The City understands that this application went through sketch plan review last year. Based on the materials, it looks like the applicant proposes to construct several buildings on the parcel for mini warehouse and self -storage. While this property is within the CPA and adjacent to the City of Longmont's current municipal boundary, it is not within our Longmont Planning Area (LPA), Consequently, the City would not be interested in pursuing annexation at this time. We will likely provide detailed comments on future applications. As you know, the City owns a trail easement on the north end of this property. The development of this property has significant impacts to Longmont with respect to the alignment of the St. Vrain Greenway and the future planned connection to St, Vrain State Park; we can provide maps showing the overall vision for this regional system, if you'd like. As this is such an important trail connection for this regional trail we would suggest that a meeting to discuss alternatives be held with the property owner, the City, and the County. Noise and Vibration Beyond construction, noise and vibration impacts will be negligible or non-existent. 2. Smoke, Dust and Odors Aside of construction activities, no smoke dust or odor impacts will exist with the Project. Heat, Light and Glare N o heat or glare impacts will be realized. Light impacts will be extremely minimal as site lighting will largely consist of building mounted lighting. 4. Visual/Aesthetic Impacts Appropriate architectural and landscaping detail will enhance the visual impact of the Project. Impacts will be minimal due to Boulder Creek to the south and east, industrial uses to the west, and vacant Ag land to the north. Additionally, the setback from Highway 119 is substantial and so will minimize visual impact to passing traffic. 5. Electrical Interference N o improvements or operations on the site will create electrical interference issues. 6. Water Pollution N o improvements or operations on the site will create water pollution issues. An onsite water quality facility is part of the Project to comply with stormwater quality regulations. 7. Wastewater Disposal Wastewater disposal will be limited to the sanitary sewer service required for the office/residence and will be serviced by St. vrain Sanitation District. 8. Wetland Removal No wetlands are present on the site nor impacted by the Project. 9. Erosion and Sedimentation Erosion and Sedimentation Control plans will be prepared for construction activities and permanent stabilization to comply with local, state and federal regulations. A permanent onsite water quality facility is part of the Project to comply with stormwater quality regulations. Required permits for grading and erosion/sediment control will be obtained. 10. Excavating, Filling and Grading Earthwork activities will be according to approved plans for the site development and will be employed in conjunction with the required permits for Erosion and Sediment Control as discussed above. 11. Drilling, Ditching and Dredging N o drilling, ditching or dredging activities are proposed with this Project. 12. Air Pollution N o air pollution impacts will be realized beyond construction activities, which will be contained in accordance with local, state and federal laws for air pollution (ADEN) permit control during construction. 13. Solid Waste Solid waste will be limited to domestic trash which will be handled via onsite dumpsters and serviced by a local waste management company. 14. Wildlife Removal N o wildlife appears to be present onsite. 15. Natural Vegetation Removal N o substantial natural vegetation will be removed with this Project. Ground clearing of native grasses and weeds will be required. 16. Radiation/Radioactive Material N o radiation/radioactive materials are a part of this Project. 17. Drinking Water Source Drinking water will be provided via a domestic water service from Left Hand Water District 18. Traffic Impacts Self -storage projects are a very low -impact traffic generating land use. A Traffic Letter has been prepared and submitted with this PUD application. B. Service Provision Impacts 1. Schools As an industrial Project, no school impacts are realized with the development. . Law Enforcement Law enforcement requirements for self -storage projects are very minimal. The property is served by the Weld County Sheriff's Department, the nearest office for which is very near the site in the vicinity of 1-25 and WCR 24. 3. Fire Protection Adequate access, water main extensions and fire hydrants are proposed with the Project to serve the need for fire protection. Proper access into buildings will be designed as part of the building permit applications for each applicable building as emergency/fire access may be required. Mountain View FDP Station No. 1 is directly west of the project which allows for immediate response times. 