Dear Mr. and Mrs. Charf,
Thank you for contacting the Board of County Commissioners with your concerns. The Commissioner's
office forwarded your concerns to the Department of Planning Services and the County Assessor's Office.
I write to you today to clarify the 2019 Real Property Notice of Valuation (NOV) from the Assessor's
Office and to explain the property valuation process for your new building.
Every other year our office revalues all property in the county as required by state law. The value of
$389,899 reflected on your 2019 NOV represents the value of your property as of 6/30/2018. The
increase of $87,384 reflects the change in value over two years. This change is a result of the robust
economy in Weld County and the fact that there has been a significant rate of appreciation on sales
prices of homes.
The value of your new building is not included in the 2019 NOV because the building was not in
existence on 1/1/2019. An appraiser from our office will come to your property to review the
characteristics of your new building and then will determine the value based on those characteristics.
We will not use the building permit value to determine the assessed value. Once the assessed value is
set we will be more than willing to share that value with you. You will also receive a new Notice of
Valuation from us in May of 2020. If you disagree with the value you will have the right to appeal.

Thank you for contacting the Board of County Commissioners with your concerns. The Commissioner's
office forwarded your concerns to the Department of Planning Services and the County Assessor's
Office.
On behalf of the Department of Planning Services, I would like to take this opportunity to explain our fee
structure. Steel Structures of America, Inc. submitted a building permit on your behalf for a 3,150 sq.ft.
private garage. The type of construction is "wood frame".
The Building Department assesses fees based on the square footage of the building and not the cost of
the job. The unit cost from the County's fee table is $25.50 multiplied by 3,150.00 (sq. ft. of building).
This results in a total valuation of $80,325.00. The building permit fee is determined using a sliding scale.
The actual building permit fee based on the valuation is $768.50.
Following review of the building permit records we correctly determined the valuation and assessed the
correct fee. Should you have any questions don't hesitate to contact me.

I hope you will take time to read my letter. My husband and I have lived in
Weld County since 1970, our home was built in 1970. We are both almost
80 years old and have saved money for the last 15 years to put up a pole
shed.
To our amazement when we got a copy of the building permit, which was
extremely high, the total valuation on it from Weld County was $80,325.00.
The building is costing us $53,000. The building company is charging us
$16.83 per sq ft and Weld Co is charging $25.50 a sq ft. When we called the
building company, they said they have never had a customer tell them their
valuation went up that much more than the building itself. I called the Dept
of Planning and the Assessor's offices and were told this is what the County
Commissioners passed as the rate.
This pole shed has no windows, no cement, it is all dirt floor, no electricity,
no utililties. We just received a few months ago our new property valuation
for 2019 and it jumped $87,384, this is a total of over $167,000 in valuation.
We didn't come up there and complain about the increase of $87,384, but
this increase on a pole shed we could finally afford is very unfair. The
builders said wow, maybe we should increase our rates as we are already
marking everything up to our customers and still making money.
Why is the valuation not based on what you are actually paying for
something?
I am sending you copies of our 2019 valuation which shows our legal
property address, the contract with the building company, copy of the
valuation on the building. The building company said if you need anything
else to show it is just a pole shed they will be happy to furnish it.
We voted for you Barbara because you have done a great job for southeast
weld co. Even though our address is Fort Lupton, we are closer to Hudson
and Keenesburg.
