Questions to USR Questionnaire
Planning Questions:
1. The property is currently being used as a personal residence by John and Patt Wheeler. We
would also like to use the property as the location for Wheeler's Plumbing Heating Cooling Corp.
office location. This is a family business originally owned by John and Patt Wheeler but
currently owned by Jeremiah Wheeler (son) Brian Morris (son in law) and Laura Tripp
(daughter). The detached garage will partially be used for office space and some storage space
will be used with up to 2 of the current 3 parking bays of the garage. The remaining portion of
the garage is to be used by John and Patt as personal use area/parking. The majority of the time
spent on the property for the business will be brief in the mornings and early evenings as the
employees come to and from the office at the beginning and end of the business day. The
majority of the business is done away from the office typically only leaving the office staff on
property during each day.
2. 22-2-10-f land use proposed is to keep the character which respects the agricultural heritage
and traditional agricultural land use of the County, to convert to other use Rural Character in the
Rural character in the County including rural lifestyles, rural -based economies and opportunities
to both live and work in rural areas. The traditionally found landscapes in rural areas and
communities will not be changed.
Section 22-2-20 goal g #2 policy 7.2 We would like to convert the agricultural land to a
commercial use. This can be achieved with the current buildings on property and will not
decrease the ability to accommodate this business function while allowing the home to be used.
3, Section 23-3-40 S Any use permitted as a use by right, an accessory, or a use by special review in
the commercial or industrial zone districts, provided that the property is not a lot in an approved
or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any
regulations controlling subdivisions. PUD development proposals shall not be permitted to use
the special review permit process to develop.
4. The current type of land uses that surround the site are residential homes with some occasional
farming being done on one side of the property (cut and bailing vegetation). The remaining
properties are used as homes. Our business would be minimal impact because the work
preformed is not on site but at customers homes and businesses. The site will be used primarily
as a spot to park trucks and keep typical office work (invoices, bills, computers, book keeping),
and light storage of some sheet metal and parts used in HVAC work. Majority will be stored in
the building to keep appearance clean and in line of other properties. We want to keep the
appearance of a home on site not a business to accommodate the residents of the property.
5. Typical hours of operation are from 8:00 am to 5:00 pm. Monday through Friday. On occasion
an emergency call requires later hours to be worked or outside of normal business hours. This is
on a limited basis and should not be a significant change to traffic noticed by the neighborhood.
6. Currently there are 3 full time owners and 2 full time employees and 1 part time employee. Two
of the owners work full time away from the office as well as the two of the full time employees.
The third owner and the part time employee is typically at the office most clays. We would like
to not expand to more than a total of 15 full time employees outside of the office and no more
than 3 full time employees in the office totaling 18 employees.
7. No shift work is proposed at this time.
8. Beyond the 2 residents John and Patt, typicaly no other people outside of family gatherings and
business employees or owners will be using this site.