4. Ambulance Mountain View FDP Station No. 1 is directly west of the project which allows for immediate response times for medical emergencies onsite. S# Transportation No roads are proposed with this Project. 6. Traffic Impact Analysis A Traffic Letter has been prepared with this P U D application. 7. Storm Drainage A Phase II Drainage Report has been prepared with this PUD application for analysis of the onsite flows, detention/water quality requirements and discharge impacts. 8. Utility Provisions All utilities exist within the vicinity of the Project, including telecom, electrical, gas, water and sanitary sewer. 9. Water Provisions A Will -Serve Letter from Left Hand Water District is included with this PUD application. 10. Sewage Disposal Provisions A Will -Serve Letter from St. Vrain Sanitation District is included with this PUD application. 11. Structural Road Improvements Plan No roadways are proposed with this Project. C. Landscaping Elements 1. A landscape plan has been prepared in conjunction with this PUD application. A variety of plantings and ground cover treatments have been applied to the site to buffer, enhance and visually soften the proposed development to public view. The tremendous amount of topography adds interest to the landscape plan and finished terrain. Maintenance and management of landscaping installations will consist of regular mowing, weed treatments, pruning/trimming and watering via a designed irrigation system. Landscaping materials will be including in the Improvements Agreement for the Project. Irrigation will be provided via tap from Left Hand Water District. D. Site Design 1. The Project site is topographically fairly steep, which allows for varied height buildings which creates visual interest and opportunity for more efficient site utilization through the employment of some 2 -story structures within the Project. The Project is consistent with the Comprehensive Plan and the goals and policies of Industrial Development as existing facilities are adequate, impact is low, and compatibility with the surrounding uses is high. The project use is the only use proposed within the PUD zone district, and hence compatibility with other uses in the PUD zone district is not applicable. The PUD rezoning will be compatible as an I -1/C-3 property with the surrounding industrial and commercial uses to the west, the vacant Ag land to the north, and Boulder Creek to the east. A cell tower site exists at the southern portion of the property, which will remain in place and is a compatible use with the self -storage proposal. 4. No conflicts are anticipated with surrounding land uses, due to the compatible nature of the self -storage use with the area and the low -impact nature of the self -storage use. 5. The site is not located with a Flood Hazard, Geological Hazard or Airport Overlay District. E. Common Open Space Usage No common open space is a part of nor affected by this Project. F. Proposed Signage Proposed signage will consist of building mounted signage and required site signage such as stop signs, fire lane signs and accessible parking signs. G. RUA Impacts Again, due to the low -intensity of a self -storage development, RUA impacts will be minimized through application of the PUD development standards. FI. Intergovernmental Agreement Impacts As a single use, low -impact Project with utilities and services available in the vicinity, no IGA impacts are anticipated by the development. Responses to the sketch plan phase from Longmont and Firestone were of "no comment". Responses to the Notice of Inquiry► Forms from Longmont, Firestone and Mead were of no interest in annexation of the property. Greg S. Kelly Registered Professional Engineer State of Colorado No. 15813 2 Date PRELIMINARY DRAINAGE REPORT LONGMONT SELF STORAGE I. GENERAL LOCATION AND DESCRIPTION A. Location 1. Northwest /4, Section 8, Township 2 North, Range 68 West' 2. East of intersection of County Road 5 and Vista View Drive, south of intersection of County Road 5 and State Highway 119. 3. The confluence of St. Vrain Creek and Boulder Creek is immediately east of the site. 4. The site is surrounded on three sides by City of Longmont. The development to the west consists of the City of Longmont Police Department firing range and the Mountain View Fire Protection District fire station. B. Description of Property 1. Site area is 6.624 acres. 2. The site is covered with a few trees, bushes, native grasses and weeds. Per the NCRS Soils Report (copy in report appendix), the site is comprised of Ascalon Loam (Hydrologic Soil Type B), Bankard sandy loam (Hydrologic Soil Type A) and Cascajo gravelly sandy loam (Hydrologic Soil Type A). 