The Weld County Department of Public Works has reviewed this PUD proposal . Staff comments made
during this phase of the application process may not be all-inclusive, as other issues may arise during the
remaining application process .
COMMENTS
GENERAL PROJECT INFORMATION/LOCATION
Project description : Amended PUD Final Plan of Vista Commercial Center 2nd Filing (S-416) to vacate the
internal lot lines of Lots 3,4, 7 and 8 of Block 7 . This will result in a single lot. This Amended PUD Final Plan
encompasses a Site Plan Review . Section 23-2- 150. G and 27-8-30.A of the Weld County Code allows for
this request.
This project is south of and adjacent to Vista View Drive and is west of CR 3. 5.
Parcel numbers 131308209008 , 131308209003, 131308209004 & 131308209007.
Access is from Vista View Drive and Skyway Drive .
ACCESS
Weld County Public Works has reviewed the application materials related to access . The applicant is
proposing the use of a new access on Vista View Drive[DAI1 at the northwest corner of Lot 4 and a new
access on Skyway Drive at the southwest corner of Lot 7. The access onto Vista View Drive will be 35 feet
in width and have 60' turning radii . Public Works is requesting that the access onto Vista View Drive be
lined up across from the current property line between Lots 3 and 4 . See picture below. The access onto
Skyway Drive will be 35 feet in width and will have a 50' turning radius on the west side and a 45' turning
radius on the east side. If the turning radii on Skyway Drive cannot be increased to 60' , a variance request
will be required . Signage may be required to limit semi-truck traffic to the access on Vista View Drive.

Per Chapter 12 , Article 5 , Section 12-5-30 , an Access Permit is required for access to Weld County
maintained roadways . We strongly encourage you to discuss your access with Public Works prior to laying
out your site plan to ensure the approved accesses are compatible with your layout. Per Chapter 12, Article
V, Section 12-5-30 . F , when feasible, there shall be no net increase in the number of accesses to a public
road . Minimum access spacing widths are shown in Weld County Code Appendix Table 12A-2 . Please refer
to Chapter 12 of the Weld County Code for more information regarding access .
ROADS AND RIGHTS-OF-WAY
Skyway Drive is a paved local road with 80' of right-of-way, shown on the Vista Commercial Filling II plat,
reception number 2803997. The applicant shall delineate and label on the site map or plat the future and
existing right-of-way (along with the documents creating the existing right-of-way) and the physical location
of the road . Pursuant to the definition of setback in the Weld County Code , Chapter 23, Article III, Section
23-3-50 , the required setback is measured from the future right-of-way line. Be aware that physical
roadways may not be centered in the right-of-way. This road is maintained by Weld County.
Vista View Drive is a paved local road with 80' of right-of-way, shown on the Vista Commercial Filling II plat,
reception number 2803997. The applicant shall delineate and label on the site map or plat the future and
existing right-of-way (along with the documents creating the existing right-of-way) and the physical location
of the road . Pursuant to the definition of setback in the Weld County Code , Chapter 23 , Article III , Section
23-3-50 , the required setback is measured from the future right-of-way line. Be aware that physical
roadways may not be centered in the right-of-way. This road is maintained by Weld County.
Per Chapter 12, Article 4 , Section 12-4-30. B , a Weld County Right-of-Way Use Permit is required for any
project that will be occupying , constructing or excavating facilities within , and/or encroaching upon , any
County rights-of-way or easement. Right-of-Way Use Permit instructions and application can be found at

Weld County will not replace overlapping easements located within existing right-of-way or pay to relocate
existing utilities within the County right-of-way.
TRAFFIC
Latest ADT on Skyway Drive counted 301 vpd with 9% trucks . The 85th percentile speed is 40 mph . Latest
ADT on Vista View Drive counted 593 vpd with 7% trucks . The 85th percentile speed is 41 mph .
The traffic information submitted with the application materials indicated that there will be approximately
100 passenger vehicle daily roundtrips and 3 semi-truck daily roundtrips .
TRACKING CONTROL POLICY
The tracking control requirements are met with the proposed asphalt and concrete pavement.
IMPROVEMENTS AND ROAD MAINTENANCE AGREEMENT
Public Works is requiring an Improvements and Road Maintenance Agreement for damage repairs to
specified haul routes , and proportional share of roadway improvements , [and collateral to cover the