10. The lot surface and square footage of each type are as follows: approximately 30 percent is
house or garage, 5% is gravel driveway, 5% is concrete for parking/storage, and remaining 60%
is dirt and grass
11. Currently without changes we can have 14 parking spaces outside of the building and up to 4 in
the garage area. These are to be used by the home owners as well as the business. There is
room for more spaces on side of garage if more parking is required. All parking spaces allow for
enough room and accessibility to allow an ADA employee access without problems or
complications.
12. Landscaping for the site includes the natural vegetation on the west of the home. Some asphalt
rock is used to give structure to the driveway entrance and help prevent drainage issues. The
driveway makes up the south side of the site up to just past the end of the garage. The east side
of the site is again natural vegetation that is kept short (mowed) regularly along with the north
side of the site. Some small fruit trees have been planted by the home owners on the north just
outside of the fenced are between the house and garage. The fenced in are has some grass
planted and some wood chips around the swing set. All water drainage flows away from the
home, garage, and driveway to the west side of the home towards the road and drainage ditch.
13. No fence is proposed for the perimeter of the property only a vinyl fence used for personal use
between the house and north side of the garage is currently expected.
14. No screening for parking and outdoor storage area is expected.
15. There are no reclamation procedures needed when termination of the use by special review
activity occurs.
16. Fire protection to the site will be provided by Greater Brighton Fire District id 0503
17. No on -site improvements are expected to be needed at this time.
Engineering Questions
1. Up to 18 round trips of passenger cars/pickups can be expected and up to 12 commercial
van trips per day. Currently only 5 passenger cars/pickups per day with 6 commercial van
trips per day.
2. Currently two employees come to the property from the south on CR-17 and two and
sometimes three employees come to the property from the North side on CR-17. 75% of
traffic will leave for the duration of the day going South on CR-17 and the remaining 25%
leaving will go North on CR-17. (It is dependent on where the service call is).
3. 40% will come from the south and 50% will come from the north. SEE ABOVE.
4. Majority of the traffic will come between 7:30-8:30 in the morning and traffic for the early
evening will be around 4:30-5:30 pm.
5. Access to the site is planed on the current driveway located on the south west corner of the
property. See map for further details.
6. Drainage currently flows away from all structures and roads/driveway. There is currently no
ponds, streams, rivers, or otherwise. All water comes from rain or snow and flows to the
drainage ditch by main road and end of property. SEE MAP for drainage flow. No drainage
problems with the property are known.
Environmental Health Questions
1. Drinking water source on the property is well water. Permit number 245188 Business
employees have bottled water available in the office.
2. Current sewage disposal system on property is a septic system. Permit number sp-0200412
3. The only storage that will be used is for some small parts to repair furnaces and a/c units.
Some sheet metal, pipe and small tools will be stored to be used regularly.
4. Sheet metal shop holds some r-22 and r -410a refrigerant in approved cylinders from the
factory are kept. Majority of refrigerant is kept on trucks. Some small amounts of oil to be
used in the servicing of tools to be kept on shelving in sheet metal shop. Any wastes consist
of old furnaces and a/c units, along with misc parts removed from non functioning hvac
equipment. Sorted and recycled regularly. Larger parts kept on east side of garage on
concrete slab in barrels and a dump trailer.

Hi Angela,
After talking to my parents about this, we will get a portable toilet
since that will be easier than re -permitting the well. We will plan on
putting it on the east side of the storage container away from the
garage and house to be out of sight and to keep any unpleasant smells
away from everyone.
There are not any floor drains in the garage and we don't want any.
The only maintenance to be done on business vehicles will be with a
vacuum to clean dirt out of the trucks just like you would have the
inside of your personal car cleaned with a vacuum cleaner. We plan on
washing the trucks at a normal car wash and don't get anything beyond
normal dirt from driving on the trucks. We don't have any chemicals or
anything that we would need to worry about that would need to be washed
out from the trucks.
We also do not have any equipment that would need cleaning or maintained
since basically all of our tools are hand tools like plyers, screw
drivers, tin snips, drills and hammers. There is nothing for us to
clean or wash out or off. Any other maintenance we do is done at the
dealerships where we purchased the trucks, so we don't have tires or oil
or whatever else could come from using the trucks.

Safe Driving Policy
The aim of the driving policy is to reduce vehicle incident and at -fault work related road collisions
and to maintain a residential environment at office location.
Code of Conduct
The code of conduct for Wheeler's PHCC states: "While driving company or personal
vehicles for work purposes, employees must comply with traffic legislation, be conscious of
road safety and demonstrate safe driving and other good road safety habits."

While we enjoy being your neighbors and have no intention of inhibiting you from continuing your home
business, we do have several concerns.
During a time that your operation had about four trucks working out of your home, traffic from workers
arriving, getting a truck, leaving and occasionally returning in the course of a workday was quite
noticeable. As we all know traffic on our dirt road generates noise, dust and sometimes people drive a
bit fast for conditions while remaining under the 55 -mph speed limit. At this time with two trucks
working out of the shop, the traffic is reasonable. We think that the number of trucks operating out of
your shop should be limited to five or six.
Our other concern is lighting. Like many others we appreciate dark nights and being able to observe the
moon and stars. We also believe that lighting is necessary for safety and convenience. Additionally, you
have the normal situation of working with lighting installed by your predecessors. We would like to
suggest and request that some changes be made so that the lighting conforms to International Dark Sky
concepts. There are many dark sky friendly lighting fixtures available through Home Depot and others.