3. The major open channels are St. Vrain Creek and Boulder Creek located on City of Longmont property. 4. The proposed development will be a self -storage facility with an office/manager's residence, 9 self -storage buildings totaling 87,900 square feet and access drives with parking/loading areas and landscaping. There is an existing cell phone tower and building on the far southern corner of the site. 5. There are no known irrigation facilities within 200 feet of the site. 6. Groundwater was not encountered in any of the twelve boring holes drilled by H -P Kumar in March of 2017. II. DRAINAGE BASINS AND SUB -BASINS A. Major Basin Description 1. There are no known Weld County Master Drainage Plans covering these two drainageways nageways adjacent to the site. 2. These major drainage basins encompass very large acreages running into the mountains. As such, they are subject to high spring runoff flows and flooding during heavy rainfall events. 3. The site is not with a FEMA 100 -year floodplain as shown on Flood Insurance Rate Map Number 08123C1870E included in the appendix of this report. The limits of a special flood hazard area for the City of Longmont shown for planning purposes borders the east side of the site. B. Sub -Basin Description 1. Historically, the drainage patterns on -site are generally from southwest to northeast then down a steep slope to St Vra in Creek. 2. The off -site runoff that could have flowed onto the site have been intercepted by the roadside swales of County Road 5, flowing northerly and around the property. 1 III. DRAINAGE FACILITY DESIGN A. General Proposed Concept 1. Runoff will surface flow from the building roofs and access drives pavement to two low points adjacent to a proposed detention/water quality pond in the northeast corner of the site. At these low points, inlets will capture the flow and it will be conveyed in storm sewer pipes the short distance to the pond. The proposed detention/water quality pond will be designed as an Extended Detention Basin with forebay, low flow channels and outlet structure. Because of the significant fall across the site, it is proposed to have a retaining wall along two sides of the pond. 2. As noted above, there is no off -site runoff entering the site. 3. The proposed drainage patterns will be from southwest to northeast, generally the same as historic. 4. No variances from Weld County Storm Drainage Criteria are anticipated to be requested. Specific Detail 1. Table 5-1 'Feld County Design Storm Rainfall for Longmont was used for the 1 -hour design flow storm depth. These depths are: 2 -year: 1.02 inches 5 -year: 1.46 inches 10 -year: 1.75 inches 100 -year: 2.72 inches 2. Site grading has created 6 sub -basins on the property. These sub -basins are: a. Sub -basin A is most of the southern one-half of the site. Runoff will surface flow to 3 — 5 -foot Type R inlets at Design Point 1. Runoff will then be conveyed to the detention/water quality pond in an 18" storm sewer. b. Sub -basin B is most of the northern one-half of the site. Runoff will surface flow to 2 — 5 -foot Type R inlets at Design Point 2. Runoff will then be conveyed to the detention/water quality pond in an 18" storm sewer. c. Sub -basin C consist of the detention/water quality pond. Runoff combines with the runoff from Sub -basins A and B and flows to the outlet structure at Design Point 3. d. Sub -basin D is along the west side od the site adjacent to County Road 5. Runoff will flow in the roadside ditch to Design Point 4.. e. Sub -basin E is the cell tower site. It will continue to sheet flow off -site and into St. Vra in Creek. 1. Sub -basin F is around the east and north perimeter of the site. Runoff from Sub -basins A, B, C and D will flow to an Extended Detention Basin facility for flood storage and water quality. The basin will contain a WQCV of 014 acre feet or 6,100 cubic feet. The 10 -year volume will be 0.64 acre feet or 28,100 cubic feet. The 100 -year detention volume will be 1.18 acre feet or 51,400 cubic feet. Discharge from the pond will be controlled by an outlet structure with the WOG/ and 10 -year runoff being controlled by a flow control plate, and the 100 -year discharge being controlled by an orifice plate. The discharge, per county regulations, will be no greater than the 5=year historic flow. The flow is calculated at 1.2 cfs. 4. The main drainage problem encountered on site is created by the excessive fall across the site. The problem created the need to contain the detention/water quality pond within a retaining wall along the east and north sides of the pond. 5. Maintenance access will be provided to the bottom of the detention/water quality pond via a gravel path. Page 1, section I I.A.2 of the report indicates that the drainage basins flow into the mountains. This seems to be an error. 