REMARKS: Food Stamp coupon issuance increased by 20% over the prior month of December,
1978. 2,039 households purchased Food Stamps in December while 2,452 were issued stamps
in January,1979. This increase was due to Food Stamp rule changes that eliminated Food
Stamp purchase requirements.effective January. Eligible households were required before
to pay for approximately two-thirds of the Food Stamp coupon value. Under the new rules,
households simply receive the one-third or "bonus" value in coupons. For many low-income
and public assistance households, the requirement to "purchase" the stamps served as a
barrier to participation in the program.
