HomeMy WebLinkAbout20191996RESOLUTION RE: APPROVE APPLICATION FOR TITLE XX TRAINING GRANT FUNDS AND AUTHORIZE DIRECTOR OF THE DEPARTMENT OF HUMAN SERVICES TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for Title XX Training Grant Funds from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Division of Child Welfare, commencing upon full execution of signatures, and ending May 31, 2020, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. This application was released by the State on April 30, 2019 (MI - 017 -2019-0022). 0 The Department explored multiple ideas with the State and the State rejected all of them. The Department regrouped and proposed the foiowing Request Board Approval of the Department's Title XX Application submission with Director signature (attached) The Department is applying for a total of $13,460.00 ($10,768.00 in Title );C grant funds, as well as a required County match of 20% which equals $2,692.00). Each county receiving funds must document a 20% match of the total budget. The project timeline is July 1, 2019, through May 31, 2020. Funds will be distributed by July 1, 2019, if awarded. The training descriptions are noted below, and as well as the associated budget. Trust Based Relational Intervention® (TBRIW) m Professionals who complete this training will be recognized as TBRI® practitioners and will be authorized to train the TBRI 4 caregiver training to others. With this certification, Weld County will have the capacity to offer TBRI 4D caregiver training to all existing Weld County foster, kinship and adoptive families. In the future, this will also enable the Department to provide TBRI® trainings to additional families, county stag schools, churches and other community organizations, to help build a support network of trauma informed caregivers who are equipped to meet the needs of children in our community who have experienced trauma. Lolina Inc — The goal of this training is to learn about communication, learning styles and leadership styles to best assist in the development of each manager and administrator to perform at the highest level within the Child Welfare division. All training that supports Title XX program goals is considered eligible training (Title XX Social Services Block Grant Program, Section 10). BACKGROUND AND NEED Legislation signed into law on January 4, 1975, established Title XX of the Social Security Act. This is a capped entitlement program designed to give maximum flexibility to the States in designing their social services programs. The program includes public participation planning requirements, limitations on the use of funds for certain activities, and certain eligibility requirements. Funds are allocated to the States on the basis of population. The Title XX Program provides assistance to States to enable them to achieve a wide range of social policy goals, which include preventing child abuse, increasing the availability of child care, providing community based care for the elderly and disabled, and preserving, rehabilitating or reuniting families. In addition to supporting social services, the law allows States to determine whether their allotment is used for staff training, services, or administration. This includes personnel training and retraining directly related to the provision of child welfare services. Under the Title XX Program, each State is required to submit a report to the Secretary of Health and Human Services on the intended use of its funds. The Family Support Act of 1988 (Public Law 100-485) requires each State to submit an annual report containing detailed information on the services actually funded and the individuals served through Title XXfunds. PROGRAM OBJECTIVES The program strives to meet the counties unique training needs that are not currently offered through the Child Welfare training system or the State program staff. The Title XX Program provides assistance to States to enable them to furnish services directed at one or more of the following goals: 1. Achieving or maintaining economic self-support to prevent, reduce, or eliminate dependency; 2. Achieving or maintaining self-sufficiency, including reduction or prevention of dependency; 3. Preventing or remedying neglect, abuse, or exploitation of children and adults unable to protect their own interests, or preserving, rehabilitating or reuniting families; 4. Preventing or reducing inappropriate institutional care by providing for community - based care, home -based care, or other forms of less intensive care; and 5. Securing referral or admission for institutional care when other forms of care are not appropriate or providing services to individuals in institutions. This Request for Application supports training that achieves the objectives listed in #3, 4, and 5 above. AWARDS & FUNDING The Child Welfare Title XX awards require county departments to use the funds with a primary emphasis on child welfare training activities for county personnel according to the Title XX Block Grant Program. • AMOUNT AVAILABLE: Funds will be distributed based on the timely submission of application with clearly demonstrated needs that meet the program goals and evidence