RE: MODIFYING THE COST ALLOCATION FORMULA FOR USERS OF THE WELD
COUNTY REGIONAL COMMUNICATIONS CENTER - EFFECTIVE JANUARY 1, 2020
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the County operates the Weld County Regional Communications Center
(WCRRC) for the dispatching of emergency calls for public safety agencies in Weld County, and
WHEREAS, pursuant to existing Users' Agreements, the users have agreed to pay a
portion of the cost of operating the WCRCC and Weld County pays the remainder, and
WHEREAS, the in the last two years the way ambulances have been dispatched through
the WCRCC has changed, and there is an inequity in the way various fire districts are paying for
the dispatch services, and
WHEREAS, the Communications Advisory Board and Board of County Commissioners
asked a task force made up of users to study the WCRCC user fee structure as a result of the
changes in ambulance dispatching, and
WHEREAS, the task force made a recommendation to change the user fee formula,
effective January 1, 2020, to the Communications Advisory Board to increase the user fee to fire
agencies to 40% starting in 2020, and to phase in the user fee increase for law agencies by
charging 25% in 2020, 32.5% in 2021, and 40% in 2022, and
WHEREAS, the Communications Advisory Board on May 21, 2019, approved the
recommended user fee formula changes and recommended the Board of County Commissioners
adopt the new WCRCC user fee formula structure, effective January 1, 2020, and
NOW, THEREFORE, BE IT RESOLVED by the Board of Weld County Commissioners
that the recommended WCRCC user fee formula changes effective January 1, 2019, to increase
the user fee to fire agencies to 40% starting in 2020, and to phase in the user fee increase for law
agencies by charging 25% in 2020, 32.5% in 2021, and 40% in 2022, be, and hereby are, adopted.
