Commissioners look at the whole budget again and perhaps make cuts
in all departments instead of the few specified in the memo.

Bob White made a motion that the following statement be sent to the
Commissioners along with the motion to accept the budget. Second by
Floyd Oliver and carried. "The eight percent increase in the 1977
General Fund is the percentage increase that the County Council feels
is an acceptable amount. The County Council thinks the November 3rd
proposed cuts were too drastic in some areas. We hope the Board of
Commissioners will re-evaluate the total budget and find areas that
can be decreased without creating a burden or hardship on any particular
department or person. The County Commissioners are elected as full-
time officials with the direct responsibility of managing the County
affairs and establishing the Weld County budget. The Council has
confidence that you will carry out this task. "
CORRESPONDENCE: The Council received a Notice of Entry of Judgement involving
the Home Rule Charter suit. The District Attorney reported that the
Plaintiffs will not appeal this judgment and that the judgment as
rendered by Judge Behrman is now final.
ELECTION: Nancy Clark suggested investigating the problems incurred in the count-
ing of the November 2nd ballots. Bob White felt it was a disgrace how
the election ballots were handled. Councilmembers suggested meeting
with the Clerk and Recorder, Mary Ann Feuerstein, the Deputy of Elections,
Wanda Hughes and the Director of Data Processing, Leon Dlug. Nancy Clark
made a motion that John Martin contact these people and set up a joint
meeting and notify the Council. Floyd Oliver seconded the motion and
it carried unanimously.
There being no further business, the meeting was adjourned by the president.