DRAINAGE REQUIREMENTS
This area IS within an Urbanizing Drainage Area : Urbanizing Drainage Areas typically require detention of
runoff from the 1 -hour, 100-year, storm falling on the developed site and release of the detained water at
the historic runoff rate of the 1 -hour, 5-year storm falling on the undeveloped site for URBANIZING areas .
The site is required to comply with the Vista Commercial Master Drainage Plan and provide water quality
treatment to comply with the MS4 requirements. The applicant has submitted a preliminary drainage report.
A Final Drainage Report and Certificate of Compliance is required prior to recording the final plat. Please
see the Drainage Report Checklist for more information .
The ponds for the Vista Commercial Subdivision are currently in violation under ZCV17-00201 for failure to
maintain a subdivision detention pond . This violation case shall be mitigated including a survey and
certification of the ponds prior to approval of the drainage for PUDF19-0004 .
Historic Flows :
The applicants will be required to maintain the historic drainage flows and run-off amounts that exist from
the property.
MS4
This site is located in a Municipal Separate Storm Sewer System (MS4) Area which may trigger specific
water quality requirements or other drainage improvements. In addition to compliance with applicable Weld
County regulations , property owner is required to be compliant with any additional MS4 requirements .
Questions pertaining to the MS4 requirements should be directed to the Public Works Department 970-
304-6496.
GRADING PERMIT
A Weld County Grading Permit will be required if disturbing more than 1 acre . Grading Permit applications
are accepted after the planning process is complete (plat recorded). An Early Release Request Form may
be entertained only after the applicant, Public Works and Planning Department have reviewed the referral
and surrounding property owner comments . The Early Release Request may or may not be granted
depending on referral comments and surrounding property owner concerns. Contact an Engineering
representative from the Public Works for more information .
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre . Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division , 303-692-3575 .
CONDITIONS OF APPROVAL
A. The applicant shall submit a variance request for the turning radii to the site. (Department of Public
Works)
B. An Road Maintenance Agreement for damage repairs to specified haul routes , and
proportional share of roadway improvements , land collateral to cover the improvements to the MS1
. (Department of Public Works)
C . A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required . The final drainage report cannot be
approved until ZCV17-00201 is mitigated and closed out, including a survey and certification of the
Vista Commercial Subdivision drainage ponds . (Department of Public Works)

DEVELOPMENT STANDARDS ( NOTES ON THE SITE PLAN )
1 . The property owner or operator shall be responsible for controlling noxious weeds on the site, pursuant
to Chapter 15, Article I and II, of the Weld County Code. (Department of Public Works)
2. The access on the site shall be maintained to mitigate any impacts to the public road including damages

3. Any work that may occupy and or encroach upon any County rights-of-way or easement shall acquire

Environmental Health Services has reviewed this proposal for an Amended PUD Final
Plan of Vista Commercial Center 2nd Filing (S-416) to vacate the internal lot lines of
Lots 3,4,7 and 8 of Block 7. This will result in a single lot. This Amended PUD Final Plan
encompasses a Site Plan Review. Section 23-2-150.G and 27-8-30.A of the Weld
County Code allows for this request.
The application states that Left Hand Water District will provide water. A letter from the
District, dated May 21, 2019, indicating the property is in their service area was included
in the application.
The application states that Saint Vrain Sanitation District will provide sewer. A letter
from the District, dated May 10, 2019, indicating the property is in their service area was
included in the application.
The Department recommends the following appear as notes on the amended final plat:
1. Water service shall be obtained from Left Hand Water District.
2. Sewer service shall be obtained from Saint Vrain Sanitation District

Dear Mr. Nader
I have reviewed the submitted material pertaining to the site plan for the Russell Coburn property
located north of Skyway Drive and east of Sandstone Drive in Weld County (Case Number: PUDF19-
0004) and shall make the following comments with regard to the plans :
• The total building appears to be about 49, 600 square feet of type II-B construction and protected
throughout with an automatic fire sprinkler system. In accordance with Appendix B of the
International Fire Code, the required fire flow for the building is 2,375 gallons per minute,
measured at a residual pressure of 20 pounds per square inch.
• Fire apparatus access to the building appears to be adequate as indicated on the plans . Fire
apparatus access roads must be designed and maintained to support the imposed loads of fire
apparatus (75,000 pounds) .
• Building construction plans and the final site plan showing a code analysis which includes, the
gross square footage of the building, the building construction type, and occupancy
classification(s) must be submitted to the Fire District for review and approval before building
permits may be issued .
Nothing in this review is intended to authorize or approve of any aspect of this project that does not
comply with all applicable codes and standards . We appreciate being involved in the planning process .