that the services aren't offered elsewhere. The application should provide a clear plan/description of services planned to meet the needs, a commitment to evaluate services and a demonstration of capacity and costs that are fair and reasonable. • MATCH: Each county receiving funds must document a 20% match of the TOTAL spent. The match must be programmatically relevant, contain no federal funds, and cannot be reported as match elsewhere. In -kind match (like pro bono training) isacceptable. • FEDERAL PURCHASING REQUIREMENTS/CONDITIONS OF SUB-RECIPIENTAWARD: o Sub -recipients are subject to the provisions of 45 CFR Part 92 and OMB Circular A-133 (Audits of States, Local Governments and Non -Profit Organizations, including the audit requirements of the Single Audit Act of 1984 (P.Law 98-502)). If the sub -recipient is a non- profit organization, you are also subject to the cost principles at OMB circular A- 122. o No funding under this program shall be used to support inherently religious activities. o Funding may not be used to support lobbying activities to influence proposed or pending Federal or State legislation or appropriations. o Section 507 of PL 103-333, the "Departments of Labor, Health, and Human Services, and Education, and Related Agencies Appropriations Act of 1995", apply to the use of these funds: "It is the sense of the Congress that, to the greatest extent practicable, all equipment and products purchased with funds made available in this Act should be American -made". o No organization may participate in this project if that organization has been debarred, suspended, or otherwise found to be ineligible for participation in Federal assistance programs under E.O. 12549, "Debarment and Suspension". o Smoking is not permitted in any portion of any indoor facility owned or leased or contracted by an entity and used regularly for the provision of health, day care, education, or library services to children under the age of 18, if the services are funded by Federal programs, whether directly or through State or local governments. Federal programs include grants, cooperative agreements, loans and loan guarantees, and contracts. The law does not apply to children's services provided in private residences, 2 facilities funded solely by Medicare or Medicaid funds, and portions of facilities used for inpatient drug and alcohol treatment. • DISCLAIMER: o Recipients of grant funds assume all responsibilities related to price negotiations, contracting, and resolving issues with vendors. Recipients are expected to determine that all costs are allowable, reasonable, and necessary prior to charging thegrant. Measurable Objectives & Reporting: Detail the outcomes you expect to see, and how they will be measured, including baseline measurements for comparison, if applicable. • Describe your strategies for supporting the transfer of learning. • DCW is available to provide technical assistance to help identify and measure outcomes. C. Project Timeline and Reimbursement: Counties will be reimbursed for their actual costs via CFMS as incurred (costs cannot be pre -paid). Project timeline runs from July 1st, 2019 through May 31st, 2020. Written notification should be sent to Training Manager or Training and Development Specialist by May 1, 2020 if you will have unused funds to return on May 31st. D. Budget: List the specific training, the training cost, the source of match, and the total amount of match. A template is included but not required for use. Needs Assessment and Description: Weld County is seeking training opportunities for staff that address current and new topics in Child Welfare and Prevention Services, as well as those that involve new initiatives and changes in practice. Every effort is made to provide trainings locally, however, there are two specific training opportunities Weld County would like to offer staff with a goal of providing effective child welfare which will decrease the need for out of home placement and preserve families. Trust -Based Relational Intervention (TBRI•) is an evidenced based Practitioner Training which only available through the Karyn Purvis Institute of Child Development in Fort Worth, Texas. TBRI° is a holistic, attachment focused and trauma -informed intervention that is designed to assist parents in meeting the complex needs of vulnerable children. TBRI offers practical tools for parents, caregivers, teachers, or anyone who works with children, to help those in their care reach their highest potential. TBRI° is taught and utilized across 50 states and 40 countries. TBRI° is currently listed on the California Evidence -Based Clearinghouse (CEBC) registry for Child Welfare and is rated as being "Highly" relevant in the child welfare system based upon the program being designed to meet the needs of children, youth, and families receiving child welfare and post -permanency services. The TBRI program builds on three of the Strengthening FamiliesT" protective factors: parental resilience, social connections and knowledge of parenting and child development. Parents who implement TBRI° at home will be able to help develop their children's social and emotional