RE: APPROVE JOINT APPLICATION WITH SRC ENERGY FOR FINAL RECLAMATION
CONSULTATION AND AUTHORIZE CHAIR TO SIGN - COLORADO OIL AND GAS
CONSERVATION COMMISSION (COGCC)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Joint Application with SRC Energy for
Final Reclamation Consultation between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Buildings
and Grounds, and SRC Energy, to the Colorado Oil and Gas Conservation Commission
(COGCC), commencing upon full execution of signatures, with further terms and conditions being
as stated in said joint application, and
WHEREAS, after review, the Board deems it advisable to approve said joint application,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Joint Application with SRC Energy for Final Reclamation Consultation
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Buildings and Grounds and SRC Energy, to the
Colorado Oil and Gas Conservation Commission (COGCC), be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said joint application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 14th day of January, A.D., 2019.

Subject: LNG Site - COGCC Reclamation
Weld County has a LNG Fuel site located at 1755 Holly Avenue, Greeley. At this site, SCR Energy has
closed its oil site and removed all equipment.
As part of the process, they need to reclaim the surface back to original through the COGCC
requirement.
Since we are using the site as an LNG fueling location and have imported materials (crushed asphalt)
which changed the area's use from the time it was originally constructed, the reclamation would be
problematic for both parties.
There are methods to initiate a variance, so they can provide to COGCC for consideration and to allow
closeout of the site.
The first step for requesting a variance would be to sign the attached document which requests a
variance as described through simple leveling of the site. If approved by COGCC, the official variance
documents for signature would come later.
Buildings & Grounds is recommending approval of pursuing this variance request.
