RECORD OF PROCEEDINGS
MINUTES OF A MEETIMc WITH THE
BONED OF PUBLIC WELFARE IN MELD COUNTY
The meeting convened at 11:50 a.m. on Wednesday, August 1, 1973. This meeting re-
placed the regularly scheduled July 25 meeting, since two of the commissioners were
in meethes in Dallas, Texas. Those present were Mr. Glenn K. Billings, Chairman of
the Board, Mr. Harry S. Ashley and Mr. Roy Moser, Board members, Mr. Barton Buss,
Chief Financial Officer for Weld County, We. Eugene McKenna, Department of Social
Services Director, and Mrs. Roberta Hermansen, secretary to Mr. McKenna.
The first agenda item presented was the June, 1973 Caseload Status Report. June
activity continued to show a stabilised or decreasing public assistance caseload
except for Food Stamps. The downward trend for regular public assistance categories
began in January. Food Stamp activity is still brisk but appears to have reached a
plateau at this time. Mr. McKenna stated that keeping the Food Stamp office open
additional hours on Monday (from 4:00 p.m. to 8:00 p.m.) was not getting much business.
He asked that this be continued through August and then reassessed.
Regarding office equipment and furniture for the new social services department build-
ing, Mr. McKenna asked for some indication as to what the Board's feelings in this mat-
ter would be. Mr. McKenna stated that he has written a letter to the State Department
asking, in addition to the 1 per cent of administrative costs which can be granted for
equipment and reimbursed 80 per cent to the county, that consideration be given for an
additional sum of money as there will be many pieces of furniture needed for the meet-
ing roc., conference roam, lobby, etc. The Board indicated this would be considered
and asked Mr. McKenna to furnish them with a list of necessary equipment and then per-
haps bids could be let for this equipment.
Mr. McKenna called the Board's attention to the fact that as of July 1, 1973 the Weld
County Department of Public Welfare is now the Weld County Department of Social Ser-
vices (House Bill 1003) .
Mr. McKenna stated that he still has not heard from the State Department about getting
additional reimbursement for child support monies recovered by the county. The At-
torney General will be giving his opinion as to when this will start and how it is
to be paid.
Mr. McKenna informed the Board that William Brewster Johnston has been hired as an
Employment Counselor to begin with the Department August 7.
Mr. Clyde Clarkson, who has been employed as a Caseworker in the Department since
1945, retired July 31, 1973.
• There will be a formal groundbreaking ceremony for the new social service department
building sometime after August 8. Mr. Billings will notify Mr. McKenna of the date.
Mr. Buss stated that so far $423 has been incurred for picking up and dumping trash
at the site of the new building. He felt this expense should be incurred by the
social services department. Mr. McKenna stated that he would like written authorisa-
tion from the Board directimi9 him to pay this from administrative costs. Mr. Billings
asked that this be postponed until we have the total cost.
There being no further business, the meeting adjourned at 12:30 p.m.
