Conway Commissioner Scott K. James - EXCUSED Commissioner Steve Moreno Also present: Acting Clerk to the Board, Selena Baltierra Assistant County Attorney, Bob Choate Planning Services Department representative, Chris Gathman Public Works Engineer representative, Evan Pinkham Health Department representative, Lauren Light The following business was transacted: hereby certify that pursuant to a notice dated March 19, 2018, and duly published March 22, 2018, in the Greeley Tribune, a public hearing was conducted on May 9, 2018, and then subsequently continued to August 8, October 17, January 30, 2019, and again to February 11, to consider the request of WETCO Farms, Inc., c/o Brett Bloom, for a Site Specific Development Plan and Use by Special Review Permit, USR18-0001, for any use permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or Industrial Zone Districts (sale of construction equipment, miscellaneous equipment and trucks and trailers, vehicle modification and dismantling of wrecked vehicles and sale and/or recycling of dismantled vehicle parts) provided that the property is not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling subdivisions. This proposed USR also includes a requested waiver from the weld county sign requirements delineated in Chapter 23 of the Weld County Code to allow one (1) ninety (90) square -foot freestanding sign that is twenty-eight (28) feet in height and one (1) one -hundred (100) square- GG PLCGC�/TP), Pub( E.P). On February 11, 2019, Bob Choate, Assistant County Attorney, made this a matter of record. El Chair Kirkmeyer explained there was not a quorum on January 30, 2019; therefore, the hearing was post-poned to February 11, 2019, when a quorum could be present, so public notice could be given, to continue to a day when Chair Kirkmeyer, Commissioner Moreno, and Commissioner Conway will be present. After discussion between the Board, staff, and the applicant's representative, Bill Hughes, it was decided to continue to March 6, 2019. Commissioner Moreno moved to continue the request of WETCO Farms, Inc., do Brett Bloom, for a Site Specific Development Plan and Use by Special Review Permit, USR18-0001, for any use permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or Industrial Zone Districts (sale of construction equipment, miscellaneous equipment and trucks and trailers, vehicle modification and dismantling of wrecked vehicles and sale and/or recycling of dismantled vehicle parts) provided that the property is not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling subdivisions, in the A (Agricultural) Zone. This proposed USR also includes a requested waiver from the weld county sign requirements delineated in Chapter 23 of the Weld County Code to allow one (1) ninety (90) square -foot freestanding sign that is twenty-eight (28) feet in height and one (1) one -hundred (100) square -foot wall sign, to March 6, 2019, at 10:00 a.m., to allow the matter to be heard by a quorum of the Board on a day when the applicant's representative could be present. The motion was seconded by Commissioner Conway, and it carried unanimously. There being no further discussion, the hearing was completed at 9:32 a.m. This Certification was approved on the 13th day of February, 2019.