competence which is also a protective factor. The TBRI® Practitioner Training program consists of two phases, the first is a 10 -week online training course, the second is a 5 -day intensive onsite training at Texas Christian University. Professionals who complete this training will be recognized as TBRI practitioners and will be authorized to train the TBRI caregiver training to others. With this certification, Weld County will have the capacity to offer TBRI• caregiver training to all existing Weld County foster, kinship and adoptive families. In the future, this will also enable Weld County Department of Human Services to provide TBRI° trainings to additional families, county staff, schools, churches and other community organizations, to help build a support network of trauma informed caregivers who are equipped to meet the needs of children in our community who have experienced trauma. Lolina, Inc. is a Professional Consulting firm will provide one-on-one coaching, implementation of the StrengthsFinder assessment and targeted team and leadership development activities for the Child Welfare staff. Weld County has a new team of managers as well as structure. The goal of this training is to learn about communication, learning styles and leadership styles to best assist in the development of each manager and administrator to perform at the highest level to run the child welfare division. There has been much turnover amongst staff and there is a need for more cohesive communication and development of roles across units so that staff and ultimately families can achieve their best outcomes. B. Project Description and Implementation Strategy: Weld County Department of Human Services is requesting funding to send two staff members to the practitioner training, one from the Child Welfare Division and the other from the Prevention Division. This would allow cross -department collaboration in providing ongoing co -training for Weld County kinship, foster and adoptive parents working with the Department of Human Services with the goal of preserving placement and permanency for children who have experienced extreme trauma. The trainings would be offered at least four times a year. In addition, Weld County Department of Human Services is requesting funding to provide Team and Leadership Development training for the Child Welfare division. This Leadership program is a four -step program and will be implemented as follows: Stage 1- StrengthsFinder 34 Theme Sequence for 5 Senior Leaders by June 15, 2019 Stage 2- Initial 3 -hour StrengthsFinder Team Development Retreat w/ prep, travel, set-up & follow-up (9-hrs total) by August 30, 2019. Stage 3- Up to 10 X 1:1 Leadership Coaching Sessions @ 1.5 hrs/session via Zoom (includes prep and follow-up) by December 15, 2019. Stage 4- Follow-up 3 -hour Leadership Team Development Retreat w/ prep, travel, set-up & follow-up (9-hrs total) by December 15, 2019. C. Measurable Objectives & Reporting: Upon completion of the TBRI• Practitioner Training, staff will be able to implement this training with families in an effort to increase caregivers' knowledge of child development and how trauma effects development and can manifest into challenging behaviors. The TBRI• curriculum will provide caregivers practical parenting strategies demonstrated to be effective in parenting children who have experienced trauma. Implementation of the TBRI• curriculum is proven to contribute to improved outcomes in permanency for children who have experienced trauma. Weld County strives to build competent and collaborative Child Welfare and Post Adoption Support systems through continued education, intervention and support for foster, kin and adoptive homes. Placement stability and permanency outcomes will be measured and reported on an annual basis and compared with previous statistics in these areas. In addition, the number of families served through the TBRI• curriculum in Weld County will be tracked and reported on an annual basis. Lolina Inc.'s objectives include increasing the understanding of individual strength themes, identifying more productive and authentic applications of personal strengths, understanding and appreciating other's unique strength themes, increasing awareness of team's strengths distribution and the interplay of strengths, enhancing individuals sense of ownership and investment in programmatic planning and implementation, and improving alignment of individual strengths with commitments to work responsibilities. Lolina Inc.'s leadership program utilizes the Clifton StrengthsFinder 2.0 which will generate a report identifying the unique combination of the individuals' StrengthsFinder 34 Theme Sequence. Each team members Top 10 Strengths will then be plotted on a Team Talent Map for a greater understanding of the strengths of a team. The success of this program will be measured by a decrease in staff turnover as well as Weld County meeting 85% or more of their CFSR measures. D. Sustainability: The TBRI° Practitioner Training is a one-time expense. Once staff are trained, they can provide unlimited training opportunities for foster, kinship and adoptive families in our community.
