Bose, Secretary Re: Cheyenne Connector Pipeline Project Docket No. CP 18-102-000 Dear Chairman and Commissioners: Two industries — agriculture and oil and gas — are instrumental in fueling our economy in Weld County. Weld County traces its agricultural roots back to the 1890s, and since about 1969 the county has consistently ranked among the top 10 agricultural counties in the nation. Over the years, the oil and gas industry has proven it can work cooperatively with our local landowners. The folks at Cheyenne Connector are no exception. Recently, Cheyenne Connector entered into voluntary settlement agreements granting rights -of -way and/or other land rights with many Weld County landowners. I've heard from many landowners that those agreements achieve fair and reasonable resolution to the issues of valuation and, more importantly, provide local landowners with much needed certainty regarding their agricultural operations. In addition, the Board of County Commissioners recently issued Cheyenne Connector a Use by Special Review permit. The Weld County Commissioners respectfully urge the Commission to issue an order granting the project a certificate of public convenience and necessity as soon as possible. Adhering to the project timeline proposed by Cheyenne Connector not only ensures that this valuable natural gas infrastructure is placed into service on schedule, but even more important it provides agricultural landowners assurance that construction activities will be limited to a single growing season. Any further delay in issuing Cheyenne Connector's certificate may cause construction activities to occur during next year's growing season as well, which could result in unnecessary disruption and hardship to local landowners. We appreciate the Commission's thorough evaluation of this project and consideration of this request.