7. Page 4 of the report references the 2012 Weld County Engineering and Construction Criteria Manual. This is out of date. Please update this reference to the 2017 Weld County Engineering and Construction Guidelines. 8. The runoff coefficients used are for type C/D soils. The site is 2/3 A soils and 113 B soils. Please use one of these types of soils for the calculations. 9. After meeting with the Department of Planning Services, the Town of Frederick, City of Longmont and Town of Mead will be required to be contacted by the applicant per the Coordinated Planning Agreements delineated in Chapter 19 of the Weld County Code. Evidence that the notification requirements of Chapter 19 of the Weld County Code for these municipalities have been satisfied will be required before the change of zone application can be processed. A pre -application meeting was held with the Department of Planning Services on November 8, 2018. The Notice of Inquiry (NOl) Forms for Longmont, Mead and Firestone were discussed as requirements to be completed prior to submitting the Change of Zone application. Additionally, we have sent and NOI form to Frederick per the 10-15-17 comment letter. The PUD Change of Zone application shall delineate the proposed zone district for the use. As the site is located adjacent to an existing PUD (Vista Commercial) that allows I-1 (Industrial) uses, staff recommends that the applicant delineate the PUD for I-1 Industrial uses (as storage is allowed in the I-1 zone district) on the change of zone application. The PUD Change of Zone application delineates the proposed zone district to include I-1 land uses. Unless otherwise requested, the proposed lots would be bound to adhere to the respective zone district requirements, including setback, offsets and building height. Easements shall follow rear and side lot lines whenever practical and shall have a minimum total width of twenty (20) feet apportioned equally on abutting properties and, where front line easements are required a minimum of fifteen (15) shall be allocated as a utility easement. The proposed single lot will adhere to the zone district requirements. Easements will be delineated and dedicated as appropriate with the Final Plan application. LAND USE REFERRAL COMMENTS The Department of Public Health and Environment, in their referral dated 9/18/2017, indicated that the application has not satisfied Chapter 27 of the Weld County Code regarding water service and Chapter 24 of the Weld County Code regarding sewer service. Documentation was not provided from Left Hand Water District and St. Vrain Sanitation District indicating that water and sewer service can be provided to the property. Will -serve letters for both the Left Hand Water and St. Vrain Sanitation Districts are included in this Change of Zone (COZ) application. Prior to proceeding to the next process, written evidence of water agreements will be required. Appropriate documentation shall be provided which indicates not only that taps are available, but provide assurances that these connections will be made. The style of assurance may take several forms, however pre -purchase of taps, line extension agreements, tap service agreements, or another form of "participation agreement" will be acceptable. The agreements shall be approved by the Weld County Attorney's Office prior to submitting the Change of Zone application. A will -serve letter has been obtained from Left Hand Water and is included with the COZ application. 2 Longmont Self Storage PUD Response to Sketch Plan Comments December 20, 2018 Prior to proceeding to the next process, written evidence of sewer agreements will be required. A Will Serve Letter has been obtained from St. Vrain Sanitation District. Additionally, the development guide components (including environmental impacts will need to be addressed in the change of zone application. The development guide addresses all required concerns, including environmental impacts. The applicant shall contact all referral agencies and provide written documentation indicating that their concerns have been addressed to the satisfaction of each referral agency. Subsequent submittals associated with this proposed PUD must address all issues discussed above, as well as the questions and concerns of the following referral agencies: Weld County Department of Public Works - No response received. I review of your comments, I do not see anything that would preclude us from moving forward except the "will -serve" letter from Left Hand Water District (attached for your records). We are aware of the NPDES and storm water management permitting and requirements during construction, which will be prepared and coordinated during the site permitting processes with the County.
